Prior to 1976, councillors were elected at general elections held every three years but as a result of an order made under the Local Government Act, 1972, the term of office of members of London borough councils was increased to four years. The number of wards in a borough varies from 19 in Barking and Dagenham, Richmond upon Thames and Tower Hamlets, to 36 in Greenwich, with from 1 to 3 councillors elected for each ward. London borough councils have from 48 to 70 members. Electors have as many votes as there are councillors in each ward. Before 1978 each council included aldermen, to a maximum of one sixth of the councillors, elected by the councillors from among themselves or from persons qualified to be councillors. Under the Local Government Act, 1972, the office of alderman of a London borough council ceased to exist after the 1978 elections. The mayor of each borough is elected annually by each council from among the councillors. Cities of London and Westminster The City of London is constituted differenlly to the London boroughs and is therefore not included in this election. The Corporation consists of 130 common councilmen, 4 to 12 of whom are elected annually for each ward, and 25 aldermen (one for each ward) in addition to the Lord Mayor. The aldermen are elected for life by the ward voters (who include business as well as resident voters). Data for the City of London and Westminster South constituency therefore, are restricted to that part lying within the City of Westminster. Calculations The method of calculating the percentage votes cast for the main party groups used first in the 1982 volume has been employed again in this publication. This method involves using the average vote per seat in a ward when building to borough constituency level or Greater London, thus removing possible bias arising from differing numbers of seats per ward in a borough. In order that comparisons may be made at a borough level with elections held before 1982, a table has been produced using a strict percentage of votes cast and this may be found in the Appendix. Population The estimates of total population used in table 3, relate to April 1986 and come from the 1985 round of London borough projections (GLC Statistical Series 52).
