Chipping Barnet Team Parish Profile November 2013 Team Overview Location Chipping Barnet is a multi-layered collection of communities that does not reveal its true self at first, or second, glance. In civic and political terms, Barnet (of which Chipping Barnet is a part) is a borough on the northern edge of Greater London. Economically the population covers the socio-economic spectrum, from affluent Hadley and Arkley, to the deprived Whitings Hill and Dollis Valley Estate. The Parish of Chipping Barnet is situated at the extreme southern tip of St Albans Diocese, to the point where London diocese parishes exist between us and our cathedral. Culturally and socially, the church urban fund (www.cuf.org.uk) places us 289 out of the 339 parishes in the diocese, which puts us among the most deprived of parishes. We are ranked around 8000 out of the 13000 parishes in the UK - a “relatively deprived” parish in national terms. The Church Urban Fund identify lone parenthood and child poverty as the two key concerns, and, as mentioned within the individual church sections, we actively support the Chipping Barnet foodbank and the Winter Night Shelter scheme (which offers food and a place to sleep for homeless people throughout the winter months). The Team Rector has a significant civic role as well as the more usual pastoral activities. As well as sitting on the governing body of the two Queen Elizabeth Schools, there are ex-officio posts on the trustees of four locally endowed charities. For example, the Hyde Foundation owns the historic library building in the centre of the Barnet conservation area and has the disbursement of the rental on the property to support the education of young people who live within the boundary of the old parish of St John the Baptist and that of our neighbours in Monken Hadley. -

While it does not have the same formal development plan status as these policies, it has been formally adopted by the Mayor as supplementary guidance under his powers under the Greater London Authority Act 1999 (as amended). Adoption followed a period of public consultation, and a summary of the comments received and the responses of the Mayor to those comments is available on the Greater London Authority website. It will therefore be a material consideration in drawing up development plan documents and in taking planning decisions. [5th July 1956.] HEREAS it is expedient to constitute and incorporate a joint board comprising representatives of the mayor W aldermen and burgesses of the borough of Sutton and Cheam and the mayor aldermen and councillors of the metro politan borough of Battersea and the urban district councils of Carshalton and Merton and Morden and to empower the said board to provide and maintain a crematorium: By an order dated the eighteenth day of June one thousand nine hundred and forty-three made by the Minister of Health under section 6 of the Public Health Act 1936 subsequently amended by a further order dated the thirteenth day of April one thousand nine hundred and forty-nine made by the said Minister of Health under subsection (2) of section 9 of the Public Health Act 1936 a joint cemetery board known as the Carshalton and Merton and Morden Joint Cemetery Board was constituted for the urban districts of Carshalton and Merton and Morden so that the urban district councils of Carshalton and Merton and Morden are no longer local authorities or councils maintaining or having power to provide a cemetery under the Public Health (Interments) Act 1879 and the said two councils have no power to provide and maintain a crematorium under the Cremation Acts 1902 and 1952: A3 1 Ch. -

Appendix A Polling District and Polling Places Review 2011 Final Report of the Returning Officer This report sets out for consideration by the Council the Returning Officer’s arrangements for polling districts and polling places within the London Borough of Croydon. The review has been conducted according to the requirements of the Review of Polling Districts and Polling Places (Parliamentary Elections) Regulations 2006 that came into force on 1 January 2007. The consultation period lasted from 1 September until 23 September 2011. All submissions were considered and appear in this final report. The Polling District Review Task Group, consisting of four members of the Council, considered and reviewed the Returning Officer’s proposals. The methodology followed in producing the proposals was as follows: • That the Returning Officer’s median figure for the initial review of 1,750 projected polling station voters per polling district formed the basis of the recommendations within this report • That, in line with Electoral Commission guidelines, there will no more than 2,500 electors allocated to each polling station • That electors will be distributed equally amongst all polling districts in the Ward, where practicable • That accessibility requirements will be accounted for when allocating polling places • That local disability groups will be consulted as part of the review • Polling district boundaries could be changed but not the Ward boundaries Other considerations: • There are many new developments in the process of being built. References London Borough of Merton 2 Management Plan: John Innes (Merton Park) Conservation Area 1.0 INTRODUCTION Background to the Conservation Area Management Plan 1.1 This Management Plan has been prepared as a supplement to the Character Appraisal for the John Innes (Merton Park) Conservation Area (2006). 1.2 The duty to designate conservation areas was introduced in the Civic Amenities Act 1967. Designation of the John Innes (Merton Park) Conservation Area in the following year was, therefore, a rapid response to the new provision that immediately recognised the significance of the area. The John Innes (Wilton Crescent) Conservation Area followed in 1984. The two areas are contiguous and there is much that unites them through the John Innes connection, which is why his name appears in their formal titles. More generally, however, the two areas are known as the Merton Park and the Wilton Crescent Conservation Areas. 1.3 While there are planning measures relating specifically to conservation areas (see section 3 below), their effectiveness depends upon the way in which the designated areas are managed. This is not simply a matter of controls being exercised by the Borough Council, there are incentives too, and significant contributions to be made by local businesses, residents and community groups. -
