Farmers were being exploited and oppressed in different ways under Khurki and Teenkathiya systems, says Shri Radha Mohan Singh . http://pib.nic.in/newsite/PrintRelease.aspx What’s in news? . Farmers were being exploited and oppressed in different ways by Neeley Britishers under Khurki and Teenkathiya systems.Neeley word which symbolizes indigo. Under Khurki system, the British planters used to pay some money to the farmers (Raiyyat) by mortgaging their lands and houses and compelling them to sow indigo. The Neeley Britishers had confiscated more than one lakh crore fertile lands and set up their kothis(houses )there. “Teen Kahitya” system- established by Britishers and the Jamindaaras, under which teen katha land out of one bigha was reserved for indigo (Neel) farming. The farmers had to bear the cost of indigo farming and the British planters used to keep the yields without compensating the farmers. Farmers exploitation: Not only this, they were even exploited through the various taxes levied on them. Thousands of landless labourers and poor farmers were forced to sow indigo instead of other crops. The farmers were forced to pay several taxes while delivering indigo into the factories such as Bapahi-Putahi, Marvah and Sagaura. Despite taxes, the factories used to play very low prices for the indigo and the farmers were never paid their dues in time. Gandhiji made farmers exploitation a part of freedom movement and inspired the farmers to revolt against British. Gandhiji’s Satyagraha moment helped in abolishing indigo farming and after that farmers started growing sugarcane and paddy in their fields. -

The Legislature oversees the functionaries of Executive vis-a-vis its accountability to the State through both the Houses of Legislature and their Committees. Article 208 (1) of the Constitution of India authorizes each House of the Legislature of State to formulate Rules for regulating its Procedure and Conduct of Business. The State of Telangana which is the 29th State in the Indian Union was carved out on 2nd June, 2014. Consequent to the formation of a new State, the Committee on Rules of Telangana State Legislative Assembly examined the Rules of Procedure and Conduct of Business in the erstwhile united Andhra Pradesh State, in the light of the Provisions contained in the Andhra Pradesh Reorganization Act, 2014, and the Rules of Procedure and Conduct of Business in Lok Sabha vis-a-vis the requirements of the Telangana State Legislative Assembly. After having series of deliberations and upon considering the requirement of Telangana State Legislative Assembly in consonance with the Rules in vogue, the Committee recommended the Rules for the Conduct of Business in its Assembly which was unanimously adopted by the Committee and submitted to the House. -

G.O.Ms.No. 95, G.A.(Spl.A) Department, dt: 28-2-2013. **** ORDER: In the Government Order 3rd read above, orders were issued constituting 10th Pay Revision Commission and Government appointed Sri P.K. Agarwal, IAS (retired) as Pay Commissioner. 2. The 10th Pay Revision Commission submitted its report to the Government which, interalia, recommended sanction of Child Care Leave to all women employees to look after two eldest children upto the age of eighteen (18) years. 3. Government, after careful consideration of the report, hereby order that women employees of the State Government having minor children be granted Child Care Leave, by the authority competent to grant leave, for a period of three (3) months, not exceeding 15 days in any spell, in the entire service to look after two eldest children upto the age of 18 years (22 years in case of disabled children) for any of their needs like examinations, sickness etc., subject to the following conditions: : 2 : (a) Child Care leave of three months can be sanctioned in not less than 6 spells to look after two eldest children up to the age of 18 years and in case of disabled children up to 22 years.
