LOK SABHA ___ SYNOPSIS OF DEBATES (Proceedings other than Questions & Answers) ______ Thursday, February 8, 2018/Magha 19, 1939 (Saka) ______ OBITUARY REFERENCES HON'BLE SPEAKER: Hon'ble Members, I have to inform the House about the sad demise of two former Members, namely, Shri Narsingh Narain Pandey and Shri Raghunath Jha. Shri Narsingh Narain Pandey was a Member of the 5th Lok Sabha representing the Gorakhpur Parliamentary Constituency of Uttar Pradesh. He was also a Member of the Rajya Sabha from 1980 to 1982. He was a Member of the Committee on Absence of Members from Sittings of the House. Earlier, Shri Pandey was a Member of the Uttar Pradesh Legislative Assembly from 1962 to 1967. Shri Narsingh Narain Pandey passed away on 8 January, 2018 in Gorakhpur, Uttar Pradesh at the age of 88. Shri Raghunath Jha was a Member of the 13th and 14th Lok Sabhas representing the Gopalganj and Bettiah Parliamentary Constituencies of Bihar. Shri Jha was Union Minister of State for Heavy Industries and Public Enterprises from April, 2008 to May, 2009. He was a Member of the Committee on Agriculture; Committee on Ethics; Committee on Home Affairs Railway Convention Committee; House Committee and also the Public Accounts Committee. Shri Jha was a Member of the Bihar Legislative Assembly from 1972 to 1998. He also served as Minister in the Government of Bihar. Shri Raghunath Jha passed away on 15 January, 2018 in New Delhi at the age of 78. We deeply mourn the loss of our two former colleagues. I am sure the House would join me in conveying our condolences to the bereaved families. -

I am delighted and honoured to be here at the Legislative Assembly of Delhi to be part of this opening ceremony. I am sure we share the tremendous warmth and hospitality that is offered to us by the hosts here this week. I would like to express my sincere thanks to CPA Delhi and CPA India Branch for their generosity in hosting us this year. Being here in India for this landmark Commonwealth Youth Parliament is poignant. Especially as India is the largest democracy in the world. At the 2019 election a breath-taking 600 million people voted. Furthermore, as we celebrate the 70th Anniversary of the London Declaration and the foundation of the ‘modern’ Commonwealth, it is important to consider the significant role that the newly founded state of India played. Drafted by the Indian statesman V. K. Krishna Menon, the declaration had two main provisions: It allowed the Commonwealth to admit and retain members that were not Dominions, so including both republics and indigenous monarchies, and it changed the name of the organisation from the British Commonwealth to the Commonwealth of Nations. -

Farmers were being exploited and oppressed in different ways by Neeley Britishers under Khurki and Teenkathiya systems.Neeley word which symbolizes indigo. Under Khurki system, the British planters used to pay some money to the farmers (Raiyyat) by mortgaging their lands and houses and compelling them to sow indigo. The Neeley Britishers had confiscated more than one lakh crore fertile lands and set up their kothis(houses )there. “Teen Kahitya” system- established by Britishers and the Jamindaaras, under which teen katha land out of one bigha was reserved for indigo (Neel) farming. The farmers had to bear the cost of indigo farming and the British planters used to keep the yields without compensating the farmers. Farmers exploitation: Not only this, they were even exploited through the various taxes levied on them. Thousands of landless labourers and poor farmers were forced to sow indigo instead of other crops. The farmers were forced to pay several taxes while delivering indigo into the factories such as Bapahi-Putahi, Marvah and Sagaura. Despite taxes, the factories used to play very low prices for the indigo and the farmers were never paid their dues in time. Gandhiji made farmers exploitation a part of freedom movement and inspired the farmers to revolt against British. Gandhiji’s Satyagraha moment helped in abolishing indigo farming and after that farmers started growing sugarcane and paddy in their fields. -

SAMPATH: SHRI OM BIRLA: Will the Minister of LAW AND JUSTICE be pleased to state: (a) whether Law Commission is in favour of holding simultaneous elections to Lok Sabha and State Legislatures in the country and if so, the details thereof along with changes proposed by them on electoral reforms; (b) whether the Law Commission has recently held discussions/consultations with major political parties on the possibility of holding Lok Sabha and Assembly polls together and if so, the details of the consultations held with political parties on the issue and the outcome thereof; (c) whether there is a need to amend the Constitution, Representation of People Act, etc., to make it a reality; (d) if so, the preliminary/ground work that the Ministry has done in this regard along with the details of survey, if any, conducted to determine expense and subsequent savings if simultaneous election are carried out; (e) the details of parties that are supporting and those opposing and the efforts being made to get unanimity on the matter; and (f) whether conducting elections for Lok Sabha and Legislative Assemblies in the country, separately is likely to create hurdles in smooth functioning of the administrative system and the law and order related problems persist throughout the year and if so, the details thereof? The Legislature oversees the functionaries of Executive vis-a-vis its accountability to the State through both the Houses of Legislature and their Committees. Article 208 (1) of the Constitution of India authorizes each House of the Legislature of State to formulate Rules for regulating its Procedure and Conduct of Business. The State of Telangana which is the 29th State in the Indian Union was carved out on 2nd June, 2014. Consequent to the formation of a new State, the Committee on Rules of Telangana State Legislative Assembly examined the Rules of Procedure and Conduct of Business in the erstwhile united Andhra Pradesh State, in the light of the Provisions contained in the Andhra Pradesh Reorganization Act, 2014, and the Rules of Procedure and Conduct of Business in Lok Sabha vis-a-vis the requirements of the Telangana State Legislative Assembly. After having series of deliberations and upon considering the requirement of Telangana State Legislative Assembly in consonance with the Rules in vogue, the Committee recommended the Rules for the Conduct of Business in its Assembly which was unanimously adopted by the Committee and submitted to the House.
