Current Affairs of the day (August 3, 2019) Om Birla Unanimously Elected Speaker of the 17th Lok Sabha BJP MP from Rajasthan, Om Birla, was elected as the Speaker of the 17th Lok Sabha. Congress, Trimool and other opposition parties also supported Om Birla as the Speaker. Birla's nomination for the Speaker post was backed by all the NDA allies. Bharatiya Janata Party (BJP) MP Om Birla was unanimously elected as the Speaker of the 17th Lok Sabha on June 19, 2019. Om Birla, two times MP from Rajasthan's Kota, was elected after Prime Minister Narendra Modi proposed his name on Day 3 of the Lok Sabha session. Prime Minister Narendra Modi greets Om Birla, a two-time BJP MP from Rajasthan's Kota, after he was unanimously elected as the Speaker of the Lok Sabha in a rare instance of multi-partisan support for a nominee of the ruling coalition, at Parliament in New Delhi on June 19, 2019. Om Birla's nomination for the Speaker's post was backed by all the NDA allies. The Congress and Trinamool Congress and other opposition parties supported Om Birla for Speaker. The opposition did not field any candidate for the speker's post and the motion moved by Prime Minister to choose the Kota-Bundi MP as Speaker was adopted by a voice vote. A total of 13 motions were moved in support of Om Birla as Speaker, Since the motion was moved by Modi, also leader of the House, the other motions became infructuous. Birla was declared elected as Speaker by pro-tem Speaker Virendra Kumar. In the 2019 Lok Sabha election, BJP's Om Birla defeated Congress's Ramnarayan Meena with a huge margin of over 2-5 lakh votes in the Kota-Bundi Lok Sabha seat. Two-time MP Birla (57) has been MLA from Rajasthan thrice. Om Birla has been a member of the Standing Committee on Energy in Parliament, member of Committee on Petitions and Consultation Committee for Ministry of Social Justice and Empowerment. Om Birla succeeds Sumitra Mahajan to become new Lok Sabha Speaker. .

He was a Member of the Committee on Absence of Members from Sittings of the House. Earlier, Shri Pandey was a Member of the Uttar Pradesh Legislative Assembly from 1962 to 1967. Shri Narsingh Narain Pandey passed away on 8 January, 2018 in Gorakhpur, Uttar Pradesh at the age of 88. Shri Raghunath Jha was a Member of the 13th and 14th Lok Sabhas representing the Gopalganj and Bettiah Parliamentary Constituencies of Bihar. Shri Jha was Union Minister of State for Heavy Industries and Public Enterprises from April, 2008 to May, 2009. He was a Member of the Committee on Agriculture; Committee on Ethics; Committee on Home Affairs Railway Convention Committee; House Committee and also the Public Accounts Committee. Shri Jha was a Member of the Bihar Legislative Assembly from 1972 to 1998. He also served as Minister in the Government of Bihar. Shri Raghunath Jha passed away on 15 January, 2018 in New Delhi at the age of 78. We deeply mourn the loss of our two former colleagues. I am sure the House would join me in conveying our condolences to the bereaved families.

At the 2019 election a breath-taking 600 million people voted. Furthermore, as we celebrate the 70th Anniversary of the London Declaration and the foundation of the ‘modern’ Commonwealth, it is important to consider the significant role that the newly founded state of India played. Drafted by the Indian statesman V. K. Krishna Menon, the declaration had two main provisions: It allowed the Commonwealth to admit and retain members that were not Dominions, so including both republics and indigenous monarchies, and it changed the name of the organisation from the British Commonwealth to the Commonwealth of Nations.

Parliament of India is the sanctum sanctorum of our democratic system. Being the symbol of our national unity and sovereignty, this august institution represents our diverse society. Our citizens actively participate in the sacred democratic processes through periodic elections and other democratic means. The elected representatives articulate their hopes and aspirations and through legislations, work diligently, for the national interest and welfare of the people. This keeps our democracy alive and vibrant. In fact, people’s faith in our vibrant democratic institutions depends greatly upon the effectiveness with which the proceedings of the House are conducted. The Chair and the Members, through their collective efforts, give voice to the matters of public importance. In fact, the Lower House, Lok Sabha, under the leadership and guidance of the Hon’ble Speaker, is pivotal to the fulfillment of national efforts for development and public welfare. The 17th Lok Sabha was constituted on 25 May 2019 and its first sitting was held on 17 June 2019. The Hon’ble Prime Minister, Shri Narendra Modi, moved the motion for election of Shri Om Birla as the new Speaker of the Lok Sabha on 19 June 2019, which was seconded by Shri Rajnath Singh.

BRIEFING Continental democracies India's parliament and governing institutions SUMMARY India is the biggest democracy in the world. With a population of 1.35 billion in 2018, India was also the world's second most populous country, and is projected to overtake China by 2027. Like the European Union (EU), it is a pluralistic, multi-faith, multilingual (with 22 recognised languages), and multi-ethnic country. Secularism has been enshrined in the Constitution. India's 1950 Constitution provides for a quasi-federal setup: powers are separated between the central union and the 28 state governments. Competences are allocated according to administrative level, between the Union, states or 'concurrently'. The prime minister possesses the country's effective executive power. As 'Leader of the House' in the lower chamber, the prime minister also holds decisive power in deciding the House's agenda. However, the real power of initiating legislation belongs to the government, and the Parliament has no say on foreign affairs. India's Parliament is bicameral: it includes the Lok Sabha – the lower house – and the Rajya Sabha – the upper house. The two houses are equal, but the Lok Sabha dominates in deciding certain financial matters and on the collective responsibility of the Council of Ministers. General elections take place for Lok Sabha members every five years. The last elections took place in May 2019, when Narendra Modi was re-elected as Prime Minister. The Rajva Sabha is a permanent body consisting of members indirectly elected by the states, and it is not subject to dissolution. India has a common law legal system.
