CHAPTER 1 MILITARY AID TO CIVIL AUTHORITIES Section I. GENERAL 1. SCOPE OF MANUAL. This manual presents the principles for the employment of troops during domestic disturbances and the essential substance of the more impor­ tant laws relating to the employment of military forces in the aid of civil authorities with the applicable War Depart­ ment policies. The use of State troops, and the limitations and restrictions as to their authority to act in aid of civil authorities within the State, are governed by the laws of the State concerned as well as Federal laws. However, the gen­ eral principles and methods of employment of troops and materiel as stated in this manual apply equally to any armed force used in domestic disturbances. 2. BASIC POLICIES. a. The protection of life and property and the maintenance of law and order within the territorial jurisdiction of any State are the primary responsi­ bility of State and local authorities. It is a well-established policy of the War Department that intervention with Federal troops pursuant to the provisions of this manual and AR 500-50 will take place only after the State and local authori­ ties have utilized all of their own forces and are unable to control the situation, or when it is apparent that the situation is beyond their capabilities or that they will not take appro­ priate action. 1 b. Except in cases of imminent necessity falling within the provisions of paragraph 3e, intervention with Federal troops will not take place unless the War Department has generally or specifically so ordered. c. The normal channel between the field and War De­ partment on matters relating to intervention with Federal troops is through The Provost Marshal General, whose office will be open at all times for this purpose and who will be kept fully informed on all matters relating to such interven­ tion or the possibilities thereof. Section II. AUTHORIZED USE OF FEDERAL TROOPS 3. COMMON TYPES OF INTERVENTION. For a more complete reference to the various constitutional and statutory provisions authorizing intervention with Federal troops in cases of domestic 'violence, or for other specific purposes, see AR 500-50. The possibility of intervention under many of these provisions, however, is regarded as remote, and only those provisions where intervention is most likely are treated in this paragraph. It is important that the distinctive features of each type of intervention be fully understood. a. To aid State authorities at the request of the State. Article IV, Sec. 4, of the Constitution, makes it the duty of the Federal Government, at the request of the legislature of any State (or the governor if the legislature cannot be con­ vened), to protect the State against domestic violence. Con­ gress has authorized the President to intervene with Federal troops for the purpose of suppressing an insurrection against a State. (R. S. 5297 [50 U.S.C. 20o; M.L. 1939, Sec. 502].) b. To enforce the laws of'the United States. Article II, Sec. 3, of the Constitution., makes it the duty of the President 2 to see that the laws 'of the United States are faithfully ex­ ecuted. Moreover, whenever, in the judgment of the Presi­ dent, it is impracticable by reason of unlawful obstructions, combinations, assemblages of persons, or rebellion, to en­ force the laws of the United States within any State or territory by the ordinary course of judicial proceedings, he is authorized by.

The Monuments, Fine Arts, and Archives (MFAA) Section recovered Nazi-looted works of art and artifacts from various storage areas and shipped the objects to one of four U.S. central collecting points, including Wiesbaden. In order to research restitution claims, MFAA officers gathered intelligence reports, interrogation reports, captured documents, and general information regarding German art looting. The Wiesbaden records are part of the “Ardelia Hall Collection” in Records of United States Occupation Headquarters, World War II, Record Group (RG) 260.     1 The July 1945 Szilard Petition on the Atomic Bomb Memoir by a signer in Oak Ridge Howard Gest Distinguished Professor Emeritus of Microbiology, Departments of Biology, and History & Philosophy of Science, Indiana University, Bloomington, IN 47405 2 Well before the first test of a nuclear explosive device at Alamogordo (New Mexico) on July 16, 1945, many scientists of the Manhattan (Atomic Bomb) Project were very concerned about how nuclear bombs might be used in World War II. Meetings were held at the University of Chicago site and at Oak Ridge (Tennessee) to discuss the future of atomic energy and its political implications. As a result, a petition originated by Leo Szilard and addressed to President Truman in July 1945 discussed the moral responsibilities involved in using nuclear weapons. It recommended that such bombs not be used against Japan “unless the terms which will be imposed upon Japan have been made public in detail and Japan knowing these terms has refused to surrender.” The Szilard petition was displayed during 1989/1990 in a special exhibition at the National Archives in Washington, D.C. This article explains how I happened to be in Oak Ridge, where I signed the petition, and examines its background and complex, unfortunate history. From bacteriology to nuclear chemistry After graduating from the University of California at Los Angeles (UCLA) in 1942, with a major in bacteriology, I began graduate work with Max Delbrück at Vanderbilt University in Nashville, Tennessee (Delbrück was awarded a Nobel Prize in 1969 for his research on bacterial viruses). Because of the increasing intensity of World War II in 1942, however, research in universities was grinding to a halt.

Haulman Air Force Historical Research Agency Updated 26 Nov 2008 The Tuskegee Airmen of World War II deserve praise as the vanguard for racial equality in the armed forces of the United States. Fighting successfully for the right to fly combat missions in defense of their country, they proved that black men could succeed in a field from which they had previously been excluded. They fought successfully against two enemies at the same time: Nazi Germany, and racism among their own countrymen. The Tuskegee Airmen often paid the supreme sacrifice in order to protect the lives of the bomber crews they were escorting, destroying well over a hundred enemy aircraft, including three German jets. They laid the foundation for the integration of all the services, and, eventually, American society as a whole. By increasing opportunities for African-Americans, they earned an important and indelible place in American history. Not all of the statements about the legendary Tuskegee Airmen can be verified historically. One such statement is that during their escort missions, they “never lost a bomber” to enemy aircraft fire. The 332d Fighter Group sometimes escorted bombers that were shot down by enemy aircraft. This paper will focus on five days when this occurred: June 9, 1944; July 12, 1944; July 18, 1944; July 20, 1944; and March 24, 1945. There might have been other days as well. The research method I followed in researching the question was as follows. First I determined, for each of the days in question, which bombardment wing or wings the 332d Fighter Group was assigned to escort, and the time frame and area for the escort.

[1 box] Institutional History | Contents Content Note In 1940, the Hercules Company leased a lot from the State at the South Street Pier on the Morris Canal Little Basin in Jersey City. Five years later, the company proposed to take over the property, dredge the basin, and rehabilitate the pier, at its own expense. The Attorney General and Governor approved a new lease, to become fully operative by the end of 1945, with the conditions that Hercules' repairs not exceed $25,000, and that the State would receive a portion of the company's profits in addition to rent. Repairs exceeded $25,000 almost immediately, and in January 1946, the Hercules Company requested that the limit be increased to $35,000. The State agreed; and in April 1946, after many improvements to the pier had been made, Hercules was asked to submit to the State a report of expenses and monthly statements of income. In December, Andrew Nelson (the auditor hired by the state) reported that Hercules Company's accounts seemed to be in order, but recommended a more complete audit. The following March, James Hanna of the Hercules Company requested a different auditor. The Canal Company questioned Hercules' right to do this, and its right to keep the reserve fund they had set up as self-insurance. The Attorney General's assistance was requested to compel Hercules to pay the State its share of the fund, and the President and Commissioners of the Canal Company were asked by the board to meet with Hanna to settle the Hercules account.
