Univ.-Prof. Danksagungen „Jede Reise hat eine Bestimmung die der/die Reisende nicht ahnt“ Dieser Spruch begleitet mich schon lange und hat sich auch in dieser Forschung wieder bewahrheitet. Meine erste Reise nach Chile im Jahr 2007 legte den Grundstein für mein Interesse zu meinem Forschungsthema und es freut mich, dass ich es Jahre später in einem wissenschaftlichen Rahmen bearbeiten konnte. Danke möchte ich zu Beginn meiner Familie sagen, meinen Eltern Gerda und Ernst, die mich unterstützen in meinen Träumen, so verrückt sie auch sein mögen, und mir den Raum geben diese zu leben! Meiner Schwester Kathi, die mich mit ihrer Begeisterung für die Kultur- und Sozialanthropologie ansteckte und der ich sehr dankbar bin, dass sie mich in diese Jahre auf „unserem Institut“ begleitete. Danke möchte ich auch Markus sagen, der mich ob nahe oder fern tatkräftig unterstützte und mich in jeder Situation dieses Studiums zum Lachen bringen konnte. Bedanken möchte ich mich ganz herzlich bei meinen InterviewpartnerInnen und FreundInnen in Chile, die es mir ermöglichten in einer relativ kurzen Zeit viel Information zu sammeln und die meinen zweiten Aufenthalt in Chile einen unvergesslichen werden ließen. Danke möchte ich auch allen sagen, die im Gegensatz zu manchen Vorgesetzten in der Arbeitswelt die „Notwendigkeit“ eines zweiten Studiums nicht in Frage stellen, sondern sich mit mir freuen, dass ich berufsbegleitend die Chance hatte mich in diesem unglaublich spannenden Fach weiterzubilden. Danke auch an meine ProfessorInnen und das Info-Center der KSA, welche mich in diesem Masterstudium begleiteten und mir viele Fragen die ich als Quereinsteigerin hatte beantworteten. Besonders hervorzuheben ist natürlich mein Betreuer, Univ. Prof. Dr. Andre Gingrich, welcher mir unbewusst in seiner Vorlesung die Idee zu dieser Forschung gab und mich von Anfang an in der Realisierung dieses Projekts unterstützte. Zum Abschluss noch ein großes Dankeschön an meine LektorInnen (G., K., M., Katharina), die mich dem Abschluss dieser Arbeit in großen Schritten näher brachten. „Wir sprechen so viel von Chile“ sagte ich zu ihnen, „sicherlich weil ich Chilene bin. Aber wissen Sie denn etwas von meinem so unendlich fernen Land? Zum Beispiel welches Fahrzeug wir benutzen? Den Elefanten, das Auto, die Eisenbahn, das Flugzeug, das Fahrrad, das Kamel, den Schlitten?“ Die weitaus meisten antworteten allen Ernstes: „Elefanten.“ In Chile gibt es keine Elefanten. BRAND This article initiates a series in which the writer will attempt to summarize the scattered and commonly contradictory material on the present ethnic and linguistic constituency of a number of Latin Ameri- can countries. It represents some personal investigations in the field and an examination of much of the pertinent literature. Chile has been a sovereign state since the War of Independence 1810-26. This state was founded upon a nuclear area west of the Andean crest and essentially between 240 and 460 South Latitude. Through the War of the Pacific with Bolivia and Perui in 1879-1883 and peaceful agreements with Argentina, Chile acquired her present extention from Arica to Tierra del Fuego. These northern and south- ern acquisitions added little to her population but introduced numerous small ethnic and linguistic groups. Chile has taken national censuses in 1835, 1843, 1854, 1865, 1875, 1885, 1895, 1907, 1920, 1930, and the most recent one in November of 1940.

Jackson Head of Department, David Vaught December 2018 Major Subject: History Copyright 2018 Marshall Allison Yokell, IV ABSTRACT From the formation of the German nation in 1871 until the eve of World War I, Germany’s emergence on the world stage as a global power was never a simple endeavor nor one where there was a clear path forward for policymakers in Berlin or diplomats serving abroad. While scholars have focused on the direct actions in creating a formal German empire, a clear mark of a global power, they have not fully engaged in examining the impact of indirect forms of imperialism and empire building. This dissertation is a global study of German interactions in South America, and how it relied on its diplomats there to assist in the construction of an informal empire, thus demonstrating Germany’s global presence. This coterie of diplomats and foreign policy officials in Berlin pointed to South America as a region of untapped potential for Germany to establish its global footprint and become a world power. This work draws upon primary sources, both unpublished and published, examining the records of diplomats, businessmen, and colonial and religious groups to show the vast networks and intersections that influenced German policy in South America as it sought to increase its global presence and construct an informal empire.

Diplomatic pressure and willing Quislings are being used suc- cessfully to prevent the showing of American films in South America which do not meet with Axis approval. United States diplomats, unaccustomed to the use of gangster methods, are in no position to retaliate. The need for Western Hemisphere solidarity is great. Good will ambassa- lors are sent to South America. Publications preach that the countries of the Americas must stand together or hang separately. Experts agree that American motion pictures have done more than any other single factor in the past, in promoting better understanding between the South and the North. While every Nazi film contains propaganda, American cinema producers are smeared and berated by isolationist ostriches for making "warmongering pic- tures". If the American good-neighbor policy is to be more than a theory, South Americans must be taught the dogma of democracy, and must be convinced of the wickedness of the Axis new order. True, that would require prop- aganda, but is America to stand idly by while Axis agents continue to plant seeds which, once in bloom, will create addi- tional headaches for American diplomats? Concentration Camps, Political Genocide and the Pinochet Dictatorship INTRODUCTION: THE HOLOCAUST DEBATE The word holocaust comes from the Greek, holo and kaiein, meaning a burnt offering. It entered the English language from the Latin, holocaustum, in the thirteenth century, meaning any great destruction or loss of life. Despite this long history of popular usage, the definition of a holocaust and the question of who is entitled to use the term, and with what referents, only became controversial during the 1960s. Since then the term ‘Holocaust’ has been conceptually colonised by a series of ideologically-Right intellectuals and organisations to defi- ne the Nazi extermination of Jews and Jewish culture between 1933 and 1945, and simultaneously to eliminate all other his- torical massacres from consideration under this category, ir- respective of their dimensions or brutality.1 Under their sche- ma, Nazi holocaust victims of Romani, non-Jewish gay or les- bian, socialist, communist or social democrat origin are all rendered invisible. Hence if one accepts the orthodox position on their definiti- on, the genocide which extinguished around half of the Arme- nian population in the Ottoman Empire between 1915 and 1923, 345 Ten. Dr. Ernst Halbmayer Abstract Die deutsch-chilenische Gemeinschaft spielt eine wichtige Rolle in der Geschichte Chiles. Seit Mitte des 19. Jahrhunderts wanderten immer wieder Deutsche nach Chile aus und haben dort einen wesentlichen Beitrag dazu geleistet, das Land so zu gestalten, wie wir es heute sehen. Von all den deutschen Gemeinschaften in Südamerika, ist die in Chile wohl die stärkste und deren Mitgliedern heißen heute offiziell „Deutsch-Chilenen“, von denen bis heute viele kein Spanisch sprechen und deutsche Bräuche pflegen. Die sogenannte „Colonia Dignidad“ (heute offiziell „Villa Baviera“ genannt) ist eine weitere Gemeinschaft von Deutschen in Chile, gegründet 1961 vom ehemaligen deutschen Jugendpfle- ger Paul Schäfer (*1921). Offiziell auf den Namen „Sociedad Benefactora y Educacional Dig- nidad“ getauft, erstreckte sich die Enklave 300 km südlich von Santiago über ein Gebiet von etwa 17.000 Hektar. Mit seinen knapp 200 Anhängern schloss sich Paul Schäfer auf diesem Gebiet ein, mit einem sehr effektiven Überwachungs- und Kontrollapparat nach Außen wie auch nach Innen. Paul Schäfer wird vorgeworfen in der Zeit der Diktatur (1973-1989 unter Pi- nochet) mit der Militär-Junta und dessen Geheimdienst der DINA1 zusammengearbeitet zu haben, aber auch Kindesmissbrauch, Folter und das „Verschwinden-lassen“ von politisch Un- beliebten („desaparecidos“) werden ihm zugeschrieben. Als die Diktatur ihr Ende fand2 und die neuen chilenischen Behörden 1991 nicht länger den Staat im Staat tolerieren wollten, sah sich Schäfer 1997 gezwungen zu fliehen.
