n ORDINANCE NO. 5932 AN ORDINANCE OF THE CITY OF GLENDALE, CALIFORNIA, AMENDING SECTIONS 10.04.010, 10.40.110 AND 10.40.120 AND ADDING SECTION 10.40.210 TO THE GLENDALE MUNICIPAL CODE, 1995, RELATING TO PARKING METERS BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GLENDALE: SECTION 1. Section 10.04.010 of the Glendale Municipal Code, 1995, subsection 10.04.010, is hereby amended to read as follows: 10.04.010 Definitions. The words and phrases contained in this section shall, when used in this title, have the meanings respectively ascribed to them, unless the context clearly indicates otherwise. Whenever any words or phrases used in this section are not defined in this section, but are now defined in the State Vehicle Code, such definitions shall be deemed to apply to such words and phrases as though set forth in full in this section. “Alley” means any unnamed street not exceeding twenty-five feet in width between property lines which is primarily used for access to the rear or side entrances of abutting property. “Bus zone” means the space adjacent to a curb reserved for the exclusive use of buses during the loading or unloading of passengers. “Glendale Community College Zone” means Zone (r), Zone (t), Zone (u), Zone (v) and Zone 20. “Holidays” means those designated holidays as set forth in section 3.Q8.010 of this code except the Friday following Thanksgiving which shall, for the purposes of this title, be considered a weekday. “Loading zone” means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials. “Official traffic-control devices” means all signs, signals, markings and devices not inconsistent with this chapter placed or erected by authority of a public body or official having jurisdiction for the purpose of regulating, warning or guiding traffic. “Official traffic signals” means any device, whether manually, electrically or mechanically operated, by which traffic is alternately directed to stop and proceed and which is erected by authority of a public body or official having jurisdiction. 1 7A1 It n n Park” means to stand or leave standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or materials.. “Parking meter” means any mechanical device which, when the mechanism thereof is set in motion, indicates unexpired parking time for the vehicle parked adjacent thereto. “Parking meter space” means a parking space of sufficient size to permit the parking of one vehicle only adjacent to a parking meter within a parking meter zone. “Parking meter zones” means portions of streets or city-owned or leased land upon which the parking of vehicles is regulated with the aid of parking meters. “Parking space” means an area available and of sufficient size to permit the parking of one vehicle only. “Parkway” means that portion of a street other than a roadway or a sidewalk. “Passenger loading zone” means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers. “Pedestrian” shall have the same meaning as that stated in Vehicle Code section 467 and as subsequently amended. “Police officer” means every member of the police division of the city who is a peace officer. “Stop” means complete cessation of movement. “Stop or stand,” when prohibited, means any stopping or standing of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic-control device. “Taxicab stand” means the space adjacent to a curb reserved for the exclusive use of taxicabs. “Traffic” means pedestrians, ridden or herded animals, vehicles and other conveyances either singly or together while using any street for purposes of travel. “Traffic and transportation administrator” means the director of public works, including any employee of the division of public works designated by the director of public works to act as traffic and transportation administrator in charge of traffic. Chapter 10.40 of the Glendale Municipal Code, 1995, subsection 10.40.110, is amended to read as follows: 2 cm cm) 10.40.110 Parking Meter Zones on Parcels of Land — Established It is determined that parking conditions require the regulation of the parking of vehicles with the aid of parking meters, and parking meter zones are established upon the following parcels of land in the city. Except for the Glendale Community College Zone, parking meter rates shall be established by the city council by resolution. Zone 1. City-owned land being a strip of land having a uniform width of fifty- seven (57) feet extending from Colorado Street to Harvard Street lying immediately easterly of and contiguous to the easterly line of the first alley easterly of Brand Boulevard, known as Central Park Lot. Zone 2. City-owned and leased land, being Lots 3 through 6 inclusive. W. S. Knott Tract, as per map recorded in book 7, page 32 of Maps, in the office of the county recorder, known as Maryland Avenue Lot 1. Zone 3. City-owned land being Lots 37 and 38. Block 2, Moore’s Resubdivision of a portion of Block 9, Glendale Boulevard Tract, as per map recorded in book 9, page 135 of Maps, in the office of the county recorder, known as Salem Street Lot. Zone 4. City-owned land being Lots 33, 34 and the northeasterly six (6) feet (measured at right angles to the northeasterly line) of Lot 35, Tract No. 1701, as per map recorded in book 22, pages 178, 179 of Maps, in the office of the county recorder known as Montrose Lot 1. Zone 5. City-owned land being the west sixty-six (66) feet of Lots 14 and 39, Grider and Hamilton’s Lomita Park, as per map recorded in book 6, page 105 of Maps, in the office of the county recorder, known as Armory Lot. Zone 6. City-owned land being Lots 31 through 35 inclusive, Glendalia Park Tract, as per map recorded in book 10, page 157 of Maps, in the office of the county recorder, known as Orange Street Lot 1. Zone 7. City-owned land being Lots 11 through 14 inclusive, Tract No. 1736, as per map recorded in book 20, page 153 of Maps, in the office of the county recorder, known as Hawthorne Street Lot. Zone 8. City-owned land being Lot 24, in Block 63, Campbell and Thompson’s Tract, as per map recorded in book 9, page 56 of Maps in the office of the county recorder, known as Orange Street Lot 2. Zone 9. City-owned and leased land being Lots 15 through 18 inclusive, Block 4 Glendale Boulevard Tract, as per map recorded in book 5, page 16 of Maps, in the office of the county recorder, known as Maryland Avenue Lot 2. 3 n C Zone 10.
