In 1998 EEA published Guidelines for the implementation of the EUROWATERNET monitoring network for inland waters. In every Member Country a monitoring network should be designed according to these Guidelines and put into operation. Together these national networks will form the EUROWATERNET monitoring network that will provide information on the quantity and quality of European inland waters. In the future they will be developed to meet the requirements of the EU Water Framework Directive. This publication presents the Finnish EUROWATERNET monitoring network put into operation from the first of January, 2000. It includes a total of 195 river sites, 253 lake sites and 74 hydrological baseline sites. Groundwater monitoring network will be developed later. In addition, information about Finnish water resources and current monitoring strategies is given. SCHULTZ Centre for Atmospheric Science, School for Earth, Atmospheric and Environmental Sciences, University of Manchester, Manchester, United Kingdom, and Division of Atmospheric Science, Department of Physics, University of Helsinki, and Finnish Meteorological Institute, Helsinki, Finland (Manuscript received 31 July 2011, in final form 8 November 2011) ABSTRACT A tornado climatology for Finland is constructed from 1796 to 2007. The climatology consists of two datasets. A historical dataset (1796–1996) is largely constructed from newspaper archives and other historical archives and datasets, and a recent dataset (1997–2007) is largely constructed from eyewitness accounts sent to the Finnish Meteorological Institute and news reports. This article describes the process of collecting and evaluating possible tornado reports. Altogether, 298 Finnish tornado cases compose the climatology: 129 from the historical dataset and 169 from the recent dataset. An annual average of 14 tornado cases occur in Finland (1997–2007). A case with a significant tornado (F2 or stronger) occurs in our database on average every other year, composing 14% of all tornado cases. All documented tornadoes in Finland have occurred between April and November. As in the neighboring countries in northern Europe, July and August are the months with the maximum frequency of tornado cases, coincident with the highest lightning occurrence both over land and sea. Waterspouts tend to be favored later in the summer, peaking in August. The peak month for significant tornadoes is August.

During the following fifteen months, Soviet diplomacy endeavoured to complete the job which the Red Army had "begun. By a unilateral and extremely liberal interpretation of the Peace Treaty of March 12, 1940, the Soviet Union tried to isolate Finland from her other neighbours and to establish a favourable basis for a complete annexation of Finland in the manner of the three Baltic States. Surrounded by Soviet and German military might, and noticing the increasing friction in the Nazi-Soviet alliance, Finland, in order to save herself from an imminent Soviet invasion, grasped the only straw which seemed to offer some hope: a transit agreement for German troops from Finland's Bothnian coast to Kirkenes in oc• cupied Norway. The resulting presence of German troops in the country did save Finland from becoming the seventeenth Soviet Socialist Republic in 1940 or 194-1* but it also involved her deeply in the Nazi-Soviet conflict which followed. When Germany attacked the Soviet Union in June 194-1, Finland tried in vain to have her neutrality respected, and she was attacked by Soviet forces three days after the German aggression.

There has been no prior study comparatively addressing the question of strict legal protection of free-flowing rivers in Europe. Results & Observations Currently, there is no EU legislation which provides strict protection for the free-flowing character of rivers. The protection schemes which exist in Europe, to date, are found within national legislation. Legal protection for rivers that specifically aim at protecting their free-flowing character can be observed in Slovenia, Finland, Sweden, and Spain. At EU legislative level, the combined legal basis and mechanisms of the WFD and the Nature Directives (including Natura 2000 areas) render the designation of free-flowing rivers as protected in theory a possibility, if implemented for the purpose. Importantly however, in reality this is rarely the case, and the legal provisions do not fully rule out dam construction and hydropower development. The reporting obligations required by the Directives, and subsequent data available on Europe’s water bodies, do in turn provide a solid basis for envisioning such a strategy for strict river protection Europe-wide.
