Between Bergman (1969) and Kaadan (2000) About thirty years after Bergman case1, Israel constitutional structure and its legal culture are not responsive to minority needs, and more largely to social needs of deprived communities. The liberal language and judicial review over Knesset legislation that have been empowered by and followed Bergman have not reconciled this utterly problematic discrepancy between jurisprudence and social needs. Bergman ruling has symbolized the outset of a new area in Israel jurisprudence, the area of liberalism, since it has empowered the notion of judicial counter majoritarianism as the center, however problematic, of democracy. It has been a modest ruling, and a careful one, dwelling only on procedural deficiencies as a cause of judicial abolition of parliamentary legislation.

He condemned the renewed rise of violent ethno-national ‘religious fanaticism’ among both Jews and Palestinians during the Second Intifada. The conflict is, he said, about ‘real estate not religion’ (Oz 2012: 43–81). This emotio-political antidote resonated particularly with hilonim, secular Jewish Israelis, Oz’s own religio-class constituency, after the collapse of the Oslo peace process.1 It remains popular across the political spectrum, not just among leftists like Oz keen to see a two-state solution. It also resonates among Jewish Israelis on the right and centre who do not share the left’s enthusiasm for Palestinian statehood, but who mobilize the formula of humour and empathy among Jewish Israelis towards, as they see it, cool, collective endurance of and solidarity in the face of Palestinian and Arab political violence.

KRESS The Ramah Experience and the Religious Attitudes and Behaviors of Shelihim ˙ Introduction Each summer, without ever boarding an airplane, thousands of North American youth spend their summers living and working with Israelis. Ramah camps, along with many other Jewish educational summer camps, welcome a cadre of shelihim to their communities each summer. Shelihut, as explained ˙ ˙ by the Jewish Agency Web site, is considered to be collaboration between the state of Israel and American Jewry. The Israeli shaliah is in fact an Israeli “ambassador.” With activities and ˙ educational aids that he or she brings from Israel, such as posters, music, photographs, stories, and games, the shaliah creates an Israeli atmosphere at ˙ camp and inspires the campers’ love for Israel. [I]n this environment, the campers and staff learn about life in Israel and its current culture and see the shaliah as the face of Israel.1 ˙ The shelihim are invited to camp to serve as representatives of Israel to global ˙ Jewish communities and to be a cultural link between the two. The shaliah’s ˙ agenda includes education about Israel and Zionism. Shelihim bring to camp ˙ Hebrew language and a representation of an Israeli way of life. Their customs and personal life narratives are seen as connecting the campers to Israel in everyday pe’ulot at camp. FRIEDMAN, HAYEK AND RAND ON EDUCATION EMPLOYMENT AND EQUALITY IRIT KEYNAN Abstract: In their writings, Milton Friedman, Friedrich August von Hayek and Ayn Rand have been instrumental in shaping and influencing neoliberalism through their academic and literary abilities. Their opinions on education, employment and inequality have stirred up considerable controversy and have been the focus of many debates. This paper adds to the debate by suggesting that there is an internal inconsistency in the views of neoliberalism as reflected by Friedman, Hayek and Rand. The paper contends that whereas their neoliberal theories promote liberty, the manner in which they conceptualize this term promotes policies that would actually deny the individual freedom of the majority while securing liberty and financial success for the privileged few. The paper focuses on the consequences of neoliberalism on education, and also discusses how it affects employment, inequality and democracy.     ARTICLES Liberalism in Israel Between the ‘Good Person’ and the ‘Bad Citizen’ Menachem Mautner Abstract: In the 1950s, hundreds of thousands of immigrants from Mus- lim countries arrived in Israel. These Mizrahi immigrants were resented by the Ashkenazi ‘veteran public’, whose desire for normalcy outweighed the state’s call for sacrifice. A geographical separation between Ashke- nazim and Mizrahim was created, and more recent processes of integra- tion between the two have only partially succeeded, as is attested by much socio-economic data. The failure to integrate the Mizrahim has had an effect on the basis of support for liberalism in Israel. Israeli liberalism is backed mainly by the veteran public, while lower-class Mizrahim appear to offer little support for it. KEywoRdS: Ashkenazim, ethnic inequality, hegemony, immigration absorption, liberalism, Mizrahim, neo-liberalism In the third book of his Politics, Aristotle asks whether there is any cor- respondence between the good person and the good citizen. He replies in the negative: the good person is not necessarily a good citizen, for each of these functions demands different qualities. The good person may be a bad citizen, and a good citizen may be a bad person (Barker 1946). Alexis de Tocqueville (1960) is interested in a similar question. He argues that indi- vidualism—the choice of an individual to deal with his own affairs and the affairs of those close to him—undermines the “virtues of public life” (ibid.: 367) and even has the power to destroy the state’s institutions. Zygmunt Bauman (2000) is also aware of the problem.     International Relations and Diplomacy, February 2021, Vol. 9, No. 02, 51-68 doi: 10.17265/2328-2134/2021.02.001 D DAVID PUBLISHING Nationalist-Religious Ideology and Civic Education: The Israeli Case Riki Tesler The Hebrew University, Jerusalem, Israel Are we riding the fourth wave of democracy, as predicted by Toffler (1984) and Huntington (1991), a post-capitalist, post-global wave? Western liberal democracy is currently responding to the dramatic change in the economic system after capitalism, the coronavirus pandemic, and the growing power of nationalist and fundamentalist ideologies. Does this process indicates a change in Western democracy or is it the end of democracy and what is the role of civic education within it? In Israel, as in other Western countries, the nationalist and fundamentalist ideologies (gained strength, undermining liberalism) threaten the conception of global citizenship and strive to shape a model of an illiberal democracy. In Israel, contrary to other Western countries, they also threaten civic equality and the very existence of the democratic rule. In the absence of a constitution and consensus, Israel is experiencing culture and religious war over values, identity and the concept of “citizenship” as a legal, political, and social framework. Thus, the struggle over civic education reflects the struggle over educational hegemony, as well as over national hegemony. In this process, nationalists and fundamentalists initiate anti-democratic legislation, violate human rights, obstruct government supervisory mechanisms, and expand ideological education in order to change Israel‟s character to a Jewish state rather than a Jewish and democratic state. Sexing diversity: Linguistic landscapes of homonationalism 1. Introduction The notion of “diversity” has recently received renewed attention partly as a result of an increased interest on the part of some sociologists in understanding and theorising what are perceived as ‘new’ forms of sociological complexity. In particular, Vertovec’s (2007) concept of “superdiversity” has been influential in opening up research agendas, networks and discussions among scholars interested in the relationship between language and society (see in particular Blommaert and Rampton, 2011; Androutsopoulos and Juffermans, 2014; and Deumert, 2014 for a poignant critique). Arguably, however, diversity – whether or not augmented by a superlative prefix – has to a certain extent always been at the centre of two different but interrelated spheres of language and communication, namely multilingualism research and language policy practices. Whilst scholarship on multilingualism is generally underpinned by a belief that linguistic diversity is an asset to be celebrated or a condition to strive for (see in particular Baker, 2011), nation-state apparatuses have historically thought otherwise. As Blommaert (2015: 82) cogently puts it, Languages were distributed within and separated by national boundaries, and the national boundaries, in turn, also defined the criteria of belonging and membership of the national community, creating ‘migration’ and, later, ‘transnational’, and ‘global’ flows as deviant patterns hard to fit within the monocentric nation-state imagination. ‘Diversity’ stood, and stands, for that which violates the rules of a spatially imagined political, historical, social, cultural and linguistic monocentricity.

Attempting to show why this is so, this course introduces students to Israeli politics, society, institutions and political practice from the distinctive perspective of the development of Israeli identity (identities). Special attention will be given to the sources of Israeli identity, the main players involved in its politics, and the role of regional war and the peace process in its development and inner conflicts. In particular, the course will trace the construction of Israeli identity, starting from the early times of Zionism and ending with the contemporary identity conflicts over the failed Oslo peace process with the Palestinians and the recent Intifada. I will try to show that there is a direct connection between Zionist constituting ideologies, the nature of Israel's institutions and society, and the split soul of Israeli identity. Course requirements: A review paper (20%) on Yael Zerubavel’s book Recovered Roots (maximum 5 pages, double space), which is due on November13, 2018; a mid-term paper (30%) on the origins of Israeli political and social institutions (maximum 10 pages, double space), which is due on March 5, 2019; a midterm exam (25%) on December 4, 2018, and a final exam, whose date will be determined by the Faculty of Arts and Science.

    1 Israel’s Recent Sliding to Authoritarianism and its Causes Menachem Mautner Faculty of Law, Tel Aviv University Fascism In recent years there were many dozens of warnings in the press and in the social networks that Israel is about to convert its liberal democracy into a fascist regime. (I refer here to “Israel” as distinct from “the occupied territories”. Needless to say, the inhabitants of a territory under military occupation do not enjoy any liberal democratic rights). Most noteworthy in this discourse is Professor Zeev Sternhell, a world-renowned expert on European fascism. In a press interview published in August 2014 Sternhell claimed that Israel’s democracy is “continuously eroding” and is becoming a “formal democracy”. “Democracies do not collapse at one stroke,” said Sternhell. “The water, I think, is very hot. It has not yet boiled. But it can boil tomorrow morning. It is on the verge of boiling.” In July 2016, Sternhell wrote in Haaretz that “in Israel, as throughout Europe, in recent years we hear, in different formulations, the same question: are the 1930s getting back?” “The alarming lights in Israel have turned yellow,” added Sternhell. “Radical nationalism drafts the masses against liberal democracy and against the humanistic values of the enlightenment.” In August 2017, Sternhell wrote that “massive activity for annihilating the liberal order” is taking place in Israel. The Israeli right wing, like its counterparts in Hungary and Poland, “all fight against human rights and separation of branches, and work for the formation of a regime in which the courts, the media, the culture and the institutions of higher education, as well as civil society, are all subordinated to the government.” Sternhell alludes to a famous moto of Benito Mussolini who described fascism, a sub-category of totalitarianism, as a regime in which "Everything [is] within the state, nothing [is] outside the state, nothing [is] against the state".
