STANDARD OPERATING PROCEDURE HALL OF FAME ARMED FORCES MEDICAL COLLEGE, PUNE (Under Aegis of AFMC ALUMNI ASSOCIATION) INTRODUCTION 1. A Hall of Fame is defined as a memorial to famous or illustrious individuals, usually chosen by a group of electors. The persons who are honored by induction into the Hall of Fame are regarded as being particularly illustrious in one or more recognized category of achievement. 2. A Hall of Fame was established at Armed Forces Medical College, Pune in 2009 to enshrine the achievements and contributions of individuals that have enhanced the reputation of this institution through their association with it. The AFMC Alumni Association (AAA) is planning to showcase the glorious history of the college through the AFMC Museum. As a part of this activity it is a felt need to highlight, showcase and honour individuals who have distinguished themselves in various fields, also bringing fame to the college. At present there is no laid down procedure for induction into the AFMC Hall of Fame. 3. Induction into the Hall of Fame is a mark of respect and will be carried out after a stringent process which is laid down in the succeeding paragraphs. PROCESS FOR INDUCTION INTO HALL OF FAME 4. The Officer who is appointed as Officer In Charge of the Hall of Fame by the AAA, will receive nomination proposals. Only the following individuals will be entitled to nominate a person for induction into the Hall of Fame. (a) A former Undergraduate Medical Student of the Institution. (b) Incumbent or Former Head of Department of the Institution. 5. The proposal for induction in Hall of Fame will be submitted in the prescribed format (Attached as Appendix A), which will be available in the AFMC Alumni website www.afmcalumni.org, in single copy. Proposal for induction on the Roll of Honour, (Criteria mentioned in para 17 e) will be submitted in prescribed format (Attached as Appendix B). It will be accompanied by copies of documents that support the proposal. 6. Upon receipt, the proposal will be treated as Confidential throughout the process of consideration. 7. The Officer in Charge of the Hall of Fame (OIC HOF) will be responsible for verifying the authenticity and suitability of an individual for induction into the Hall of Fame. 8. OIC HOF will submit all proposals received during the preceding year, along with his/her recommendations to the Executive Committee AAA for consideration and approval. 2 9. The Executive Committee AAA will elect individuals for induction into AFMC Hall of Fame. The Committee will consider the complete achievements of a proposed inductee objectively and recommend either immediate induction or re-consideration at a later date or rejection of proposal. A quorum of a minimum of 05 members besides the President AAA and OIC Hof will be required to elect an individual. The recommendations will be kept confidential. 10. The election will be ratified on file by Dean and Deputy Commandant and concurred by Director & Commandant, before the individual is inducted . 11. The induction into the Hall of Fame will be announced during the College Day Celebrations on 4th August every year, by Director & Commandant. 12. A plaque of the inductee will be put on display in the Hall of Fame, for all inductees except as mentioned in Para 17 (e) below. A replica of the Hall of Fame display will be presented to that inductee or his/her family member as a memento. Inductees as per Para 17 (e) will be displayed on the Roll of Honor, owing to the large subset and constraint of space. The Roll of Honor inductee will be presented with a certificate from AAA. APPOINTMENT OF OFFICER IN CHARGE, HALL OF FAME 13. The OIC, HOF will be a member of the Executive Committee AAA, appointed on recommendation of President AAA and approval of Dir & Commandant. 14. He/She should have distinguished himself/herself in either academics, or co- curricular activities or sports as an undergraduate student of the Institution. 15. The OIC, HOF will responsible for maintenance, upkeep and preservation of records pertaining to Hall of Fame inductees. 16. He/She will ensure that details of all Hall of Fame inductees are displayed on the Official Website afmcalumni.org ELIGIBILITY FOR INDUCTION INTO AFMC HALL OF FAME 17. The Executive Committee will satisfy themselves that an individual who is elected by them for induction into the AFMC, Hall of Fame meets the following eligibility criteria: (a) Individual should have : (i) Completed Undergraduate Medical Training from this Institution. Or (ii) Served on the Posted Strength of this Institution as a member of the Faculty or Staff at any time during their career. 3 (b) Criteria for Sportspersons: Criteria in Para 17 (a) + Individual should have either: (i) Represented India as an Official Participant in any recognized International Sports event. Or (ii) Represented any State / Services in any recognized National level Sports event (c) Criteria for Gallantry Award Winners: Criteria in Para 17 (a) + Individual should have either: Received a Gallantry Award, duly notified in the Gazette of India for bravery. The award should be Paramvir Chakra/ Ashok Chakra or Mahavir Chakra/ Kirti Chakra or Vir Chakra/ Shaurya Chakra or Sena Medal (Gallantry) or Nao Sena Medal (Gallantry) or Vayu Sena Medal (Gallantry) only. (d) Criteria for Eminent/ Distinguished Personalities/ Achievements: Criteria in para 17 (a) + Individual should have attained eminence at the National or International level, in any field, in a manner that has reflected positively on this Institution. The consideration and selection will be left at the discretion of the Group of Electors and approval of Dir & Comdt. (e) Criteria for Distinguished Service Award Winners (Roll of Honour): Individuals included in this category should have distinguished themselves through their career and service and be conferred with awards as mentioned in succeeding sub-paras. The individuals inducted in this category would thus be honored by enshrining their names on a Roll of Honour inside the Hall of Fame, as owing to the large subset display of individual plaques would not be possible. These individuals would be given a certificate from the AAA on being included. Criteria in para 17 (a) + Individual should have either: (i) Received Presidential Award, notified in the Gazette of India, for distinguished services in the field of Medicine, Care or Research. The award should be Bharat Ratna, Padma Vibhushan, Padma Bhushan or Padma Shri only. Or (ii) Received International /National Award from a Government Body, for distinguished services in the field of Medicine, and awarded by Head of State. Or (iii) Distinguished themselves during their course of military service and have been conferred with Presidential awards like PVSM, AVSM, YSM, VSM, SM/NM/VM(Distinguished) etc. and OBE. 18.
