Subject: Regarding Provisional Allocation of seats of MOP-UP Round of online counselling for admission to BAMS/BHMS courses for the academic session 2020-21.

Sir,

The provisional allocation of seats during the MOP-UP round of online counselling have been made by the Centralized Counselling Committee on the basis of the information/data filled by the candidates in the online application form. Therefore, I am directed to send herewith a list of the candidates who have been allocated seats provisionally college-wise, course-wise, quota -wise as well as category-wise in order of merit-cum-choices/preferences of the colleges filled, in the online application form by the candidates as per merit drawn on 19.02.2021 by the University on the basis of result/merit of NEET-UG-2020 for provisional admissions to BAMS/BHMS in the respective Govt. Ayurvedic & Homeopathy Private Colleges for the academic session 2020-21 (Annexure-A ) against State/ All Quota seats as per vacancy position intimated by the concerned colleges. However, the allocation of seats to the colleges concerned for admission to the aforesaid course is provisional and subject to final verification of eligibility criteria with reference to all requisite original certificates/documents by the Admission Committee Constituted by Principal of the college concerned and further medical fitness as well as completion of are other pre- admission requirements including remittance of fee and other dues as per provisions of the prospectus. The print out of the online application form along with all requisite certificates/documents duly self attested may kindly be obtained along with Provisional Allotment Letter from the candidates concerned while verifying the eligibility criteria by the Committee of the college and the same may be kept on the record. Before granting admission to the candidates, the eligibility criteria may kindly be ensured strictly as per provisions of the prospectus. The SOP’s issued by the Government of India and State Government may be strictly followed during admission process.

2 The allocation of seats under the category of Widows/Wards of Ex-Servicemen and Wards/Wives of Defence Person have been made on priority-cum Merit basis as per directions issued by the Govt. of India Ministry of Defence Department of Ex-servicemen welfare, New Delhi vide letter No F.No.6(1)2017/D(Res.II) dated 21.05.2018 (Annexure-B) which may be read as part & parcel of the Prospectus. 3 Further, as per directions issued by the Ministry of Ayurveda, Yoga & Naturopathy, Unani, Siddha and Homeopathy (AYUSH), New Delhi vide letter No. F.No. L-11011/2/2020-EP-(1) Part-2 dated 06.01.2021(Appendix-C), those candidates allotted Seats as per NEET merit for admission to

BAMS/BHMS courses and having age more then 25 years may be allowed admission provisionally for the academic year 2020-21 in compliance of the order of the Hon’ble Supreme Court passed in SLP(C )No(s) 14320/2018 and other connected matters . However, candidature/admission of such candidates shall be subject to the final out come of the aforesaid pending petitions before the Hon’ble Supreme Court of India.

4 The allocation of seats in Shiva Ayurvedic College, Bilaspur and Abhilashi Ayurvedic & Research Institute , Chail-Chowk Mandi have been made in compliance with the interim orders dated 29.01.2021 passed in CWPs No559 and 560 by the Hon’ble High Court of H.P. As such, the candidates allotted seats in the aforesaid colleges are required to submit an under taking at the time of admission to the effect that they understand that the confirmation of their admission will further depend on the final outcome of the aforesaid court cases. In view thereof, the Principal of the aforesaid colleges may obtain the required undertaking from the candidates at the time of admission.

5. The candidates who have been allocated seats for admissions to BAMS/BHMS Courses have been issued provisional allotment letters, which has been uploaded on the University website www.hpuniv.ac.in or www.admissions.hpushimla.in and they have been directed to report in person to their respective allocated colleges on 23.02.2021 at 10 am for completing all pre-admission requirements as per provisions of the prospectus along with remittance of fee, failing which their claim for admission shall stand forfeited/cancelled. However, candidate (s) who is not able to report in person to the allocated college due to COVID-19-Pademic(Home-Quarantine or Containment Zone), she/he may depute authorized representative with documentary proof of COVID-19/Containment Zone and authority letter along with all requisite documents and fee as per provisions of the prospectus.

6. The list of the admitted candidates may kindly be sent to the University by e.mail: [email protected] latest by 23.02.2021 at 5PM

7. The copy of Result Gazette notification and merit list alongwith prospectus may kindly be downloaded from the University website www. hpuniv.ac.in .

NO.HPU(BAMS/BHMS)ET/2020 Dated: 20.02.2021 PROVISIONAl ALLOCATION LIST FOR ADMISSIONS TO BAMS/BHMS COURSES FOR THE ACADEMIC SESSION 2020-21.

Reference to this office notice dated 13.02.2021, the provisonal Allocation of the seats to candidates have been made college-wise, Quota-wise, Course-wise and category-wise in the MOP-UP round of online Conselling by the Centralized Counselling Committee in order of merit-cum-Choices/ preferences of the Colleges filled, in the online application form by the candidates as per merit drawn on 19.02.2021 by the H.P. University on the basis of NEET-UG-2020 for provisional admission to BAMS/BHMS Courses in the Government & private Ayurvedic Colleges including Private Homeopathy College against vacant seats under State/All India Quota as intimated by the colleges concerned for academic session 2020-21. Candidates of reserved categories as shown under General Category have been allocated seats by virtue of their General Combined Merit rank as per provision of the prospectus. The seats of reserved categories have been converted and added to general category due to non-availability of qualified candidates as per the provisions of the prospectus. Candidates are directed to download their allotment letters as per allocation list from the H.P. University website i.e. www.hpuniv.ac.in and report to the allocated colleges concerned on 23.02.2021 at 10.am. Note: (i) The allocation of seats in Shiva Ayurvedic College, Bilaspur and Abhilashi Ayurvedic & Research Institute, Chail-Chowk, Mandi have been made in compilance with the interm orders dated 29.01.2021 passed in CWPs No.559 and 560 of 2021 by the Hon'ble High Court of H.P. As such, the admission in the aforsaid Colleges is purely provisional and further subject to the final outcome of the CWPs No. 559 & 560 of 2021. As per directions received from the Secretary, Central Council of Indian Medicine,New Delhi Vide his letter dated 29.01.2021, the candidates are required to submit an undertaking to this effect that they understand that the confirmation of their admission will further depend on the final outcome of the Court Cases. Subject: Inter-se priority for reservation/preference to the wards of Armed Forces personnel by States/UTs for admission to Medical/Professional/non-Professional Courses.

Approval of the Competent Authority is conveyed to the removal of Yudh Sewa Medal series of Awards i.e. Sarvottam , and Yudh Seva Medal from category V of the priority list for reservations/preferences to the wards of Armed Forces personnel by States/UTs/Central/State Universities/Autonomous Institutions for admission in medical/professional/non-professional courses. The revised list of priorities will be as follows:-

Priority I : Widows/Wards of Defence personnel killed in action. Priority II : Wards of disabled in action and boarded out from service. Priority III : Widows/Wards of Defence personnel who died while in service with death attributable to military service. Priority IV : Wards of disabled in service and boarded out with disability attributable to military service. Priority V :Wards of Ex-Servicemen and serving personnel who are in receipt of Gallantry Awards: (i) Param (ii) Ashok Chakra (iii) (iv) (v) Vir Chakra (vi) Shaurya Chakara (vii) Sena, Nau Sena, Vayu (viii) Mention-in-Despatches.

Priority VI :Wards of Ex-Servicemen. Priority VII :Wives of: i) defence personnel disabled in action and boarded out from service. ii) defence personnel disabled in service and boarded out with disability attributable to military service. iii) ex-Servicemen and serving personnel who are in receipt of Gallantry Awards. Priority VIII :Wards of Serving Personnel. Priority IX :Wives of Serving Personnel.

I am directed to refer to Ministry’s letter dated 13.08.2019 (copy attached), wherein it was communicated to all permitted ASU & H Colleges that the Hon’ble Supreme Court’s passed an order in SLP (C) to(s). 14320/2018 and in other connected matters and which states that “the petitioners candidates who are 25 years of age and above shall be entitled to apply and appear in the NEET-UG 2019 examination. If they are allowed to appear in the said examination, they shall take the examination provisionally subject to the find outcome of these matters. ” Further, in same matters, the Hon’ble Supreme Court’s passed an order dated 29.04.2019, which states that “The students are allowed to participate in the counseling to be held in the ensuing summer vacation on the basis of their merits. Their participation and admission, if any, shall be subject to the result of these petitions. ” (copy attached).

2. It was also communicated that those candidates, who have been allotted seats as per NEET merit in different Institutions and having age more than 25 years may be allowed admission provisionally for academic year 2019-20 in compliance of the order of the Hon’ble Supreme Court. Further, admission of such candidates shall be subject to the outcome of the aforesaid petitions.

3. In this regard, it is informed that the aforesaid matter is still pending in the Hon’ble Supreme Court, therefore, those candidates, who have been allotted seats as per NEET merit in different Institutions and having age more than 25 years may be allowed admission provisionally for academic year 2020-21 also in compliance of the order of the Hon’ble Supreme Court. However, candidature/admission of such candidates shall be subject to the outcome of the aforesaid pending petitions before the Hon’b1e Supreme Court.
