Last but not least, my parents have been supportive in ways too numerous to mention. 111 Abstract In this dissertation, I explore how power and governancein Nashville is related to economic and institutional change on a national and global scale-the transition from Fordism to post-Fordism. By investigating the political and social institutions of the city, it is my objective to understand how the elites are operating to control and direct development. The study is an in-depth look at the activities of local business and how they decide to respond in a situation of change and uncertainty. Here I stress the importance of collective action among the business elite, which is equally meaningfulto explore as the notion of capitalism driven by competition. The period of analysis stretches fromthe 1980s to the late 1990s: but the early 1990s was a particularly crucial time period in Nashville when a new local regime emerged as a catalyst forthe local post-Fordist mode of regulation. New forms of governance, which reached maturation stage during the 1990s, have evolved in Nashville affectingboth political and business institutions. Governance is increasingly based on power diffusion, transparency and inclusiveness in decision-making, yet dominated by business-friendly policies, which should be viewed in the context of urban competition and the need to position the city to take advantage of economic restructuring. To comprehend the interaction between local development and the national regime, I have studied three relevant policy areas that can exemplify the nature of competitive governance: image and city promotion� airport development� and emerging engagement of business interests in social policy as exemplifiedby education. The first two areas conformto the idea of the city driven by entrepreneurial considerations, while the latter concerns social reproduction. Hale Abstract: Russian politics from the tsars through Vladimir Putin has been shaped by patronalism, a so- cial equilibrium in which personal connections dominate, collective action happens primarily through in- dividualized punishments and rewards, and trends in the political system reflect changing patterns of co- ordination among nationwide networks of actual acquaintances that typically cut across political parties, firms, nongovernmental organizations, and even the state. The “chaotic” Yeltsin era reflects low network coordination, while the hallmark of the Putin era has been the increasingly tight coordination of these networks’ activities around the authority of a single patron. In at least the next decade, Russia is unlikely to escape the patronalist equilibrium, which has already withstood major challenges in 1917 and 1991. The most promising escape paths involve much longer-term transitions through diversified economic develop- ment and integration with the Western economy, though one cannot entirely rule out that a determined new ruler might accelerate the process. While its seventy years of Communist rule often steals the limelight, Russia’s weightiest political leg- acy is arguably something even older and more stub- born: patronalism. Russian political actors experience patronalism as a particular kind of social environment in which they operate. In this environment, direct per- sonal connections are not just useful, but absolutely vital to succeeding in politics and actually accomplish- ing anything once one secures office.

Some argue that it makes governments more responsive to calls for social justice. Others reason that ethnic discourses are used by political elites to keep prevailing power structures and draw the poor away from the battle for equality. This study also explores how the struggle for social justice – as fought by indigenous-peasant movements – has been affected by ethno-politics (the strate- gic use of ethnicity for political purposes). It uses a comparative historical socio-political approach focused on structural change and strategic agency. The point of departure is that the activity of the movements in the political arena is ultimately determined by economic and political structures. The literature tends to understand the ethnic politicisation in rela- tion to a continent-wide move from a ‘national-popular’ and ‘corporatist’ socio-political order towards political and economic liberalisation. The shift has supposedly liberated eth- nic identities that previously were blocked due to the way in which indigenous communities were ‘incorporated’ and subordinated politically. This study stresses the need to analyse ethno-politics and social justice in relation to partly enduring, partly changing oligarchic structures.

    Power and Productivity: Institutions, Ideology, and Technology in Political Economy Yochai Benkler* Market democracies struggle with economic insecurity and growing inequality, presenting new threats to democracy. The revival of “political economy” offers a frame for understanding the relationship between productivity and justice in market societies. It reintegrates power and the social and material context—institutions, ideology, and technology—into our analysis of social relations of production, or how we make and distribute what we need and want to have. Organizations and individuals, alone and in networks, struggle over how much of a society’s production happens in a market sphere, how much happens in nonmarket relations, and how embedded those aspects that do occur in markets are in social relations of mutual obligation and solidarism. These struggles at the micro, meso, and macro levels involve efforts to shape institutions, ideology, and technology in ways that trade off productivity and power, both in the short and long term, including through the production and exploitation of atavistic status-hierarchies, primarily race, gender, and immigration. The outcome of this struggle shapes the divergent paths that diverse market societies take, from oligarchic to egalitarian, and their stability as pluralistic democracies. 1. Introduction Neoliberalism was an ideology and institutional transformation program aimed to shrink the role of the state in the economy and “liberate” market actors to pursue their profits in response to market signals. It was a reaction to the post-Great Depression ascendance of high modernism in economic policy (Keynesianism; dirigisme): the idea that expertise and scientific management by the state and managerial elites could provide a stable, growing economy liberated from the boom-bust cycles that bedeviled capitalism in the long 19th century.1 Neoliberal epistemology was Hayekian: markets offer better information about the complexity of human need, desire, and ability than a state administration ever could.

    The Atlas That has Not Shrugged: Why Russia’s Oligarchs are an Unlikely Force for Change Stanislav Markus Downloaded from http://direct.mit.edu/daed/article-pdf/146/2/101/1830925/daed_a_00438.pdf by guest on 25 September 2021 Abstract: There is demand among Russia’s oligarchs for systemic change, but not for the rule of law proper. Instead, it is the de facto accountability of political elites and improved relations with the West that the Rus- sian oligarchs want from the Kremlin. However, the oligarchs currently lack the capacity to effect change. Their insufficient leverage vis-à-vis Putin is rooted in their competition for rents, which prevents them from confronting the Kremlin as a united force. In addition to analyzing the lack of systemic pressure for change from the oligarchs, this essay considers the prospects of individual oligarchs who have nevertheless pushed openly for liberalization or tried to effect incremental change. It also draws on comparisons with other countries to chart the political behavior of Russia’s business elites in the future. Will Russia’s super rich change the political status quo? To start, we must recognize the diversity of the Russian business elites, also referred to here as the oligarchs. In terms of their proximity to power in to- day’s Russia, three groups stand out: Putin’s friends, silovarchs, and outsiders.
