Minutes of the meeting of the Planning Committee held in the Brannel Room, Fore Street, St Stephen on Wednesday 19th June 2019 commencing at 7.30pm.

In Attendance: Ruth Mills – Administrator, Cllr Greenslade and 12 members of the public.

Cllr Wonnacott MBE ran through housekeeping procedures and advised everyone present that, if they intended to participate in the meeting, they could be recorded, photographed, filmed or otherwise reported about.

P57/19 Apologies for Absence: It was RESOLVED to accept apologies from Cllr Davey.

P59/19 Public Participation: The applicant took questions from members on application 19/01689.

P60/19 Previous Meeting Minutes: It was RESOLVED that the minutes of the ordinary meeting held on Wednesday 15th May 2019 be signed as a true and accurate record.

The Chairman duly signed the minutes.

P61/19 Matters to Note: P17/19: PA19/00130 - Brenton House, Green Lane Farm, Coombe. The Case Officers decision differed from that of the Planning Committee. The Planning Protocol Policy had been followed. The original vote of Support as no objections remained the same and it had been requested that the application be determined by Planning Committee. The case officer had further requested that planning reasons be provided to support the request. A response had been sent. Cornwall Cllr McLening was known to the applicant and the objector so had not felt able to make a decision.

P39/19: PA18/11310 - Southbourne, Beacon Road, Foxhole. The Case Officers decision differed from that of the Planning Committee. The Planning Protocol Policy had been followed and after considering the new information, Members had decided to agree with the Case Officer and recommend that the application be approved.

P51/19: PA19/02150 – Valley View, Hornick Hill, High Street. Further to the request that the application be determined by Planning Committee, the case officer had requested that planning reasons be provided to support the request. A response had been sent. Cornwall Cllr McLening had supported the Parish Councils request.

P62/19 Planning Applications: The following Non-Material Amendments were noted – 19/04472 Owl Cottage, High Street, Non material amendment in respect of decision PA17/09149 – depth of dwelling increased by 1 metre. Roof pitch reduced by 2.5 degrees to maintain same ridge line as approved.

19/04751 Linric, Crown Road, Whitemoor Non-Material Amendment to replace the spar dash and brickwork quoin details with smooth sand & cement render finish. Replace the proposed window to the north elevation of the extension with uPVC glazed French doors in respect of decision notice PA19/01801.

The following Planning Applications were considered –

19/01689 Land East of Escot, Treneague Road, St Stephen New dwelling, stable block and sand school. RESOLVED: Support as no objections.

19/04467 9 Carpalla Terrace, Foxhole Rear extension for ground floor porch and shower room with shower room over. RESOLVED: Support as no objections.

19/04442 Carloggas Farmhouse, Carloggas Lane, St Stephen Conversion of a traditional barn and outbuilding to a single dwelling. RESOLVED: No objections on the understanding that a condition be included that the Northeast First Floor window be obscure glazed. Members would also like to see an additional Bat and Barn Owl survey carried out.

P67/19 Information and Answers: 1. Cllr Simpson advised that he had not been able to attend the last Planning Partnership meeting. 2. Cllr Simpson gave feedback from the China Clay Community Network Panel meeting. 3. Cllr Mrs Wonnacott gave feedback from the Neighbourhood Plan meeting with Gemma Hankins.
