Meeting of State Level Scheme MINUTES OF THE 1st MEETING OF STATE LEVEL SCHEME SANCTIONING COMMITTEE OF STATE WATER AND SANITATION MISSION FOR THE YEAR 2019-20 HELD UNDER THE CHAIRMANSHIP OF SECRETARY (IPH) TO THE GOVT. OF H.P. ON 6TH SEPTEMBER, 2019. The Ist meeting of State Level Scheme Sanctioning Committee (SLSSC) of State Water & Sanitation Mission was held in NIC Conference Hall H.P. Secretariat, Shimla-2 at 11 A.M. on 6th September ,2019 under the Chairmanship of Secretary IPH. LIST OF PARTICIPANTS IS ATTACHED AS ANNEXURE- 1. At the onset of the meeting the Member Secretary welcomed the Chairman and the participants to the meeting. He apprised the members about the Jal Jeevan Mission which has recently being launched by the Government of India.Thereafter the items of the agenda taken up for discussion as under: AGENDA ITEM NO. 1 The minutes of the second meeting of SLSSC held on 21.7.2018 were confirmed. AGENDA ITEM NO. 2 The Chairman and the committee was apprised that Estimates/DPRs amounting to Rs. 197342.3 Lakh had been received under the Jal Jeevan Mission for approval of the SLSSC wherein 269 schemes have been proposed to be approved with 345652 House Holds in 10593 habitations. The DPRs as per Annexure “A” had been prepared in detail as per the Jal Jeevan Mission norms. The DPRs as per the Annexure “B” have been framed to increase the service level and provide Functional Households Tap Connections mostly to existing /ongoing schemes after proposing some retrofitting. The DPRs as per Annexure “C” were not fully framed as per the JJM norms. Hence were required to be reframed. It was decided to accord performa approval to the DPRs under Annexure “A” and “B” and the approval of the SLSSC will be subject to the conditions in Annexure “D”as the JJM guidelines are yet to be notified by Government of India.The list of schemes for which profoma approval is being accorded is enclosed herewith as Annexure -2. AGENDA ITEM NO. 3.1 The committee approved the appointment of the State Consultant (HRD and IEC) with essential qualification Post Graduate Degree in Microbiology/Bio -Technologywith fixed monthly emoluments of Rs. 30000/-. AGENDA ITEM NO. 3.2 The committee approved the appointment of Block Resource Coordinator by selecting an out sourcing agency for which tenders have been invited by Member Secretary (DWSM)cum-Executive Engineer IPH Division Shimla-9 after getting approval of competent authority. AGENDA ITEM NO. 3.3 It was decided that the amount of Rs. 4.98 Crore which has accumulated on account of interest in DWSM, Account of Shimla District should be utilized to undertake sustainability and water quality works. The proposals for the same should be put up separately to the competent authority. AGENDA ITEM NO. 3.4 The committee approved to appoint one Accountant, two TSPs in the office of Assistant Controller (F&A) who has been nominated as Nodal Officer for coordination of PFMS. AGENDA ITEM NO. 3.5 Decision taken report on ATR on Agenda item of SLSSC held on 02- 02-2018/21-07-2018: (I) Payment to PEC University, Chandigarh as State Technical Agency: As Action has been taken in this regard therefore it was decided to drop the item. (II) Proposal for State Training Centre, Mandi as National Key Resource Centre of Ministry of Drinking Water and Sanitation (MDWS), GoI: As the proposal stands submitted to Govt. of India therefore it was decided to drop the item. (III) Repair and Maintenance of Hostel building of State Training Centre, Dhangsidhar, Mandi: As the work is under progress therefore the item was dropped. (IV) Sanctioning of one post of Junior Engineer (Civil) and one no. Night Chowkidar at STC, Mandi: The Chowkidar has been engaged through outsourcing. therefore the item was dropped. (V) Review of Physical and Financial Progress for the FY 2018-19 (Support and WQMS): The physical and financial progress for support and WQMS activities for the FY 2018-19 was reviewed hence the item was dropped. (VI) Approval of enhancement in the emolument of outsourced staff i.e. Block Coordinators under Block Resource Centre: As the decision has been implemented therefore the item was dropped. (VII) Approval for the enhancement in the emoluments of Consultant (WQMS) at State level : It was decided that the proposal may be submitted separately therefore the item was dropped. (VIII) Regarding increase in the monthly salary of Computer Operator ,TSP cum Computer Operator/ Data Entry Operator outsourced through NIELIT, Shimla and District Consultant (chemist) working in DWSM on contract basis: As the decision has been implemented therefore the item was dropped. AGENDA ITEM NO. 4 Action Plan for the year 2019-20 under NRDWP (Support and WQMS Funds) was also approved amounting to Rs. 1158.56 Lakh however it was observed that the Action Plan will be reframed to meet the Jal Jeevan Mission guidelines after the same are notified by the Government of India. AGENDA ITEM NO. 5 The committee approved the extension of the annual contract of the staff placed under IPH, WSSO and DWSM for the Financial Year 2019-20. The committee decided to accord approval to these additional DPRs enclosed at Annexure 3. The Chairman observed that the DPRs should be taken up after proper analysis of the requirement of water in the field. He stressed that work should also be taken in hand to achieve the Annual Targets fixed under Jal Jeevan Mission. He advised that a MOU should be evolved to involve the participation of Gram Panchayats for community contribution towards capital cost and taking over the schemes for O&M after completion. He stressed the need for data analysis so that the trends regarding the water availability and water quality can be accessed. The meeting ended with vote of thanks to and from the Chairman.     Virbhadra Singh announces college and gas agency for Tikkar in Rohru tehsil By : INVC Team Published On : 3 Jul, 2015 12:35 PM IST INVC NEWS Shimla, Chief Minister Virbhadra Singh today announced opening of a degree college at Tikkar in Nawar valley of Rohru tehsil in Shimla district which would be made functional from next academic session. The Chief Minister also announced opening of a gas agency at Tikkar. He made these announcements while addressing a public meeting at Tikkar. He said he was personally going to monitor the progress of Theog-Hatkoti-Rohru road and for the very reason he would travel back to Shimla by road on Saturday. He assured undertaking repair and renovation of links roads in the area and directed for earlier completion of roads under construction. Shri Virbhadra Singh exhorted people to encourage their children for taking admissions in colleges being opened in rural areas and not to run towards the cities on the pretext of better education there. The Chief Minister said he was happy and satisfied to serve the people of the state for the last over thirty years and it was there love, trust and affection that he was able to serve the state as Chief Minister for sixth time. Shri Virbhadra Singh said since the formation of the state, the successive Congress governments worked with commitment for development and welfare of the people. Today, all the villages had been connected by roads and there were more than 34500 kms road network in the state. There were more than 15000 schools in the government sector in the state and in health sector, the state was marching ahead by providing quality health services to the people of the state, he added.
