2018/19 - 32 North Killingholme Council Minutes of the Parish Council Meeting held in the Village Hall at 7.00 pm on Monday 14th January 2019 at 7.00pm.

Present. Cllr L Broddley (In the Chair,), Cllr K Boyington, ,Cllr K Robinson, Cllr B Shelley, Cllr D Chapman,

In Attendance Cllr's R Hannigan and D Wells, Clerk: Mrs K Pickering. 8 members of the public.

PUBLIC FORUM Members of the public asked that N.L.C be asked to undertake a litter pick on Road – in particular clearing the hedges of bags of human waste. It was suggested that the general litter pick be extended down Church lane also. Tanker vehicles are still running along East Halton Road to LOR – Shell, Hoyer and XPO along with unidentified red tankers with 3 letters as the possible identification. Brian Plant tipper trucks are also using East Halton Road rather than the designated route.

19/106 Declaration of Interest – No matters to declare.

19/107 To approve the minutes of the Parish Council Meeting held on 10th December 2018 IT WAS RESOLVED to adopt the minutes of the parish council meeting held on 10th December 2018 and authorise the Chairman to sign the minutes.

19/108 Clerks/Chairman's report : Delays have occurred on work on the Eastfield Road bridge – it is now approximately 3 weeks behind schedule. A meeting will take place this week to try and get the work back on track and an update will be available at the next parish council meeting.

19/109 Report from Total LOR – The community alarm will be tested on Tuesday 15th January at 10.30am and will be a three minute test duration. An alarms calendar has been delivered to all residents in North Killingholme, and East Halton and LOR request that the alarm test dates be placed on the parish council website. LOR continue to request that people working at the refinery are respectful to neighbours and take an alternative route other than through the village. Internal communications have been issued regarding this and where it has been reported that people have been speeding through the village an official safety notification has been raised. External contractors who have been identified driving through the village have also been contacted to request that they take an alternative route.

2018/19 - 33 19/110 Planning Opportunity for one person from each side to state, within 3 minutes , objections/support of contested applications. a) Application PA/2018/2543 – Planning permission to erect a pair of semi detached dwellings with garages – Land adjacent Woodlands Cottage, Church Lane, North Killingholme IT WAS RESOLVED to report NO OBJECTIONS but to make the cooment that the parish councillors feel that semi detached properties within this location could be detrimental to the appearance of the street.

19/111 Finance i) Accounts For Payment PAYEE CHEQUE NO AMOUNT 1. K E Pickering – salary 1379 136.00 December 2. HMRC – clerks tax - December 1380 34.00 3. H Jackson – caretaker 1381 118.13 4. Anglian Water- January DD 17.50 5. Opus Energy – January DD 59.60 The accounts for payment were proposed by Cllr Robinson, seconded by Cllr Shelley and unanimously agreed. Income Received: 0 ii) The Income and Expenditure sheet to be circulated with minutes. iii)To give consideration to and to set the precept for 2019/20. A discussion took place regarding the precept requirement for 2019/20. IT WAS RESOLVED to request a precept of £6,000 but not request the grant, with associated conditions, of £153.00

19/112 NATS Meeting i)NATS Meeting – Traffic and speed enforcement will take place on East Halton Road and fly tipping along Middlemere Lane was also reported. The next NATS meeting is scheduled for March 14th in South Killingholme Village Hall.

19/113 North Council Matters i) Reports from N.L.C representatives: East Halton Road will continue with the same speed limits for the foreseeable future. The No 5 bus has ceased as of 7/1/19 – this was a N E Lincolnshire decision. A number of meetings have taken place with South Killingholme Parish Council to try and get a solution and it is hoped to try and achieve a bus early and late in the day, 5 days/week to run from East Halton, North and South Killingholme to . There was

2018/19 - 34 also a suggestion that a community bus could be introduced- funded by N.L.C and N.E L.C and perhaps voluntarily driven or perhaps extending and improving the 'Callconnect' service. ii) Traffic/Highways : A large pot hole on East Halton Road has been reported. iii) New matters - No new matters to report.

19/114 Correspondence • VANL – training course diary • Rural Services Network – information • Council – Forthcoming meetings • N.L.C precept information • N.L.C – election cost for parish council if required - £1500

19/115 Parish and Village issues i) Decorating of village hall – possible grant sources – two quotations received – further quotation required before a grant application can be submitted. ii) Village hall roof repairs – Mr White from Ulceby will visit the village hall this week and assess. iii) Parish newsletter – The newsletter is ready to print – LOR will print 120 colour copies and distribution will be arranged. iv) Bus No.5 – stopped – see item 9(i). v) New parish/village matters: Cllr Chapman asked for an update on the repairs to the 'kissingate' along the public footpath along with repairs to the bridge. Councillors completed the disclosable pecuniary interest forms in respect of the meal provided by LOR before Christmas. Clerk to forward to N.L.C.
