Meetings of the North Lincolnshire District Committee are normally held on the same evening as the North Lincolnshire Council Liaison meeting. I have been informed by the Council that it is undertaking a review of the liaison meetings and therefore no such meetings will be held during October and November.

Following consultation with the District Committee Chairman, the date above was agreed.

I have not received any indications from member councils of items they wish to place on the agenda for the 22nd October 2019.

All Councillors and Clerks are welcome to attend the district committee meeting on the 22nd although only two representatives per Council are allowed to vote.

Please be kind enough to forward the enclosed agenda papers to your Council’s delegates and any other members who may wish to attend. Additional copies of the documentation can be downloaded from the ERNLLCA website.

I will not be able to attend the meeting on the 22nd.

A: H342 Standing Orders

The Executive Officer confirmed that any word within the model Standing Orders that is not shown in bold typeface can be changed by a council. It is accepted that there can be confusion over the meaning of the word “motion” and councils are free to substitute the word “proposal” if they so wish. The committee was reminded that ERNLLCA offers a free-of-charge Standing Orders review service if a council wishes to make changes to the model orders issued by NALC.

H350 Election to the Executive Committee

RESOLVED: That Councillors Brooks, Knowles, Portess and Wells are appointed.

H351 2019 Annual General Meeting

RESOLVED: A: That the date, time and venue are noted

B: That the following resolution is put before the ERNLLCA Annual General meeting – “That NALC consults with member councils on the need for decisions being made, in exceptional circumstances, outside of a meeting”.

C: That Councillor Thurston be nominated as President and Mr T. Cooper nominated as Vice-President.

H352 Executive Committee report

The Executive Officer summarised the report that was circulated with the agenda. Members discussed the reasons behind the high level of turnover of Clerks within the ERNLLCA area and if exit interviews might provide useful information.

H353 2019/2020 Member Development Programme

The Executive Officer reported on the high levels of take-up for the development opportunities already on offer. He explained that additional sessions were being organised and that day events were planned on a range of topics.

H354 Desktop Advisory Service

Members were advised of the unprecedented levels of enquiry to the service. All Clerks will shortly receive an email from the Executive Officer about improving the way in which ERNLLCA is contacted and reminding them of GDPR requirements.

RESOLVED: That the report is noted and it was suggested that ERNLLCA should put across this message at training events.

The meeting was advised that this year’s conference will take place on Friday 15 November at the Village Hotel, Hull.

A: Hibaldstow Parish Council

Councillor Brooks asked if any progress had been made with the parish council’s Local Council award Scheme application. The Executive Officer confirmed that the documentation was in ERNLLCA’s possession but an accreditation panel meeting had not yet been convened.

The Annual Meeting of the Executive Committee was held on Saturday 27 July 2019 at The Ropewalk, Barton upon Humber at which a number of appointments were made, as follows:

Councillor Knowles was elected as Chair with Councillor Hemmerman being elected Vice-Chair.

Councillors Astell, Brooks, Knowles, Thurston and Wells Hemmerman are elected to the Resources Sub-Committee with a place held vacant to await the appointment of a councillor from the district.

Councillor Thurston is appointed as NALC representative. Councillors Astell, Portess and Thurston were appointed as delegates to the NALC Annual General Meeting. Councillors Hemmerman and Thurston were appointed to the Northern Group of Local Councils Associations. Councillor Brooks was appointed to the Yorkshire and Humber Regional Training Partnership

The Executive Officer confirmed that all members of the Committee had been issued with a copy of the organisation’s Privacy Policy and a Consent Form.

Members of the Executive Committee were provided with copies of the draft minutes of the district committees which had met during July. It was noted that the North East Lincolnshire District meeting had been inquorate. The Executive Officer explained that it had therefore been impossible for the committee to elect its representatives to the Executive Committee. Arrangements would be made with member councils in that district for elections to take place.

Councillor Thurston summarised his report which had been circulated with the agenda. He drew attention to the appointment of a new Head of Member Services; the work being done on persuading Government that local councils should benefit from the Business Rate; consideration of whether or not would-be councillors’ addresses should be published; and the late issue of postal votes.

The Executive Officer reported on the most recent meeting of the National County Officers’ Forum and the proposed information gathering exercises to be undertaken by NALC on CALC governance structures; delivery across the country; and access to advice in specialist areas such as planning and human resources.

The report from the Resources Sub-Committee was discussed. Members noted that the annual review of key governance policies and procedures had been undertaken with only minor changes being needed.

Councillor Thurston reported on the latest meeting of the Northern Group of Local Councils Associations. He had voiced his disappointment at the management and handling of NALC Assembly meetings which, he felt, were not given enough importance by NALC. He was of the opinion that there is too much emphasis on NALC’s Board and not on the representatives of county associations.

The recent “Expo” did not appear to have been a great success.

Members agreed that It was important that ERNLLCA remains involved with the Northern Group as a means of sharing views and providing a voice to NALC.

Members were advised of a continued growth in membership albeit that Rawcliffe Parish Council had not renewed membership. This had not been a surprise, but this loss had been offset by five councils joining the Association.

The Executive Officer presented the financial report to 30 June 2019 and advised the Committee that the budget was on track.

He also reported on the difficulties being experienced in obtaining from councils a list of Chairs’ contact details. The Committee discussed long-standing concerns about “gate- keeping” and the Executive Officer reminded members that the Constitution does require that ERNLLCA is provided with this information.

The Committee discussed the report issued with the agenda and Executive Officer drew attention to key elements such as the volume of business being handled by the Desktop Advisory Service; submission of insufficient material to help ERNLLCA advise on a enquiry; and the with-holding of information which would materially impact on the advice provided.

Training was being well supported by councils with additional events being scheduled.
