    Fiskerton Parish News May 2020 Vicar’s Blog: Vicars Blog May 2020 First of all, I hope that everyone is doing as well as possible in these ‘stretching’ times. It is a tough period in our history but one in which I think we are beginning to discover more about ourselves. As I write this, I think we are about to head into Week 5 of lockdown, although frankly I am not too sure what month we are in nor what day it is! My hair is getting longer and beginning to look like the head of a mop; my bedtimes are getting earlier and my dining room has turned into a cross between a chapel and a film studio, as services have been transmitted via Facebook Live and then onto Youtube. Frankly, I find seeing and hearing myself on screen excruciating, but I do know that it is helpful for some folk to see a familiar face and also to have fixed points in their day and week for worship. Last time I wrote for the Village Newsletters I spoke of Wells and not Walls – the point was that this is a time for creating wells. Wells of kindness and compassion, wells of communication – wells that we can draw from when the landscape is running dry. That still applies to all of us, and whether we are shielded and confined to home, or whether we are able to run errands for people being a ‘well’ is what most people need right now. It has been so wonderful that so many people in all our villages have volunteered to help with shopping and prescriptions and to deal with so many different tasks and to keep an eye out for their neighbours; so wonderful that we are ‘Clapping for Carers’ and at last celebrating the work of those who care for the most vulnerable members of our communities; so wonderful that we are beginning to understand who our Essential Workers really are; so wonderful to know that the wheels of our way of life have been keep going by an army of ‘backroom’ people who no-one ever sees, but have kept transport moving, water flowing, electricity buzzing, gas working and the internet going so we can work from home.

    Agenda Item 5 Agenda Item: 5.0 EXECUTIVE 05 FEBRUARY 2019 REVENUE AND CAPITAL BUDGET MONITORING REPORT The Overview and Scrutiny Management Board met on 31 January 2019 to consider a report on Revenue and Capital Monitoring Report. The Overview and Scrutiny Management Board supported the recommendations included in the report and received clarification and explanations on the following points: The Board queried the reported underspend on concessionary fares. Officers confirmed that this was a volatile budget area and reported that the underspend was due to the movement to a new model which reflected demand as opposed to fixed payments to contractors. The Board highlighted concern on the potential impact on local bus services, it was confirmed that this change in payment had been voluntary with the involvement of local bus operators. The Board supported smarter budgeting for demand led budgets as an area for future consideration. The Board highlighted the reported underspend of £3.163m identified under 'Enablers and Support to the Council Outcomes' and queried the reported £3.081m underspend on IMT Strategy and Support. Officers highlighted that there had been some delay in the work on the IT Strategy, but confirmed that an IMT Board was to be established to consider the on-going revenue budget implications of capital investment in IT Services. The Board supported receiving a Business Cases for future budget requirements in this area going forward. The Board highlighted the £1.338m overspend on the Historic Lincoln project and sought clarification that work was being undertaken to ensure external funding was received. Officers confirmed that the final claim for Heritage Lottery Fund would be submitted shortly and that the budget position would be known once all grant income was received.

It is a pity that the term ‘middle class’ was not part of our vocabulary until the eighteenth century because it is one that could apply to the family of Richard Fox. The biographer of Richard Fox, Edmund Chisholm Batten, cast about for a suitable description for Richard’s parents, but he failed to find any noble background for this man who rose to such extreme heights: Fig 1 Bishop Richard Fox ‘Thomas Fox was a person of position above a yeoman, though perhaps not entitled to wear coat armour. His only sister, Elizabeth Fox, married John Bronnewell, and from this marriage many illustrious families are descended. The name Fox as a landowner in Ropsley goes back to the time of Edward III, and the sisters of Bishop Fox married into the good families of Colston and Joyner before he himself was a distinguished man.’1 Richard Fox was son of Thomas Fox of Ropsley. From this undistinguished origin he rose to become Principal Secretary of State, and Lord Privy Seal to Henry VII. He was successively Bishop of Exeter (during which time he baptised the infant Henry VIII) Bishop of Bath and Wells, Bishop of Durham and finally Bishop of Winchester, at that time the most prestigious bishopric in England.
