Printed in China Program of the 60th Annual Meeting of the International Society of Electrochemistry iii Welcome Address On behalf of the organizing committee of the 60th Annual Meeting of the International Society of Electrochemistry, we warmly welcome you to Beijing and look forward to your participation in the meeting, from 16-21 August, 2009. The host city of Beijing is not only the capital city of China and its political, cultural, and scientific centre, but it is also one of the largest and most rapidly developing cities in the world. This makes it a perfect venue for our chosen theme of Emerging Trends and Challenges in Electrochemistry. Beijing has a recorded history of over 3,000 years and it has been the Chinese capital for over 800 years. More recently, on 1 October, 1949, Beijing became the capital of the People’s Re- public of China. It is a city rich in culture relics, including many World Cultural Heritage Sites such as the Great Wall, the Temple of Heaven, the Forbidden City and the Peking Man Site. Beijing boasts 3,550 cultural relic sites and a total of 3.24 million cultural relics kept in 131 mu- seums. Today’s Beijing is a vibrant mixture of tradition and modernity, with interest for the visitor at every turn. The city is now familiar with visitors from all over the world, having hosted the 29th Olympic Games in August 2008. ISE has visited China previously for its major scientific meetings. The University of Xiamen acted as host to the ISE Annual Meeting in 1995 and the ISE Spring Meeting in 2004. Our Society has a tradition of strong participation from members in China and the flourishing of electrochemistry in modern China makes it appropriate that this connection is further strengthened by ISE mem- bers from all over the world visiting Beijing in 2009. As a society, we face many challenges and opportunities, ranging from energy, resources and the environment on a global scale to healthcare for the individual. Electrochemistry has a promi- nent and multi-dimensional role to play in all these areas and, through its scientific activities, ISE will be a significant contributor to this effort. Accordingly, the 60th Annual Meeting will involve all the scientific Divisions of ISE, emphasizing the links between fundamental understanding at the nanoscale and application on an industrial scale. We welcome scientists from chemistry, physics, biology, engineering and materials science and invite you to work together to explore new areas of electrochemistry, discuss common chal- lenges and propose innovative solutions.     1 WORKER RIGHTS Introduction During the Commission’s 2016 reporting year, Chinese law con- tinued to restrict workers’ rights to freely establish and join inde- pendent trade unions. Workers’ right to collective bargaining re- mained limited, and Chinese law did not protect workers’ right to strike. In the face of slowing economic growth, Chinese firms and government officials warned of impending layoffs in troubled sec- tors. Wages continued to rise in China, but workers faced slower wage growth. Chinese government officials and international ob- servers reported a significant increase in worker actions such as strikes and protests, and the majority of these actions involved dis- putes over wage arrears. The situation of labor rights advocates and non-governmental organizations (NGOs) has worsened in re- cent years, particularly in Guangdong province, where authorities detained over a dozen labor rights advocates and NGO staff, arrest- ing four. Labor abuses related to dispatch and intern labor, as well as workers above the retirement age, continued. According to gov- ernment data, workplace accidents and deaths continued to decline, while reported cases of occupational illness increased. International observers continued to express concern regarding workplace safety in China. Trade Unions ALL-CHINA FEDERATION OF TRADE UNIONS The All-China Federation of Trade Unions (ACFTU) remains the only trade union organization permitted under Chinese law.1 The ACFTU constitution describes the ACFTU as a ‘‘mass organiza- tion’’ 2 under the leadership

Avec les départs annoncés, Xi pourra enfin former son « bandi » [班底] – garde rapprochée – au sein du Politburo et effectivement mettre en place un agenda de politiques et non pas simplement des mesures visant à faire le ménage au cœur du Parti-État. Des 24 individus restants, entre 12 et 16 devront partir; 121 sièges (si l’on compte le siège rendu vacant de Sun Zhengcai) et 16 si Xi Jinping décide d’appliquer plus « sévèrement » la limite d’âge maintenant à 68 ans.

Monasticism has been a central feature of the Buddhist tradition from its founding in India to its present revival in China and spread to America. Given the importance of monasticism and the vinaya, the rules for living as a monk in a monastery, it is refreshing to find a volume dedicated to exploring this terrain. Going Forth is a collection of essays about the vi- naya, precepts, ordinations, penance rituals, monks and monasteries in China and Japan written by former students of Stanley Weinstein and presented in his honor. Given the nature of the volume, the connection between chapters is necessarily loose, bearing on disparate issues related to the vinaya and monasticism in China and Japan across time periods ranging from the fifth to the twentieth century. A brief introduction notes the central role traditionally ascribed to the vinaya as the instrument through which the Buddhist order is estab- lished and through which the Buddhist teachings are preserved and transmitted.
