BRIEFING China's economic recovery and dual circulation model SUMMARY After a delayed response to the outbreak of the novel coronavirus in late 2019, China has expanded its sophisticated digital surveillance systems to the health sector, linking security and health. It has apparently successfully contained the virus, while most other countries still face an uphill battle with Covid-19. China emerged first from lockdown, and its economy rapidly entered a V-shaped recovery. As in 2008, China is driving the global recovery and will derive strategic gains from this role. However, China's relations with advanced economies and some emerging markets have further deteriorated during the pandemic, as its aggressive foreign policy posture has triggered pushback. This has created a more hostile environment for China's economic development and has had a negative impact on China's hitherto almost unconstrained access to these economies. The need to make the Chinese economy more resilient against external shocks and the intention to tap into the unexploited potential of China's huge domestic market in order to realise the nation's ambitions of becoming a global leader in cutting-edge technologies have prompted the Chinese leadership to launch a new economic development paradigm for China. The 'dual circulation development model' still lacks specifics but is expected to be a key theme in China's 14th Five-Year Plan (2021-2025) to be officially approved in March 2021. The concept suggests that, in future, priority will be given to 'domestic circulation' over 'international circulation'. China's more inward-looking development strategy geared towards greater self-reliance in strategic sectors requires major domestic structural reform and investment to unleash the purchasing power of China's low-end consumers and the indigenous innovation efforts to achieve the technological breakthroughs needed. -

Ideological Responses to the Coronavirus Pandemic: China and Its Other
IDEOLOGICAL RESPONSES TO THE CORONAVIRUS PANDEMIC: CHINA AND ITS OTHER Samuli Seppänen† Abstract This Article discusses the ongoing coronavirus pandemic as an instance of ideological contestation between the People’s Republic of China and its ideological Other—the “Western” liberal democracies. Much of this ideological contestation highlights the idiosyncratic aspects of opposing ideological narratives. From the illiberal perspective, promoters of liberal narratives on governance and public health can be said to focus too much on procedural legitimacy and, consequently, appear to be ill-placed to acknowledge and respond to public health emergencies. Conversely, from the liberal perspective, advocates of illiberal narratives appear to be responding to a never-ending emergency and, consequently, seem unable to take full advantage of procedural legitimacy and rule-based governance in order to prevent public health emergencies from occurring. The coronavirus pandemic also exposes the aspirational qualities of both ideological narratives. On one hand, it appears aspirational to assume that the coronavirus response in liberal democratic countries can be based on the respect for individual freedom, human dignity, and other liberal first principles. On the other hand, the image of a strong, stable government projected by the CCP also seems to be based on aspirational notions about the coherence and resilience of the P.R.C.’s governance project. Akio Takahara Professor of Contemporary Chinese Politics The Graduate School of Law and Politics, The University of Tokyo Abstract At the 19th Party Congress Xi Jinping proclaimed the advent of a new era. With the new line-up of the politburo and a new orthodox ideology enshrined under his name, he has successfully strengthened further his power and authority and virtually put an end to collective leadership. However, the essence of his new “thought” seems only to be an emphasis of party leadership and his authority, which is unlikely to deliver and meet the desires of the people and solve the contradiction in society that Xi himself acknowledged. Under Xi’s “one-man rule”, China’s external policy could become “soft” and “hard” at the same time. This is because he does not have to worry about internal criticisms for being weak-kneed and also because his assertive personality will hold sway. Introduction October 2017 marked the beginning of the second term of Xi Jinping's party leadership, following the 19th National Congress of the Chinese Communist Party (CCP) and the First Plenary Session of the 19th Central Committee of the CCP. Although the formal election of the state organ members must wait until the National People's Congress to be held in March 2018, the appointees of major posts would already have been decided internally by the CCP. -

In recent years, human rights conditions in the People’s Republic of China (PRC) have deteriorated, while bilateral tensions related to trade Michael A. Weber and security have increased, possibly creating both constraints and opportunities for U.S. policy Analyst in Foreign Affairs on human rights. After consolidating power in 2013, Chinese Communist Party General Secretary and State President Xi Jinping intensified and expanded the reassertion of party control over society that began toward the end of the term of his predecessor, Hu Jintao. Since 2017, the government has enacted new laws that place further restrictions on civil society in the name of national security, authorize greater controls over minority and religious groups, and further constrain the freedoms of PRC citizens. Government methods of social and political control are evolving to include the widespread use of sophisticated surveillance and big data technologies. Arrests of human rights advocates and lawyers intensified in 2015, followed by party efforts to instill ideological conformity across various spheres of society. In 2016, President Xi launched a policy known as “Sinicization,” under which the government has taken additional measures to compel China’s religious practitioners and ethnic minorities to conform to Han Chinese culture, support China’s socialist system as defined by the Communist Party, abide by Communist Party policies, and reduce ethnic differences and foreign influences. -

His ancestral home is Xi’an, Shaanxi Province, and his parents served as cadres who moved from Xi’an to support frontier work in economically disadvantaged Qinghai. Zhao joined the CCP in 1975. He was a “sent-down youth” at an agricultural commune in Qinghai’s Guide County during the Cultural Revolution (1974–75).i He received an undergraduate degree in philosophy from Peking University in Beijing (1977–80) and was part of the last class comprised of the so-called “worker-peasant-soldier students.” Zhao also attended the graduate program in currency and banking at the Chinese Academy of Social Sciences (1996–98) and the graduate program in politics at the Central Party School (2002–05), both via part-time studies. In the Department of Commerce of the Qinghai provincial government, Zhao served as a communications officer (1975–77) and as a clerk in the political division (1980–82). Between 1980 and 1983, he served in various roles within the Qinghai Provincial Commerce School, namely instructor, Chinese Communist Youth League (CCYL) secretary, and deputy head of the dean’s office. -

Was the current head of government or other chief national authority elected through free and fair elections? 0 / 4 There are no direct or competitive elections for national executive leaders. The National People’s Congress (NPC) formally elects the state president for five-year terms and confirms the premier after he is nominated by the president, but both positions are decided in advance at the relevant CCP congress. The CCP’s seven- member Politburo Standing Committee (PSC), headed by Xi Jinping in his role as the party’s general secretary, sets government and party policy in practice. Xi also holds the position of state president and serves as chairman of the state and party military commissions. Xi was awarded a second five-year term as general secretary at the 19th Party Congress in October 2017, and at the NPC session in March 2018 he was confirmed for a second five-year term as state president. Also at that session, the NPC approved amendments to China’s constitution that abolished the two-term limit for the state presidency and vice presidency. Combined with the absence of another PSC member young enough to serve as Xi’s successor in 2022, the move reinforced predictions that he planned to break with precedent and remain China’s paramount leader for the foreseeable future. Along with the rapid urban transformation and the neglect of historic cores, Chinese cities are witnessing the rapid disappearance of industrial heritage. This negative reality of conservation practice raises a fundamental question about the reasons for such cultural myopia. To reveal the main factors that dominate the results of brownfield regeneration projects in urban China, this thesis reviewed theories on the production of space and the literature on the Chinese context. A single case study approach was adopted, collecting data from semi-structured interviews, document reviews and popular media. Through an investigation in the major industrial inland city of Chongqing, the thesis examined how the idea of industrial heritage reuse has travelled as a global concept with its Chinese precedents to Chongqing, and why the idea has been diluted in the regional context.
