Con 12.182.855 voti, il 54,3% dei votanti scelse la Repubblica, con 10.362.709, il 45,7% dei votanti scelse la Monarchia. L’affluenza fu dell’89,08%. Solo l’11% degli italiani scelse l’astensione. La carta geo-politica dell’Italia fu molto segnata da quel voto: il centro-nord ebbe una dominante di voto repubblicano, il centro-sud e isole ebbe una dominante di voto monarchico. Il governo in carica fino a fine 1945 presieduto dall’azionista Ferruccio Parri e il successivo presieduto dal dc Alcide De Gasperi prepararono l’insediamento dell’Assemblea costituente che – con le presidenze del socialista Giuseppe Saragat e poi del comunista Umberto Terracini – si insediò il 26 giugno del 1946 e terminò i suoi lavori, un mese dopo la promulgazione in G.U. della Costituzione repubblicana, il 31 gennaio del 1948. Nel frattempo il Paese fu governato con tre mandati consecutivi dall’esecutivo presieduto da De Gasperi. Alla Costituente la DC ebbe il 35,2% dei voti, i socialisti il 20,7%, i comunisti il 18,9%, i liberali il 6,8%, i “qualunquisti” il 5,3%, i repubblicani il 4,4% gli azionisti l’1,5%. -

The crowd is so uniformly dressed, in casually smart clothes and expensive sunglasses, that an out• sider might assume invitations to this event had been sent out weeks ago. Most people are clutching plastic ags on white sticks. Some of them car• ry children wearing rosettes in red, white and green. On a temporary stage a succession of speakers talk about the country’s glori• ous history. Italy has taken the day o to celebrate its 150th anniversary as a nation. Treviso’s mayor, Gian Paolo Gobbo, is not celebrating. The desk in his oce faces a large painting of Venice in the style of Canaletto. This has some signicance for Mr Gobbo, who has spent his political career ghting to resus• citate the Republic of Venice, which nally expired in 1797 after a long illness. Below the painting stands a uorescent• green bear. It’s just like me! exclaims the mayor, a portly man in his 60s. INTERNATIONAL MONETARY AND FINANCIAL COMMITTEE Forty-Third Meeting April 8, 2021 Statement No. 43-1 Statement by Mr. Maurer Switzerland On behalf of Republic of Azerbaijan, Republic of Kazakhstan, Kyrgyz Republic, Republic of Poland, Republic of Serbia, Switzerland, Republic of Tajikistan, Turkmenistan, and Republic of Uzbekistan International Monetary and Financial Committee, April 8, 2021 Statement by Mr. Ueli Maurer, Minister of Finance of Switzerland on behalf of Azerbaijan, Kazakhstan, Kyrgyz Republic, Poland, Serbia, Switzerland, Tajikistan, Turkmenistan, and Uzbekistan The Fund’s leadership and advice in the core areas of its mandate continue to play an essential role in navigating these challenging times. Effective international cooperation as well as decisive steps on the part of members will be key for tackling divergence and moving swiftly to a sustainable path for global growth. As vaccines are rolled out and the economic outlook improves, exceptional measures will have to be rolled back in a timely and gradual manner to make way for more sustainable policies that support growth in the medium- to long-term. Global setting and policy priorities The global economic outlook has improved recently, with progress in vaccinations and the announcement of significant additional fiscal support in several major economies. While the recovery should gain momentum during 2021, its speed is still highly uncertain. Risks abound, reflecting foremost the need to deal with new virus strains, structural rigidities, as well as preexisting vulnerabilities, notably high public and corporate debt levels. In this context, policy support needs close monitoring to make sure that it is effective and targeted to specific objectives and needs. -

After almost a year of a Government led by Lega (former Northern League) and Movimento Cinque Stelle (M5S - Five Star Movement), the two parties increasingly appear as fierce competitors. An outcome strongly favourable to Matteo Salvini may rebalance the power sharing, while the rise of an alternative from the opposition still looks unlikely. The EU elections come as first nation-wide test of strength within Italy’s governing majority after almost a year after the birth of the cabinet led by President Giuseppe Conte. After a solid run in regional elections, Matteo Salvini’s Lega reached a favourable position in the polls, possibly aiming at reverting the balance of powers in case of a landslide win on May 26th. The outcome of European elections will then be crucial to terminate or exacerbate the conflict-ridden atmosphere which is surrounding the Government over the last months, involving direct and intense confrontation between the two deputy-prime ministers: Matteo Salvini and Luigi Di Maio. -

Neither the dissertation nor any part of it is substantially the same as any writing submitted for assessment at Universitat Pompeu Fabra, another university, or any similar institution. Abstract Italy has become a key actor in the global debate regarding immigration policies. Asylum seekers arriving in Italian territory face a legal limbo that is similar to Dante’s description of Purgatory. The country’s asylum regulations and procedures have rendered applicants’ lives precarious and vulnerable due to the absence of an organic legal instrument that can effectively protect them, the juxtaposition of the different level of governance, the lack of social communication between the locals with asylum seekers, institutional inefficiency, bureaucratic practice and the instrumental use of constructed narratives by politicians. This dissertation examines from a sociological perspective how the bureaucratic asylum request process in Italy has changed from 2008 to 2019 and how its changes are related to political transformations in the Italian government. My analysis reveals a system in which political actors have a primary role in criminalising immigration and, helped by the increasing media attention towards asylum seekers, creates a social aversion to immigration. Empirical evidence shows that this is not just driven by the anti-immigrant right, but that leftist parties have also played a key role in rendering more precarious asylum seekers’ lives. -

Modern Italy, 2021 Vol. 26, No. 3, 261–274, doi:10.1017/mit.2021.28 Somewhere over the rainbow: Italy and the regulation of same-sex unions Alessia Donà* Department of Sociology and Social Research, University of Trento, Italy (Received 11 August 2020; final version accepted 6 April 2021) While almost all European democracies from the 1980s started to accord legal recogni- tion to same-sex couples, Italy was, in 2016, the last West European country to adopt a regulation, after a tortuous path. Why was Italy such a latecomer? What kind of barriers were encountered by the legislative process? What were the factors behind the policy change? To answer these questions, this article first discusses current morality policy- making, paying specific attention to the literature dealing with same-sex partnerships. Second, it provides a reconstruction of the Italian policy trajectory, from the entrance of the issue into political debate until the enactment of the civil union law, by considering both partisan and societal actors for and against the legislative initiative. The article argues that the Italian progress towards the regulation of same-sex unions depended on the balance of power between change and blocking coalitions and their degree of congru- ence during the policymaking process. In 2016 the government formed a broad consen- sus and the parliament passed a law on civil unions. However, the new law represented only a small departure from the status quo due to the low congruence between actors within the change coalition.
