Most people are clutching plastic ags on white sticks. Some of them car• ry children wearing rosettes in red, white and green. On a temporary stage a succession of speakers talk about the country’s glori• ous history. Italy has taken the day o to celebrate its 150th anniversary as a nation. Treviso’s mayor, Gian Paolo Gobbo, is not celebrating. The desk in his oce faces a large painting of Venice in the style of Canaletto. This has some signicance for Mr Gobbo, who has spent his political career ghting to resus• citate the Republic of Venice, which nally expired in 1797 after a long illness. Effective international cooperation as well as decisive steps on the part of members will be key for tackling divergence and moving swiftly to a sustainable path for global growth. As vaccines are rolled out and the economic outlook improves, exceptional measures will have to be rolled back in a timely and gradual manner to make way for more sustainable policies that support growth in the medium- to long-term. Global setting and policy priorities The global economic outlook has improved recently, with progress in vaccinations and the announcement of significant additional fiscal support in several major economies. While the recovery should gain momentum during 2021, its speed is still highly uncertain. Risks abound, reflecting foremost the need to deal with new virus strains, structural rigidities, as well as preexisting vulnerabilities, notably high public and corporate debt levels. In this context, policy support needs close monitoring to make sure that it is effective and targeted to specific objectives and needs.

    La Governance italiana nella gestione del PNRR 3 marzo 2021 La Governance italiana per il PNRR “La bozza del Recovery plan italiano presentata a gennaio dal Governo Conte era una base di partenza e sulla tabella di marcia degli investimenti, indispensabile per ottenere gli esborsi, sulle riforme e sulla definizione dei progetti c’è ancora lavoro da fare”. Le dichiarazioni certamente diplomatiche del Commissario europeo agli Affari economici Paolo Gentiloni, in audizione il 2 marzo nelle Commissioni congiunte Bilancio e Politiche dell’UE di Camera e Senato, hanno delineato con precisione la situazione: nonostante le dichiarazioni di rito, Mario Draghi è alle prese con la riscrittura quasi completa del documento che, nella sua versione originaria, è stato bocciato da Banca d’Italia, Ufficio parlamentare di Bilancio (UPB) e Corte dei conti. Il lavoro di affinamento del PNRR, fondamentale per poter accedere ai 209 miliardi del Recovery Fund all'interno del pacchetto Next Generation EU, dovrà essere celere per rispettare la scadenza del 30 aprile, termine ultimo per la presentazione del Piano a Bruxelles. La nuova Governance per il PNRR La prima innovazione apportata da Draghi ha riguardato la governance per la definizione del Piano Nazionale di Ripresa e Resilienza: a differenza della struttura decisionale pensata da Giuseppe Conte (vertice a quattro – Conte, Gualtieri, Patuanelli e Amendola, con sotto sei manager responsabili delle missioni del piano a guidare circa 300 dirigenti), il nuovo esecutivo ha promosso una governance accentrata, indicando chiaramente nel Ministero dell’economia di Daniele Franco il Ministero capofila nella gestione del Piano. All’interno del Mef, inoltre, sarà la Ragioneria dello Stato a guidare l’unità di missione deputata al coordinamento e al controllo del Recovery Plan (istituita con l’ultima legge di Bilancio) che sarà guidata dal cosiddetto “Mr.

Si è laureato in Economia nel 1970 all’Università La Sapienza di Roma con una tesi su Integrazione economica e variazione dei tassi di cambio. Si è poi specializzato al Massachusetts Institute of Technology di Boston dove ha conseguito un PhD con una tesi intitolata Essays on Economic Theory and Applications. Nel 1982 comincia una brillante carriera pubblica come consigliere del ministro del Tesoro Giovanni Goria, fino a diventare direttore generale del Tesoro nel 1991. La sua carriera prosegue poi in Goldman Sachs fino al 2005 quando viene nominato Governatore della Banca d’Italia, diventando promotore di diverse riforme e di un profondo processo di modernizzazione dell’Istituto. Nel maggio del 2011 viene nominato presidente della Bce, in un momento in cui l’Unione Europea si trova a fronteggiare gli effetti della crisi economica del 2008 e successivamente di quella del 2012. In quest’ultimo frangente, Draghi pronunciò il discorso più importante della sua carriera e uno dei più importanti della storia Europea. Durante un forum di investitori a Londra annunciò che la Bce avrebbe fatto «whatever it takes» per salvare l’euro. Grazie a quell’intervento oggi viene celebrato come il salvatore dell’Europa e viene elogiato da tutti i leader europei per l’uscita dalla crisi e il successivo consolidamento economico e politico dell’Unione Europea stessa. Il suo nome è emerso con forza per superare la crisi politica del Governo Conte II.
