The technological adaptation to the container permitted the realization of door—to-door transport, The intermodality of containers allowed for the introduction of new organizational systems based on the needs of the cargo rather than on the character!sties of individual transport modes, the major effective change being the ability to transport goods by more than one mode of transport on the basis of a single document, the multimortal transport document. Multimodal transport of container may also be looked upon as a response to changing transport requirements. It is rich in natural resources but characterized by widespread poverty and limited socio-economic growth and development. While Guinea has experienced regular episodes of internal political turmoil, it was considered a locus of relative stability over the past two decades, a period during which each of its six neighbors suffered one or more armed internal conflicts. Guinea entered a new period of political uncertainty on December 23, 2008, when a group of junior and mid-level military officers seized power, hours after the death of longtime president and former military leader Lansana Conté. Calling itself the National Council for Democracy and Development (CNDD, after its French acronym), the junta named as interim national president Captain Moussa Dadis Camara, previously a relatively unknown figure. The junta appointed a civilian prime minister and has promised to hold presidential and legislative elections by late 2009. However, some observers fear that rivalries within the CNDD, Dadis Camara's lack of national leadership experience, and administrative and logistical challenges could indefinitely delay the transfer of power to a democratically elected civilian administration. Guinea has never undergone a democratic or constitutional transfer of power since gaining independence in 1958, and Dadis Camara is one of only three persons to occupy the presidency since that time.

This idea rests upon the fact that local border actors, public and private, are the bearers of concrete proposals, cross-border zones are dynamic places, and national peripheries are at the center of regional construction. African organizations for inter-governmental cooperation, particularly ECOWAS1 and WAEMU2, currently support this idea by seeking to expand the scope of regional governance for the implementation of NEPAD3 and the economic partnership agreements with the European Union that were laid out at Cotonou. The project, “cross-border areas4”, currently pursued by the Malian government and neighboring countries represents another example of such initiatives.

    2008 Human Rights Report: Guinea Page 1 of 19 2008 Human Rights Report: Guinea BUREAU OF DEMOCRACY, HUMAN RIGHTS, AND LABOR 2008 Country Reports on Human Rights Practices February 25, 2009 Guinea's constitution was suspended by a military junta that seized power in a coup on December 23, hours after the death of former President Lansana Conte. Before the coup, Guinea was a constitutional republic in which effective power was concentrated in a strong presidency. President Lansana Conte and his Party for Unity and Progress (PUP) ruled this country of approximately 9.9 million persons from 1984 to 2008, first as head of a military junta and, after 1994, as a civilian president. President Conte won reelection in 2003 in an election that the opposition boycotted and international observers criticized as neither free nor fair. Following a nationwide labor strike in January and February 2007 and a negotiated agreement, President Conte accepted the installation of a consensus government under Prime Minister Lansana Kouyate, whom he later dismissed and replaced with Ahmed Tidiane Souare on May 20. Following the December 23 coup, the Council for Democracy and Development (CNDD) assumed power and proclaimed Captain Moussa Dadis Camara as the country's new head of state. The CNDD dismissed the National Assembly leaving the country without a legislative institution. The CNDD later named a civilian prime minister, Kabine Komara. Technically, the prime minister serves as head of government while the president serves as head of state, although the divisions of power are unclear. The civilian authorities generally did not maintain effective control of the security forces.
