PAULO FREIRE (1921–97) Heinz-Peter Gerhardt1 Paulo Reglus Neves Freire was born in Recife, the capital of Brazil’s northeast province, one of the most impoverished parts of this large Latin American nation. Although raised in a middle-class family, Freire became interested in the education of the poor people in his region. He qualified as a lawyer and developed a teaching ‘system’ for all levels of education. He was imprisoned twice in his own country and became famous outside it. Today, Paulo Freire must be considered as the most well known educator of our time. The fundamentals of his ‘system’ point to an educational process that focuses on the students’ environment. Freire assumes that the learners must understand their own reality as part of their learning activity. It is not enough to assume a student can read the phrase:‘Eve saw a grape’. The student should learn to understand Eve in her social context, find out who worked to produce the grape and who profited from this type of work. This ‘system’ brought about Freire’s exile in 1964, following seventy-five days in prison, after having been accused of being a ‘revolutionary and an ignorant’. He then spent four years in Chile and one year in the United States.

Attached is the Second Poverty Reduction Strategy Paper (PRSP II) for Guinea and the Public Disclosure Authorized Joint IDA-IMF Staff Advisory Note (JSAN) on the PRSP II. The IMF is currently scheduled to discuss this document on December 21, 2007. 2. The PRSP II was prepared by the Government of Guinea. The paper acknowledges the disappointing outcome of the first PRSP, which covered the period 2002-2006. The political, social and economic environment in which the implementation of PRSP I took place was characterized by poor governance, political instability, and low growth which led to an increase in poverty from 49 percent in 2002 to an estimated 54 percent in 2005. Overall, public service delivery deteriorated in terms of both quality and access and the living conditions for most Guineans worsened. Public Disclosure Authorized 3. PRSP II aims at recapturing lost ground over the past five years. The overall strategy is based on three pillars: (i) improving governance; (ii) accelerating growth and increasing employment opportunities; and (iii) improving access to basic services. It focuses on restoring macroeconomic stability, institutional and structural reforms, and mechanisms to strengthen the democratic process implementation capacity. 4. It is rich in natural resources but characterized by widespread poverty and limited socio-economic growth and development. While Guinea has experienced regular episodes of internal political turmoil, it was considered a locus of relative stability over the past two decades, a period during which each of its six neighbors suffered one or more armed internal conflicts. Guinea entered a new period of political uncertainty on December 23, 2008, when a group of junior and mid-level military officers seized power, hours after the death of longtime president and former military leader Lansana Conté. Calling itself the National Council for Democracy and Development (CNDD, after its French acronym), the junta named as interim national president Captain Moussa Dadis Camara, previously a relatively unknown figure. The junta appointed a civilian prime minister and has promised to hold presidential and legislative elections by late 2009. However, some observers fear that rivalries within the CNDD, Dadis Camara's lack of national leadership experience, and administrative and logistical challenges could indefinitely delay the transfer of power to a democratically elected civilian administration. Guinea has never undergone a democratic or constitutional transfer of power since gaining independence in 1958, and Dadis Camara is one of only three persons to occupy the presidency since that time.
