We have successfully partnered on projects in the past but we need many more into the future. - MEL MOON, NATURAL RESOURCES DIRECTOR QUILEUTE TRIBE Quileute Tribe The Quileute Tribe is located in La Push, on the shores of the Pacific Ocean, where tribal members have lived and hunted for thousands of years. Although their reservation is only about 2 square miles, the Tribe’s original territory stretched along the shores of the Pacific from the glaciers of Mount Olympus to the rivers of rain forests. Much has changed since those times, but Quileute elders remember the time when the Seattle people challenged Kwalla, the mighty whale. City of Forks 2018-2038 Comprehensive Plan 1 City Staff Incorporated originally in 1945, Forks has been classified as a code city under the laws of Washington State since 1984. Forks’ utilizes Planner/Attorney, Rod Fleck the "strong Mayor" form of government with the Mayor having the City Clerk/Treasurer, Audrey Grafstrom supervision of all executive and administrative aspects of the City. Public Works, Paul Hampton Day to day operations are undertaken by the City's department Consultant, Tom Beckwith FAICP, Beckwith Consulting Group managers in consultation with the Mayor. The elected City Council Maps, Kevin Bennett UW/ONRC positions are unpaid and consist of 4-year terms. All council positions are at-large and, along with the mayor position, require residency within city limits. Mayor – Tim Fletcher The Mayor is elected at large to a four-year term and presides over all meetings of the City Council. The Mayor serves as the Chief Executive Officer of the City but has the authority to appoint a City Administrator and a City Clerk to implement the executive duties of the City on a day-to-day basis. Additionally, the Mayor has the responsibility to appoint members to serve on various City Boards and Commissions, as well as special advisory committees. City Council – John Hillcar, Bill Brager, John Preston, Juanita Weissenfels, and Joe Soha. The Forks Council is elected at large to staggered four-year terms. Council members have the primary responsibility to establish policy, direction, and goals for the City, and adopt the annual budget for all City functions. The governing laws of the City are developed and adopted by the City Council through specific ordinances and are subject to Washington State Laws as adopted in the Revised Code of Washington (RCW). -

It has road frontage along Hoko Ozette Road, which connects north to Highway 112 at Clallam Bay, and Big River and Trout Creek. Both are tributaries to Ozette Lake, Washington’s third largest natural lake. There are 120± acres of primarily well-stocked 16 to 20± year old western hemlock, which is projected to contain an estimated 2,180 MBF within 20 years, providing signicant long-term asset growth. An estimated 50% of the property is mostly RMZ, and unavailable for timber management. There are no RMAP obligations for the Big River Tract. The entirety of the tract, 100%, is western hemlock Site Class III. The tract has some recreation and conservation potential due to frontage on Big River and Trout Creek, including potential camping or RV sites between Hoko Ozette Road and Big River in the southeast section of the ownership. Hunting Dispute Major Points
HUNTING DISPUTE BACKGROUND INFORMATION AND HIGHLIGHTS FROM EXPERT REPORTS • Letting the Klallam Tribes hunt in the QTA Tribes’ ceded area despite two consecutive WDFW conclusions that the Klallam Tribes produced no evidence of having treaty hunting rights there is a blatant violation of Buchanan, WDFW’s co-management responsibilities, and the Treaty of Olympia tribes’ (Quileute, Quinault, and Hoh) treaty rights. • Under State v. Buchanan, 138 Wn.2d 186 (1999), a tribe asserting hunting rights outside its ceded area must show “actual use and occupancy over an extended period of time” in the subject area at and before treaty times for the purpose of hunting. Id. at 204-07 (emphasis added). Where a tribe claims that it has hunting rights in another tribe’s ceded area, the petitioning tribe has to show that it “jointly or amicably hunted in the same area to the exclusion of others.” Id. at 205. • Revisiting the criteria for these claims will not and cannot end in a different result for the Klallam Tribes. o WDFW’s expert reiterated numerous times in two consecutive reports that the Klallam Tribes had “provide[d] no actual evidence for hunting” in the Quileute, Quinault, and Hoh ceded area at treaty time. o It is not possible for WDFW to satisfy the standard from State v. Buchanan and devise new traditional use criteria that would award a tribe hunting rights outside its ceded area where the tribe “provides no actual evidence for hunting” in the subject areas. • To prove traditional use rights, the Klallam Tribes have to show they actually used and occupied the areas for hunting jointly or amicably with the QTA Tribes for an extended period of time at and before treaty times. -
