(NWR-2012-9371) Dear Ms. Lee: Enclosed is the Endangered Species Act (ESA) Biological Opinion and Magnuson-Stevens Fishery Conservation and Management Act (MSA) Essential Fish Habitat (EFH) Consultation prepared by National Marine Fisheries Service (NMFS) regarding the U.S. Bureau of Reclamation's (Reclamation) Odessa Subarea Modified Partial Groundwater Replacement Project on the Colwnbia River in Adams, Lincoln, Franklin and Grant Counties, Washington. NMFS received a final biological assessment (BA) from Reclamation on November 6, 2012. Reclamation's BA determined that Columbia River chum salmon were likely to be adversely affected by the proposed action, 12 other species ofESA listed salmon and steelhead would not likely be adversely affected by the proposed action, and that Pacific eulachon, green sturgeon, and southern resident killer whales would not likely be adversely affected by the proposed action. NMFS disagreed with Reclamation's "Not Likely -
Chapter 4: Destinations – Utilitarian And
Jefferson County Non-Motorized Transportation and Recreational Trails Plan 2010 Chapter 4: Destinations – Utilitarian and Recreational 2010 Plan Update: Chapter 4 Destinations provides a broad picture of Jefferson County: where people live, work, go to school, shop, and recreate and the locations of tourist facilities and significant public facilities. This information is intended to inform decisions about connecting these destinations with non-motorized transportation facilities. It is not intended as an up-to-date guide. While Chapter 4 has not been updated, it still performs its intended function. This chapter has been retained in the original 2002 Plan format. County, City, Port, School District, State, Federal, and private enterprises have developed an extensive number of commercial, employment, business, educational, recreational, and other public facilities within the County. This extensive array of facilities is of interest to non-motorized transportation and recreational trail users. This chapter describes the most significant destinations. 4.1 Schools The Brinnon, Chimacum, Port Townsend, Queets-Clearwater, Quilcene, Quillayute Valley, and Sequim School Districts provide educational services to Jefferson County residents. Brinnon School District The school district collects students by bus within the district’s service area – which includes all of Brinnon and the areas along US-101 from the Mason County line to Mt Walker and transports them to the central school site. Upper grade students are bused to Quilcene High School. The district operates 6 school bus routes beginning at 6:35-9:00 am and ending at 3:46-4:23 pm for the collection and distribution of different school grades and after school programs. -

It provides a foundation for further planning to ensure that County leadership, agencies, and citizens are aware and prepared to meet the effects of disasters and emergencies. Incident management cannot be event driven. Through increased awareness and preventive measures, the ultimate goal is to help ensure a unified approach that will lesson vulnerability to hazards over time. The HIVA is not a detailed study, but a general overview of known hazards that can affect Jefferson County. Jefferson County Hazard Identification and Vulnerability Assessment 2011 3 EXECUTIVE SUMMARY An integrated emergency management approach involves hazard identification, risk assessment, and vulnerability analysis. This document, the Hazard Identification and Vulnerability Assessment (HIVA) describes the hazard identification and assessment of both natural hazards and technological, or human caused hazards, which exist for the people of Jefferson County. -

FOR IMMEDIATE RELEASE March 19, 2019 Olympic Forest Collaborative Begins 2019 by Building on Successes - Seeks Input at Upcoming Public Meetings in Forks, Aberdeen and Port Angeles Partnership initiated by Representative Kilmer between Timber & Conservation interests has helped increase timber harvest and aquatic restoration projects on Olympic National Forest through consensus-based approach. PORT ANGELES, WA –Representative Derek Kilmer (D-WA) & The Olympic Forest Collaborative head in to 2019 with an impressive string of successful projects increasing timber harvest and aquatic restoration on Olympic National Forest. A series of public meetings in 2019 are planned to obtain community input on future projects. “Growing up in Port Angeles, I know that actively managing our federal forests is essential to supporting quality jobs in the timber industry, protecting our environment, and growing our outdoor economy,” said U.S. Representative Derek Kilmer (D-WA06) who represents the Olympic Peninsula. “That’s why we embarked on this project to bring together regional leaders to develop innovative approaches to restoring our forests and promoting increased harvest levels. The recent successes achieved by the Olympic Forest Collaborative show that we don’t have to choose between protecting our environment and creating a more vibrant economy.” Over the last three years, the Olympic Forest Collaborative has worked across the Olympic Peninsula assisting the U. S. Forest Service with preparing commercial thinning timber sales to help the Olympic National Forest meet and recently exceed their timber targets, fund habitat and aquatic restoration objectives, and host public meetings around the peninsula. In addition to assisting the Forest on projects, the Olympic Forest Collaborative has successfully developed and prepared two different pilot Habitat Restoration Thinning Stewardship projects which were sold by the Olympic National Forest. -

2. If the Following Recommendation Is Adopted by the King County

If the following recommendation is adopted by the King County Council, it would meet the purposes and intent of the King County Comprehensive Plan of 1985, and would be consistent with the purposes and provisions of the King County zoning code, particularly the purpose of the potential zone, a s set forth in KMngpm^|o 60 . The conditions recommended below are reasonable and necessary to meet the policies of the King County Comprehensive Plan which are specifically intended to minimize the impacts of quarrying and mining activities on adjacent and nearby land uses. 3. Approval of reclassification of the approximately 25.6 acre property adjacent to the south of the existing quarry would be consistent with the intent of the action taken by King County at the time of the Lower Snoqualmie Valley Area Zoning Study (Ordinance 1913). This reclassification will not be unreasonably incompatible with nor detrimental to surrounding properties and/or the general public. It will enable the applicant to move quarry operations to the south and southwest, which is no longer premature. 4. Reclassification of the 25.6 acre parcel adjacent to the south of the existing quarry meets the requirements of King County Code Section 20.24.190, in that the said parcel is potentially zoned for the proposed use. Reclassification of the 5.4 acre parcel to the east and of the 4.5 acre parcel to the west of the existing quarry site would be inconsistent with KCC 20.24.190. RECOMMENDATION: Approve Q-M-P for the 25.6 acre parcel adjacent to the south of the existing Q-M area, subject to the conditions set forth below, and deny reclassification of the 5.4 acres to the east (Lot 4 of King County Short Plat No. -
