We also offer humanitarian assistance and provide aid in the event of natural disasters or international refugee crises. To carry out our mission, we offer a range of assistance that centers on four core operations: lending and investment, technical cooperation, humanitarian assistance, and international education and training. Our Fund is used to make direct or indirect investments and to finance lending operations. Revenues generated by the Fund are used to support our bilateral or multilateral technical cooperation projects, humanitarian assistance operations and education and training. Every new project from the TaiwanICDF proceeds according to a rigorous project cycle and is backed by mutual covenants signed in cooperation with relevant stakeholders. Our projects are designed to address the strategic development goals of each of our partner countries, pay due consideration to associated regional trends, and maximize results by employing the right combination of capital and technical cooperation. Ultimately, our work is tailor-made to the local needs of each partner country. Our assistance covers a variety of contemporary development issues such as environmental protection, public health, agriculture, education, and information and communications technology. We are also acting to improve human resources and build institutional capacity at the TaiwanICDF itself. We believe that as a stronger, more professional organization, we will be better placed to advise decision-making bodies within our government. Efforts to improve our own organization will also help us to deepen the coverage of our projects and transfer technological know-how to our partners. We aspire to making the most effective use of manpower and resources, and replicating and adapting successful experiences from one partner country to another. 1 2020 TaiwanICDF International Higher Education Scholarship Program Overview of the International Higher Education Scholarship Program International education and training from the TaiwanICDF shares Taiwan’s own development experiences with developing partner countries around the world. Our aim is to help these partner countries cultivate and nurture a talented pool of human resources. To achieve this objective, our International Education and Training Department performs a range of interconnected operations. Our in-depth, professional workshops are dedicated to contemporary trends in development, while our higher education scholarship program draws on expertise at Taiwanese universities to strengthen know-how in critical disciplines. We also cooperate with a number of international organizations on training projects. Our International Higher Education Scholarship Program was initiated in 1998 when we joined forces with a group of Taiwanese universities to offer scholarships for a number of English-language courses, up to and including Ph.D. level. The program enables talented young citizens to come to Taiwan to pursue their higher education and follow course materials and learning objectives that are specifically designed to address key development issues. The program provides full financial support for tuition and living expenses, and having grown in scope over the years, now covers 35 courses from 21 universities — 11 bachelor's, 21 master's and 3 Ph.D. programs. These courses focus on the development needs of our partner countries by addressing issues such as tropical agriculture, aquatic sciences, business administration, information technology, human resource development, medicine and public health, or various fields of engineering. All of these disciplines are in high demand in our developing partner countries. We aim to boost social development and economic growth by generating a pool of quality human resources. 2 2020 TaiwanICDF International Higher Education Scholarship Program TaiwanICDF Scholarship Application Instructions 1. Eligibility Applicants applying for a TaiwanICDF scholarship must meet both the general eligibility criteria (please refer to appendix 1) and be a national of a country on the List of Countries Eligible for TaiwanICDF Scholarship (please refer to appendix 2). Applicants must also meet the Regulations Governing Visiting, Resident, and Permanent Residency of Aliens set by ROC (Taiwan) National Immigration Agency. ***Please Note: All Undergraduate Programs only accept applications submitted by citizens of allied countries of ROC (Taiwan). 2. Application Procedure The 2020 TaiwanICDF Scholarship application period will run from January 1 to March 15 (GMT +08:00). For the 2020 TaiwanICDF International Higher Education Scholarship Program, there are a total of 31 study programs available for scholarship application. Applicants should: (1) complete the TaiwanICDF International Higher Education Scholarship Program Online Application, and (2) submit the documents listed below to the ROC (Taiwan) Embassy/Consulate General/Representative Office in their country. Applicants must ensure that they submit accurate and complete documentation; failure to do so will result in the application not being processed. Please also note: (1) Late submissions will not be accepted and/or processed; (2) All Undergraduate Programs only accept applications submitted by citizens of allied countries of ROC (Taiwan). Documents to be submitted: (1) A photocopy of applicant’s passport or other document showing proof of nationality. 3 2020 TaiwanICDF International Higher Education Scholarship Program (2) A photocopy of applicant’s highest-level diploma and academic transcripts. (3) A photocopy of applicant’s English proficiency certificate. Please note: This means a TOEFL test score or that of another recognized English proficiency exam, or documents certifying that the applicant has graduated from a program where all courses were taught in English. Applicants who are unable to provide such proof
