Stephen Alterman is the president of the Cargo Airline Association, where he leads the Association in promoting the all-cargo air carrier industry, formulating industry policy and overseeing the Association’s daily activities. Steve is also a senior partner in Meyers & Alterman, a Washington, D.C., law firm specializing in air transportation law. Steve began his career in aviation in 1968 in the Bureau of Enforcement for the United States Civil Aeronautics Board. Initially hired as a trial attorney, he was soon promoted to chief of the Legal Division. In 1975, he joined the Cargo Airline Association as executive director and in 1982 took the lead role as president. Steve’s educational experience includes a law degree from Boston University School of Law (1968) and an undergraduate degree in political science from Brown University, Providence, Rhode Island (1965). Captain Rudy Canto is the senior director, Safety, Security and Technical Affairs, for the Airbus Safety Office in Washington, D.C. The office coordinates all activities related to flight safety, security and regulatory requirements, certification, human factors and flight operations for the Americas. Captain Canto joined Airbus Industrie in 1996 as vice president of the Operational Support Group, based in Toulouse, France. There, he coordinated worldwide operational support activities related to flight operations, conducted flight and line training, VIP demonstration flights, and flew production and engineering flight tests on A320 aircraft. Prior to joining Airbus, he flew for Douglas Aircraft for 22 years as captain in production flight test, project pilot, instructor pilot, check airman and line captain on all models of the DC-9, DC-10, KC-10, and MD-11. While at Douglas, he served in several key posts in Flight Operations such as head of

Flight Standards and chief pilot, Flight Crew Training. Captain Todd A. Carpenter is the ALPA FedEx MEC Central Air Safety Committee chair. Captain Carpenter is a FedEx Airbus line check airman and flight test captain. He graduated from The Ohio State University in 1987 with a BS in aviation management and flew the C-141B for the USAF.

First Officer Bill Cason Chairman, Security Committee, Independent Pilots Association

Mr. Cason has over 18 years of experience flying for UPS Airlines. He serves as the Security chairman for the Independent Pilots Association (IPA) representing nearly 3,000 professional pilots. Mr. Cason’s work with pilot associations began in 2003 when he took over the Cockpit Defense Committee for the IPA. Most recently, he was instrumental in standing up the

ALPA Air Cargo Symposium | Washington, D.C. 7 first “all cargo” TSA crewmember self-defense training program in Louisville, Ky., in 2009, which previously was not available to all-cargo pilots. Mr. Cason is the IPA’s representative for a UPS/IPA security task force which was stood up after the failed bombing attempt out of Yemen in 2010. Mr. Cason worked diligently on Capitol Hill to add cargo pilots to the Federal Flight Deck Officer (FFDO) Program, which was accomplished in 2003 under the FAA Century of Aviation Reauthorization Act. Because of his expertise as both an airline pilot and federal agent, Bill is frequently called upon by the TSA to participate in working groups and curriculum meetings which directly affect the FFDO Program. Most of these working groups included carriage issues, equipment evaluations, crewmember self-defense, communications standards, and due-process reviews. Bill was one of only two FFDOs who participated in the FFDO Program’s overall curriculum review at FLETC Artesia, and was instrumental in validating the TSA’s FFDO recurrent training program. In 2005, he accepted the position of Security chairman for the IPA. Mr. Cason began his aviation career flying F-16 Falcons for the Oklahoma Air National Guard (OKANG), completing numerous combat missions over Northern Iraq. After voluntarily leaving the OKANG, Mr. Cason was selected for training by the United States Air Force Office of Special Investigations, which is the premier criminal investigative agency for the United States Air Force. Bill was rated as a special agent and began working civil and criminal cases for the Department of Defense. After September 11, 2001, Bill was “activated” and worked directly on the PENTBOMB investigation as a full-time member of the FBI’s International Terrorism Squad. Bill has maintained a presence in law enforcement and is a current and qualified Texas peace officer. He is attached to the Denton County Sheriff’s Office, Denton, Tex., where he serves as a lead warrants officer, designated marksman, and firearms instructor. PANELISTS & MODERATORS PANELISTS

Captain Joe DePete First Vice President, Air Line Pilots Association, Int’l

Captain Joe DePete serves as ALPA’s first vice president. He was elected on Oct. 12, 2014, at the Association’s 45th Board of Directors meeting and assumed office on Jan. 1, 2015. As first vice president, he serves as the ALPA national safety coordinator overseeing the Association’s Air Safety Organization, which manages the union’s Safety, Security, and Pilot Assistance programs. He also serves as treasurer for the Association’s political action committee, ALPA-PAC.

Captain DePete represents ALPA alongside industry leaders on key priority issues and activities, including the FAA Pilot Fitness Aviation Rulemaking Committee, the Equip 2020 working group, the Aviation Working Group

8 Air Line Pilots Association, International for the Eno Center for Transportation, and a subcommittee supporting the RTCA’s NextGen Advisory Committee. He also serves on the Transportation Security Administration’s Aviation Security Advisory Committee and co- chairs its International Aviation Security Committee. Based in Memphis, Captain DePete flies and serves as a line check airman on the A310/300 for FedEx Express. He previously served as ALPA executive vice president, FedEx Express Master Executive Council chairman, and Local Executive Council chairman. He was an active member of the ALPA Organizing Committee for the merger with the Flying Tiger Line Pilots Association as well as for the merger with the FedEx Pilots Association. Captain DePete also organized the first Pilots for Kids charity drive for the FedEx Pilots and participated in the development of the first FedEx Pilot Habitat for Humanity project for the Anchorage council. Captain DePete was the sole representative for U.S. airline labor at the 1995 Asian Pacific Economic Council Transportation Ministerial Meeting held at the U.S. State Department. In addition, he was a captain in the U.S. PANELISTS & MODERATORS Marine Corps, where he flew the KC-130 for Squadron VMGR-252 and PANELISTS & MODERATORS was stationed at Cherry Pt., N.C. A graduate of St. John’s University, Captain DePete earned a BA in political science. First Officer Preston Greene FedEx MEC Security Chairman, Cargo Security Subject-Matter Expert, Air Line Pilots Association, Int’l

First Officer Preston Greene is the FedEx ALPA MEC Security chairman. He works closely with pilot groups and government agencies such as the Transportation Security Administration (TSA) to advance FedEx ALPA’s strategic security goals, including the expansion of risk-based screening methods and flight deck protective programs, like the Federal Flight Deck Officer (FFDO) program; the installation of primary and secondary barriers; and addressing emerging issues, such as insiders threat on commercial aircraft, cyber security, and threatened airspace management. Recently, Preston was selected as a subject-matter expert representing both the FedEx MEC and ALPA National Aviation Security for the ASAC Air Cargo Subcommittee. In April 2015, First Officer Greene was awarded the Bronze Service Award for FFDO achievement. After beginning his U.S. Navy career in 1977, Preston attended Basic Underwater Demolition SEAL (BUDS) training qualifying as a U.S. Navy SEAL, 5326 Combat Swimmer. He later was selected for the U.S. Navy

His career spanned as a SEAL operator for both White and Black Naval Special Warfare commands, supporting both contingences and operational missions throughout various campaign theaters. He was selected for Flight training and provided direct aviation support for Black Naval Special Operations. When selected as a Naval Special Warfare warrant officer, he served as the training officer for SEAL Team Two and later was handpicked as the assistant current operations officer for the Naval Special Warfare Development Group, where he retired from the Navy in 1998. In 1998, Preston started his commercial aviation career with American Eagle as F/O on the Saab 340. Soon after, he was hired as the aviation director for an International Oil Company operating throughout North, Central, and South America, EU, and the Middle East. In 2004, Preston was hired as the chief pilot for Blackwater Aviation, supporting DOD and DOS operations in both Iraq and Afghanistan. In 2006, Preston started his FedEx career as a flight engineer on the 727. He is currently a F/O on the Airbus 300-600 based out of Memphis, Tenn. Preston hold a flight engineer rating for the 727, and is typed in the A310, CL600, HS125, DHC-4A, and the Casa 212. First Officer Greene graduated in 1993 from Embry-Riddle University and holds a BS in professional aeronautics. He and his wife, Kimberly, live in Granbury, Tex. They have three children and two grandchildren.

Captain Mark Harrison has been a pilot for both the Flying Tiger Line and FedEx for more than 28 years. His career-long involvement with ALPA includes working in varying capacities at the MEC level in communications, legislative affairs, and membership. Most recently, he was appointed as the communications coordinator for the ALPA Air Safety Organization. Mark is an award-winning filmmaker and published author. Captain Richard L. Hughey is chairman of the President’s Committee for Cargo of the Air Line Pilots Association, Int’l. Captain Hughey represents the interests of over 4,500 professional pilots of all-cargo airlines in the United States and Canada to ALPA’s president, Captain Tim Canoll. He also serves

Captain Hughey is a FedEx MD-11 pilot based in Memphis, having also flown the B-727 and served as a DC-10 line check airman. He is a graduate of Auburn University with a BS in mathematics and an MBA. A former U.S. Navy F-14 and Adversary pilot, Air National Guard F-16 pilot, and U.S. Air Force Reserve commander, Colonel Hughey is still an active reservist assigned to 1st Air Force, Tyndall AFB, Fla.

Captain Steve Jangelis is the Airport and Ground Environment chairman for the Air Line Pilots Association, Int’l headquartered in Washington, D.C., and also serves in the same capacity for the Delta Air Lines Master Executive Council Central Air Safety Committee based in Atlanta, Ga. PANELISTS & MODERATORS Captain Jangelis flies the Boeing 717 and is based in New York City. HePANELISTS & MODERATORS is type rated on the Douglas DC-9, Boeing 727 and Boeing 757/767, and was a simulator instructor, line check airman, and captain on the Boeing 727 flying both cargo exclusive and passenger operations. Captain Jangelis currently is the co-chairman of the FAA’s Runway Safety Council and is a member of the FAA Research, Engineering, and Development Advisory Committee Subcommittee for Airports. Captain Jangelis is also a member of the FAAs Airport Construction Advisory Council and serves on the Steering Committee for Bird Strike Committee USA. Jack has spent 40 years in emergency services, 35 in ARFF. He retired in 2007 as deputy fire chief from Massport Fire Rescue, responsible for emergency services Boston Logan International Airport; LG Hanscom Airfield in Bedford, Mass; and Worcester Regional Airport. He formed an ARFF consulting firm in 2007 and for the past five years has served as the ARFF subject-matter expert in support of the ARFF Research Program at the FAA Technical Center in Atlantic City, N.J. Jack was the writer for the FAA DVD ARFF Training Series, which included: Aircraft Forcible Entry, Cargo Fires on Freighter Aircraft, and High Reach Extendable Turrets. Jack is also the author or co-author of a number of

Dr. Krueger spent 20 years doing research and applications work, much of it for the commercial trucking industry. He conducted on-the-road and truck simulator studies on commercial driver fatigue, alertness, and driving performance, and he formulated commercial driver-employee health and wellness programs. For the Department of Transportation’s Federal Motor Carrier Safety Administration (FMCSA) and the American Trucking Associations (ATA), Krueger spent a decade lecturing thousands of commercial trucking safety and risk managers on two train-the-trainer courses he codeveloped—“Mastering Alertness and Managing Driver Fatigue” and “Gettin’ in Gear: Health, Wellness and Fitness for Commercial Drivers.” PANELISTS & MODERATORS PANELISTS Dr. Krueger is coauthor of five truck and bus safety studies for the Transportation Research Board (TRB) and does forensic consulting on driver fatigue crashes. Klaus Luhta serves as the chief of staff with the International Organization of Masters, Mates & Pilots, a union of licensed deck officers, vessel masters, and harbor pilots in the United States. Klaus is a U.S. Coast Guard–licensed master, attorney, and entrepreneur. Klaus focuses his efforts in the areas of maritime policy, legislation, and regulation both domestically and abroad. He regularly serves as a delegate

12 Air Line Pilots Association, International at the International Maritime Organization in London, where global maritime policy originates and is refined. He is a graduate of the United States Merchant Marine Academy. Klaus and his wife, Krista, have two sons and daughter on the way.

Mr. Stephen Moates ASI Part 121 Air Carrier Operations, Federal Aviation Administration

Acting manager AFS-220, Part 121 Air Carrier Operations, within the FAA Air Transportation Policy Division. From 1968 through 1979, Mr. Moates spent 11 years both active and reserve in the Navy. From 1977 through 2011, Mr. Moates was a pilot in the supplemental industry flying worldwide passenger and cargo operations. Captain Michael Moody Jr. PANELISTS & MODERATORS Chairman, Safety Committee, Independent Pilots Association

Michael has worked in the aviation safety field for over 15 years. Much of his focus currently is on the safe carriage of lithium batteries and pilot fatigue. Michael is actively involved in the development and integration of fire- suppression systems on cargo aircraft as well as other risk-mitigation strategies to safely carry the world’s products. He also works extensively on the negative impact fatigue has in aviation and is intimately aware of the challenges in flying all night. Michael is the chairman of the Independent Pilots Association (IPA) Safety Committee, as well as a member of the UPS/IPA Safety Task Force. He has been involved with three major NTSB accident investigations and spends many nights as captain on the B-767/B-757.

Mr. Michael O’Donnell Director, Office of Airport Safety and Standards, Federal Aviation Administration

Michael J. O’Donnell, A.A.E., joined the FAA as director of the Office of Airport Safety and Standards in June 2008. As director, his primary responsibilities lie in all airport program matters related to standards for airport design, construction, maintenance, operations, safety, and airport safety management systems, as well as for oversight of the Airport Cooperative Research Program. Before joining the FAA, Mr. O’Donnell was appointed as the executive director of the South Carolina Division of Aeronautics. As director, he was

Mr. O’Donnell is an accredited airport executive with 12 years of airport management experience at several general aviation and commercial service airports in the Northeast, including nearly seven years as airport manager of the Waterbury-Oxford Airport in Connecticut. His background includes bachelor’s and master’s degrees from Embry-Riddle Aeronautical University and six years of active-duty service in the U.S. Air Force. Mr. O’Donnell is an experienced aircraft accident investigator and ARFF fire fighter. He holds a private pilot certificate and is an experienced college professor who has taught courses in airport management, aviation history, commercial aviation safety, and airport certification. Mr. O’Donnell, his wife, Ella, and their two children, Justin and Brianna, reside in Virginia.

Gus Sarkos manages the Fire Safety Branch at the Federal Aviation Administration’s William J. Hughes Technical Center near Atlantic City, N.J. The Fire Safety Branch conducts the FAA’s Aircraft Fire Safety R&D Program and operates the most extensive civil aircraft fire test facilities in the world. He is the author of over 50 technical papers and reports related to aircraft fire safety. Mr. Sarkos participated in or oversaw the development of the following aircraft fire safety improvements in commercial airliners worldwide: seat fire blocking layers, low heat and smoke release cabin panels, floor proximity lighting, heat-resistant evacuation slides, burnthrough-resistant cargo liners, Halon 1211 extinguishers, cargo compartment fire detection and suppression systems, in-flight fire resistant and post-crash fire burnthrough resistant thermal acoustic insulation, and fuel tank inerting systems. Mr. Sarkos is the recipient of 30 awards related to aircraft fire safety PANELISTS & MODERATORS PANELISTS & MODERATORS R&D. Notable was his induction in the U.S. Space Foundation/NASA Space Technology Hall of Fame for his role in the development of fire test standards for seat blocking layers, and his receipt of the DOT Secretary’s Award for Meritorious Achievement and the Rutgers Engineering Society Distinguished Engineer Award. In 2012, Mr. Sarkos received the DOT Secretary’s Partnering for Excellence Award for efforts to enhance the safe transportation of lithium batteries aboard aircraft. Mr. Sarkos joined the FAA in 1969 as a project engineer after working at the General Electric Re-entry Systems Department. He has BS and MS degrees in Mechanical Engineering from Rutgers University.

Captain Scott Schwartz Director, Dangerous Goods Program, Air Line Pilots Association, Int’l

Scott Schwartz is the Dangerous Goods Program director for the Air Line Pilots Association (ALPA). He also serves on the International Federation of Air Line Pilots’ Associations (IFALPA) Dangerous Goods Committee and has represented both the North American and worldwide pilot communities at various regulatory and industry venues. Since completing a second term as an elected representative on the FedEx ALPA governing board in 2009, Scott has worked on dangerous goods–related issues for ALPA and IFALPA. He is a full-time MD-11 captain and line check airman flying and instructing worldwide with FedEx. Scott started flying as a general aviation pilot in 1977, and has flown for FedEx for 25 years after flying for two other airlines. Scott earned a bachelor’s degree in chemical engineering from the Massachusetts Institute of Technology in 1981 and PhD in the same field at the University of Minnesota in 1986.

Captain Don Wykoff, a pilot for Delta Air Lines, serves as the chairman of ALPA’s Flight Time/Duty Time Committee. In this role, he is responsible for the development of scheduling guidelines and best practices for the mitigation of fatigue among pilots. He served as co-chair of the FAA’s Aviation Rulemaking Committee charged with a complete overhaul of the FAA’s flight and duty regulations.

Captain Wykoff recently served as president of the International Federation of Air Line Pilots’ Associations (IFALPA). IFALPA represents over 100,000 airline pilots represented by over 100 member Associations from around the world. IFALPA’s mission is to be the global voice of professional pilots, to promote the highest level of aviation safety worldwide, and to provide representation, services, and support to its member associations. Captain Wykoff has held numerous ALPA leadership positions, including executive administrator for ALPA, and Negotiating Committee chairman for the Delta Master Executive Council. Hired by Delta in June 1988, Wykoff flies the B-737. He is a retired U.S. Air Force fighter pilot and graduated in 1979 from the University of Cincinnati with a bachelor of business administration degree, majoring in finance.
