Aviation Advisory Board Meeting Minutes August 5-6, 2010 in Unalakleet, Alaska Chairman Lee Ryan called meeting to order at 9:05am. MINUTES: Approved by the board prior to meeting – via email. Agenda Addition – Add time for public comments to agenda which could happen throughout the day as the public stops in for the meeting. Announcement from Deputy Commissioner: Deputy Commissioner Luiken thanked Chairman Lee Ryan for hosting the meeting in Unalakleet and welcomed new board members, Tom Nicolos and Mike Stedman. AGENDA: Alaska International Airports System (AIAS) and Statewide Aviation Update: Deputy Commissioner Luiken provided an overview of the AIAS. Marketing efforts of the Anchorage Airport include: 1. Plans to hire two key positions - marketing and air service development. 2. Interview with Supply Chain Management for an online story 3. Air Cargo Summit – International carriers invited to meet with representative from U.S. DOT to better understand the unique cargo transfer rights available in Alaska and to review fuel supply issues. The State is conducting a study to review fuel storage and all aspects of fuel availability at the international airports. Public Comment: Junior Johnson, Unalakleet Airport Manager expressed concern over Emmonak Airport not having a village contractor. -

CONTINUATION OF CERTAIN AIR SERVICE PURSUANT TO PUBLIC LAW NO. 116-136 §§ 4005 AND 4114(b) Docket DOT-OST-2020-0037 NOTICE OF ADJUSTMENTS TO SERVICE OBLIGATIONS Summary By this notice, the U.S. Department of Transportation (the Department) announces an opportunity for incremental adjustments to service obligations under Order 2020-4-2, issued April 7, 2020, in light of ongoing challenges faced by U.S. airlines due to the Coronavirus (COVID-19) public health emergency. With this notice as the initial step, the Department will use a systematic process to allow covered carriers1 to reduce the number of points they must serve as a proportion of their total service obligation, subject to certain restrictions explained below.2 Covered carriers must submit prioritized lists of points to which they wish to suspend service no later than 5:00 PM (EDT), May 18, 2020. DOT will adjudicate these requests simultaneously and publish its tentative decisions for public comment before finalizing the point exemptions. As explained further below, every community that was served by a covered carrier prior to March 1, 2020, will continue to receive service from at least one covered carrier. The exemption process in Order 2020-4-2 will continue to be available to air carriers to address other facts and circumstances. Background On March 27, 2020, the President signed the Coronavirus Aid, Recovery, and Economic Security Act (the CARES Act) into law. Sections 4005 and 4114(b) of the CARES Act authorize the Secretary to require, “to the extent reasonable and practicable,” an air carrier receiving financial assistance under the Act to maintain scheduled air transportation service as the Secretary deems necessary to ensure services to any point served by that air carrier before March 1, 2020. -

Summer 2019 NextGen Aviators Alaska Airmen Association and Civil Air Patrol Promote Youth Outreach Programs Youth and young professionals dreaming about becoming a pilot can find inspiration at the Great Alaska Avi- ation Gathering. At this year’s Gathering, a specific area with nine stations offered interactive activities such as airplane design, safety wiring, and a VR Drone Simulator. They had over 500 youth and young profession- al visitors. The Alaska Airmen Association is steadily increasing their youth outreach programs with their NextGen Aviators group made up of volunteer members and aviation partners. They are launching a Middle School Outreach Program, first in the Anchorage school district and then expanding to other districts out to rural Alaska. The NextGen Aviator group is working on great partnerships to make flight training, ground school, and further specialized education more available to students in Alaska. This year-round program is open to all students, 12 and up, and is where Cadets fly, learn to lead, hike, camp, get in shape, and push themselves to new limits. CAP cadets and senior members wear the US Air Force uniform since they are an official auxiliary of the Air Force. -

Winners of the prestigious Air Cargo Excellence Awards include Frankfurt Airport, Singapore Changi Airport, and Alaska’s Ted Stevens Anchorage International Airport. (ANC). The awards are signifi- cant and valued as they are determined by customers rating each airline and airport on specific crite- ria. John Parrott, airport manager at ANC says, “The airport has been recognized consistently with this award. We have shown that we are committed to working together with our cargo tenants to op- erate safely, efficiently and provide excellent service.” In addition, ANC has frequently won the Bal- chen/Post award for airfield maintenance and snow removal, even in the winter of 2011-2012, a year of record snowfall! Did you know ANC is: #2 in the US for landed weight of cargo aircraft (Memphis is #1) Among the top 5 airports in the world for cargo throughput Served nearly 5 million passengers in 2013 Ted Stevens Anchorage International Airport has won numerous snow and ice control awards. The air- port has never closed for snow. Message From Deputy Commissioner Dillingham, New Stuyahok, Koliganek, and Nunapitchuk. Her eyes were opened to not only the FAA’s challenges in maintaining NAVAIDS and weather systems, but also the state’s design, environmental and construction challenges in preserving and improving our aviation system. These visits are invaluable in keeping headquarters offices informed on what aviation means to Alaska and our rural communities. As we look towards 2015 and the FAA reauthorization bill, continual engagement is essential to ensuring the Airport Improvement Program (AIP) remains fully funded and contract As spring creeps back into Alaska I applaud the tower operations continue. -
