Stakeholder Briefing Document, InterCity West Coast Re-Franchising MAY 2011 1 Consultation Process The Department is grateful to all the organisations and individuals who took the time and effort to respond to this consultation, and to those who attended the consultation events. Their valuable comments and suggestions have been considered and are summarised in this report. The Department has endeavoured, in good faith, to produce a synopsis of each response received. These are tabulated at Appendix B. Any significant omission or incorrect emphasis is entirely unintentional. Bidders for the franchise will have access to all consultation responses submitted. The consultation document for the proposed InterCity West Coast franchise was issued by the Department on the 19th of January 2011, and closed on the 21st of April 2011. The consultation gave details of the proposed specification for the new franchise, and posed a number of questions to consultees. The closed consultation document can be found at: http://www.dft.gov.uk/consultations/closed/ 325 local authorities, agencies (such as the Office of Rail Regulation), user groups and rail industry stakeholders (including Passenger Focus) were formally consulted and were sent electronic copies of the consultation document. No formal ‘hard copy’ document was produced for this consultation exercise as part of the Department’s overall drive for efficiency savings. In addition the document was posted on the DfT website and a press notice released. All MPs with one or more stations in their Constituency served by the current franchise were also sent a copy of the consultation document and copies were also placed in the House of Commons library. -

Purpose 1.1 To advise the Committee of developments relating to Milton Keynes’ rail services. 2. Summary 2.1 West Coast Main Line Modernisation and Upgrade is now in the active planning stage. It will result in faster and more frequent train services between Milton Keynes Central and London, and between Milton Keynes Central and points north. Bletchley and Wolverton will also have improved services to London. 2.2 Funding for East-West Rail is now being sought from the Shadow Strategic Rail Authority (SSRA) for the western end of the line (Oxford-Bedford). Though the SSRA have permitted a bid only for a 60 m.p.h. single-track railway, excluding the Aylesbury branch and upgrade of the Marston Vale (Bedford-Bletchley) line, other Railtrack investment and possible developer contributions (yet to be investigated) may allow these elements to be included, as well as perhaps a 90 m.p.h. double- track railway. As this part of East-West Rail already exists, no form of planning permission is required; however, Transport and Works Act procedures are to be started to build the missing parts of the eastern end of the line. 2.3 New trains were introduced on the Marston Vale line, Autumn 1999. A study of the passenger accessibility of Marston Vale stations identified various desirable improvements, for which a contribution of £10,000 is required from this Council. -

East West Rail Consortium 13th March 2019 Agenda Item 8: West Coast Main Line Released Capacity Recommendation: It is recommended that the meeting: a) Note the update on the West Coast Main Line Released Capacity study b) Endorse the strategic issues identified in paragraph 2.6 that have been identified by England’s Economic Heartland as needing to be considered by the study c) Note that England’s Economic Heartland has established a working group of representative interests, working on a ‘task and finish’ basis to support the EEH Business Unit d) Note the update on the Old Oak Common: Future Chiltern Capacity 1. Context 1.1. The East West Rail Consortium has previously identified the strategic importance of developing rail services along the Northampton – Milton Keynes – Aylesbury – High Wycombe – Old Oak Common axis. 1.2. The opportunity to realise this occurs through a combination of the opening of East West Rail and the opening of the first stage of HS2. 1.3. The Chiltern and East West Rail Route Strategy was published by Network Rail in 2017 and identified the potential and need to develop this north- south axis, partly in response to limitations elsewhere on the network and partly in response to the potential for further passenger growth as a result of planned growth set out in locally. 1.4. Realising the potential to develop services on this north-south axis has been a long-standing strategic priority for England’s Economic Heartland and was included within the submission to the 2018 Budget. 1.5. Over and above the on-going work being taken forward by the East West Rail Company to deliver East West Rail, there are two pieces of work underway that are pertinent to realising the opportunity to deliver services on the north-south axis: London North West South CMSP – Released Capacity WCML South Old Oak Common Station: Future Chiltern Capacity 2. -

I hope you will find it as interesting, and useful, as I do and a valuable tool for the political and industrial work you do for our union. We put this handbook together to give our reps and decision makers the inside track on who really runs Britain’s railways, how they run our railways, and what they take out from our railway industry every year. Because we believe the facts and figures revealed in these pages show, with crystal clarity, the utter folly of our privatised, and fragmented, franchise system. A structure – set up by John Major, 25 years ago, and continued by Conservative governments ever since – that separates the wheels and steel and is underwritten by an enormous public subsidy from every taxpayer in this country, and sky high passenger fares, while tens of millions of pounds haemorrhage from the system into the pockets of shareholders in the form of profits and dividends, or increasingly due inefficiencies. In fact whilst the system has never worked for passengers or taxpayers, there are now signs that it doesn’t work for operators either. The franchising system has been put on hold for a couple of years now due to a lack of bidders. This means direct awards have been handed out leading to even less competition. So we now have a system that exists to maintain the system itself, not our railway. It isn’t true to say that all the train and freight operating fill the pockets of shareholders; some TOCs and FOCs are owned by public, not private, operators where shareholders do not skim the cream off the top of the milk. -

The next franchise 4 2.1 Refranchising process The InterCity West Coast franchise caters to more than 34 million journeys a and timetable 4 year, with 4.3 billion passenger miles travelled. The current franchise employs 2.2 Fares and ticketing 4 approximately 3,000 staff members and runs around 300 services per day.
