PRZEWODNICTWO: David Maria SASSOLI Przewodniczący 1. Wznowienie sesji Sesja zawieszona w czwartek 14 listopada 2019 r. została wznowiona. 2. Otwarcie posiedzenia Posiedzenie zostało otwarte o godz. 17.06. 3. Oświadczenie Przewodniczącego Przewodniczący wydał oświadczenie z okazji Międzynarodowego Dnia przeciw Przemocy wobec Kobiet, w którym wezwał do wspólnego działania na rzecz równouprawnienia, eliminacji przemocy wobec kobiet i ochrony ofiar. Zwrócił się do wszystkich państw członkowskich Unii Europejskiej o jak najszybszą ratyfikację konwencji stambulskiej. Przewodniczący poinformował, że Parlament bierze udział w inicjatywie Orange the World i że dziś wieczorem budynek Parlamentu zostanie oświetlony na pomarańczowo na znak solidarności z kobietami, które padły ofiarą przemocy. Parlament uczcił minutą ciszy pamięć tych ofiar. 4. Zatwierdzenie protokołów poprzednich posiedzeń Protokoły posiedzeń z dnia 13 listopada 2019 r. i z dnia 14 listopada 2019 r. zostały zatwierdzone. * * * Álvaro Amaro poinformował, że był obecny na posiedzeniu w dniu 13 listopada 2019 r., ale jego nazwisko nie figuruje na liście obecności. Komunikaty Przewodniczącego Przewodniczący poinformował, że zgodnie z art. 176 ust. 1 Regulaminu postanowił nałożyć sankcję na Manon Aubry w związku z jej apelem o zajęcie Parlamentu Europejskiego skierowanym do aktywistów z ruchu Extinction Rebellion w filmie nagranym w pomieszczeniach Parlamentu i zamieszczonym na jej kontach YouTube i Twitter w dniu 17 października 2019 r. Takie zachowanie stanowi poważne naruszenie art. 10 ust. 2 Regulaminu. Sankcja polega na udzieleniu nagany. C 203/4 PL Dziennik Urzędo wy U nii Europejskiej 28.5.2021 Poniedziałek, 25 listopada 2019 r. Przewodniczący postanowił również zgodnie z art. 176 ust. 1 Regulaminu nałożyć sankcję na Pierre'a Larrouturou w związku z zachowaniem niektórych osób, którym ułatwił on wejście do budynków Parlamentu w dniu 16 października 2019 r. i którym miał obowiązek towarzyszyć. Takie zachowanie stanowi poważne naruszenie art. 10 ust. 2 i 7 Regulaminu. Przewodniczący przypomniał, że posłowie są odpowiedzialni za zachowanie gości, których przyjmują w Parlamencie. Sankcja polega na udzieleniu nagany. O decyzjach poinformowano zainteresowanych posłów, którzy zgodnie z art. 177 Regulaminu mogą wnieść do Prezydium wewnętrzne odwołanie. 6. Wnioski o uchylenie immunitetu Właściwe władze niemieckie przekazały wniosek o uchylenie immunitetu Gunnara Becka w związku ze wznowieniem dochodzenia przeciw niemu przez prokuraturę generalną w Düsseldorfie. Właściwe władze bułgarskie przekazały wniosek o uchylenie immunitetu Eleny Yonchevej w ramach toczącego się przeciw niej postępowania karnego przed wyspecjalizowaną prokuraturą. Zgodnie z art. 9 ust. 1 Regulaminu wnioski te zostały przekazane właściwej komisji, tj. komisji JURI. 7. Skład komisji i delegacji Przewodniczący otrzymał od grupy ECR oraz z sekretariatu posłów niezrzeszonych następujące decyzje o zmianie składu komisji i delegacji: — komisja CULT: Gilbert Collard zamiast Catherine Griset — komisja JURI: Jean-Paul Garraud zamiast Gilberta Collarda — Delegacja do spraw Stosunków z Kanadą: Ruža Tomašić zamiast Johana Van Overtveldta Decyzje te wchodzą w życie z dniem dzisiejszym. 8. Sprostowania (art. 241 Regulaminu) (dalsze postępowanie) Sprostowania P8_TA-PROV(2019)0178(COR01), P8_TA-PROV(2019)0374(COR01), P8_TA-PROV(2019)0376(COR01) i P8_TA-PROV(2019)0375(COR01)zostały ogłoszone na posiedzeniu plenarnym w środę 13 listopada 2019 r. (pkt 10 protokołu z dnia 13.11.2019). Ponieważ żadna grupa polityczna ani posłowie w liczbie stanowiącej co najmniej niski próg nie złożyli wniosku o poddanie sprostowań pod głosowanie zgodnie z art. 241 ust. 4 Regulaminu, sprostowania te uważa się za zatwier- dzone. 9. Negocjacje przed pierwszym czytaniem w Parlamencie (art. 71 Regulaminu) (podjęte działania) Przewodniczący ogłosił, że nie wpłynął do niego wniosek złożony przez posłów lub grupę polityczną (grupy polityczne) w liczbie stanowiącej co najmniej średni próg w sprawie decyzji o przystąpieniu do negocjacji międzyinstytucjonalnych, ogłoszonej w protokole ze środy 13 listopada 2019 r. (pkt 8 protokołu z 13.11.2019 r.). Komisja LIBE mogła w związku z tym rozpocząć negocjacje po upływie terminu określonego w art. 71 ust. 2 Regulaminu. 28.5.2021 PL Dziennik Urzędo wy U nii Europejskiej C 203/5 Poniedziałek, 25 listopada 2019 r. 10.     COMMON STATEMENT ON THE US-EU WINE TRADE RELATIONSHIP June 14, 2021 The EU and the US wine sectors play a critical role in supporting a vibrant transatlantic trade relationship. This sector is an essential driving force for many rural economies and for a significant number of medium and small enterprises. The undersigned deeply regret that the wine sector, as a notable industry in our two economies is sometimes caught in the crosshairs of unrelated trade disputes, causing economic damage to producers, and putting the millions of jobs that they support at risk. Consumers are also victims of those trading conflicts, which can lead to higher prices and reduced consumer choice. We urge the European Union and the US to resolve current trade disputes, to stop any related retaliatory action against wine exports, and to strengthen their bilateral partnership in order to avoid any sanctions against those sectors, including in the context of the current World Trade Organization Large Civil Aircraft Airbus-Boeing disputes. As legislators and policy makers on both sides of the Atlantic, we acknowledge the importance and benefits of strengthening this bilateral partnership. Both the U.S. and the EU are each other’s largest export markets, with the total wine trade reaching more than $5.3 billion (€4.5 billion) annually, creating jobs and investment and supporting sustainable agriculture on both sides of the Atlantic. We ask our governments to further support the economic vitality and diversity of our wine sectors by working to remove all tariffs on wine to achieve a “zero for zero” wine trade environment.

    23 maggio 2019 15:19 Europee, Pd: Per ogni euro speso in sicurezza investire 1 euro in cultura Il Partito democratico si presenta alle europee con la lista unitaria “Pd-Siamo Europei”, con un simbolo comune per il Pd guidato da Nicola Zingaretti e il manifesto/movimento di Carlo Calenda. I capilista del Pd sono Giuliano Pisapia, Carlo Calenda, Simona Bonafé, Franco Roberti e Caterina Chinnici. Nel programma dem alle elezioni europee si parla di cultura nei capitoli dedicati a istruzione e sicurezza. Nello specifico, il Pd rilancia l’idea di una Carta europea dello studente: “Entro il 2021 - si legge nel programma - attuare la nostra proposta di una E-Card dello studente per accedere in tutta Europa a facilitazioni, prestazioni e servizi (alloggi, musei, teatri, librerie e altri servizi culturali)”. Per il Pd, inoltre, la cultura è un’alleata per “garantire la sicurezza” e “la piena integrazione sociale di tutti i cittadini, a cominciare dai giovani”: la proposta che i dem rilanciano (ne parlava già Matteo Renzi quando era premier) è di “investire 1 euro in cultura per ogni euro speso in sicurezza”. LE BATTAGLIE TARGATE PD IN EUROPA Europa Creativa, importazione di beni culturali, Anno europeo del patrimonio culturale: molte le battaglie che negli ultimi anni hanno visto proprio il Partito democratico scendere in campo per una nuova politica culturale europea. L’Anno europeo per il patrimonio culturale (2018) è stato un successo europeo e italiano. L’eurodeputata Silvia Costa si è infatti battuta fin dal 2014, come presidente della commissione Cultura del Parlamento europeo, affinché venisse dedicato un anno tematico al patrimonio culturale (l’unico organizzato dalla Commissione Juncker).

Additionally, the Regulation should help strengthening the European Union’s strategic resilience and global economic competitiveness, maintaining its energy security and affordability, boosting growth and job creation and supporting a just and inclusive energy transition that leaves nobody behind. However, to what extent the Taxonomy Regulation will ultimately meet these expectations depends primarily on the technical screening criteria (TSC) defined in the Delegated Act on climate change mitigation and adaptation. We understand the European Commission will publish it later this month, whereupon the European Parliament may make full use of its scrutinizing prerogatives under Article 290 TFEU. In advance of its publication, we would like to share with you some of our major concerns regarding the revised draft version of this delegated act. Firstly, it is indispensable that the Taxonomy Regulation takes into account transition at the energy system level and supports the most cost-efficient decarbonisation pathway for each Member State in line with the principle of technology neutrality. In this context, it is key to acknowledge the role of gaseous fuels.
