Torbay Council representative on the Heart of the South West Joint Committee Talking Points for the meeting of the Council held on 21 June 2018 Joint Committee The second meeting of the Heart of the South West Joint Committee was held on 25 May 2018 at Devon County Hall. Councillor David Fothergill, Leader of Somerset County Council, was unanimously re- elected Chairman of the Joint Committee and Councillor John Tucker, Leader of South Hams District Council, appointed Vice-chairman. Productivity Strategy and Delivery Plan The Joint Committee considered framework for the Delivery Plan for the Heart of the South West’s Productivity Strategy. The Delivery Plan will be based around a series of opportunities which will be delivered through a range of tools or investments: o Opportunities in our transformational sectors: . Digital – Creative, Big Data and Photonics . Advanced Engineering – Marine, Nuclear and Aerospace . Healthy Ageing o Opportunities in our bedrock sectors: . Agriculture, food and drink . High value tourism . Defence o Enabling Opportunities: . Construction . Housing . Energy . Infrastructure It is recognised that across these opportunities will have elements which impact on our rural and coastal communities and that sometimes these will need to be packaged distinctly. Peninsula Sub-National Transport Body The Joint Committee noted the work that is underway to establish a Sub-National Transport Body (STB) for the South West Peninsula. The emerging approach is for two STBs to be formed in the South West – Western Gateway covering BANES, Bristol, Gloucestershire, North Somerset, South Gloucestershire, Wiltshire, Bournemouth, Poole and Christchurch; and Peninsula covering Cornwall, Devon, Somerset, Plymouth and Torbay and potentially Dorset (after their reorganisation).

INGLEWOOD INQUIRY JANUARY 2021 STATEMENT TO INQUIRY BY BRIAN PAYNE Introduction and qualifications I am Brian Payne, resident for 40 years of Broadsands, a “village” within the area covered by the Brixham Peninsula Neighbourhood Plan [BPNP]. I am Chairman of both the Churston Galmpton and Broadsands Community Partnership, and the Brixham Community Partnership. The area covered by these Community Partnerships coincides exactly with that of the BPNP. I worked for 4 years as part of the volunteer team who created the BPNF approved at referendum on 2 May 2019. I co-authored and edited the Policy Document and authored, edited or oversaw the substantial Design Statements forming part of the plan I am part of a small NF Steering Group which has endeavoured to monitor and safeguard the stewardship post-adoption of the Plan by the LPA – a role proving very necessary in the light of experience to date. This inquiry will hear much evidence from “experts” on various technical and legal issues. There will, however, be no expert evidence from the principal parties either on the Neighbourhood Plan, or on the wishes, aspirations or vision of the communities potentially suffering this development. I probably represent the nearest approximation of an expert on both matters, thanks both to those local qualifications I have just listed, and to my former status as a Member of the Expert Witness Institute, specializing in forensic accountancy. Until a few weeks ago I was due to appear for the rule 6 Party as an expert on the genesis, ambitions, aspirations and intentions underpinning BPNP’s policies directly ruling out this site from future development.

ABSTRACT The creation of eleven directly elected mayors in England between 2002 and 2005, as part of the Labour Government©s wider local government reform, altered local governance in those localities. The 1998 White Paper Modern Local Government identified three key weaknesses in the previous local government system: a lack of leadership, legitimacy and accountability. The main question the thesis sought to answer was: what was the political difference made by the introduction of executive mayors in England.? The key issue in this study was to assess if executive mayors have improved the efficiency, the transparency or the accountability of local government The investigation of the executive mayoral option employed an analytical framework to measure change on three dimensions of efficiency, transparency and accountability.
