Dear Team Delegation,

On behalf of the IOC Boxing Task Force, it is my pleasure to share with you the Team Delegations’ Handbook for the World Boxing Road to Tokyo – Paris event.

This is the last of five Olympic Boxing Qualifying Events, and it is with high expectations that we prepare ourselves to see the boxing world come together in one of the most iconic cities on the planet. The excitement will surely be intense throughout the eight days of competition – and, at the end, we will meet the winners of the last tickets to the boxing tournament at the Olympic Games Tokyo 2020.

The dream is still alive for many boxers worldwide, and the IOC Boxing Task Force (BTF) has worked hard to guarantee a fair playing field to all participants – always with the athletes and teams as our utmost priorities.

The BTF would like to thank the French National Olympic and Sports Committee and the French Boxing Federation for opening their doors to the sport of boxing and the world. Paris is a city filled with Olympic traditions and is well into preparations for hosting the Olympic Games for its third time, in 2024. We are happy that the French capital is the proud host of the final Boxing Road to Tokyo event.

The tension will be high in Paris, and tears of both joy and heartbreak will certainly fall, but what I am really looking forward to is the competitive and still harmonious atmosphere that makes boxing a special sport.

On behalf of the French Boxing Federation (FFBoxe), we welcome you – boxers, coaches, officials, leaders – to Villebon-sur-Yvette in the suburbs of Paris, France, for the World Boxing Road to Tokyo – Paris. We are honoured to have the confidence of the IOC Boxing Task Force to organise the final qualifying event for the Olympic Games Tokyo 2020.

We are committed to providing athletes from all countries with ideal hosting and organising conditions, because they must remain at the heart of our concerns. As such, Paris is an ideal and central place to welcome delegations from around the world. As the host city for the Olympic Games 2024, the “City of Light” will organise this event with an international dimension. By hosting this ultimate Olympic qualification event, France is determined to offer a unique and exceptional environment, a unique scene, to promote our discipline in the best conditions to the Olympic Movement, the media, partners and the general public. Paris is the leading tourist destination in the world and we must rely on this force to highlight our sport.

The Ministry of Sports, the National Sports Agency, the French National Olympic and Sports Committee, the Île-de-France Region, the Departmental Committee of Essonne and the Organising Committee for the Olympic Games Paris 2024 will work together to support FFBoxe and deliver an event that meets our ambitions. 1. Organiser The French Boxing Federation (FFBoxe) has been entrusted with the organisation of the World Olympic Boxing Qualifying Event. FFBoxe was established in February 1903 to manage the development of French boxing and steer the boxing sports performance policy in French territory and internationally. FFBoxe has 60,000 members in 950 clubs across France.

3. Competition Format a. Event Regulations In line with the mandate of primarily delivering the Olympic Boxing Qualifying Events and the boxing tournament at the Olympic Games Tokyo 2020, and considering the proximity to the Olympic Games Tokyo 2020, the IOC Boxing Task Force has considered it appropriate to refer to the existing AIBA Technical & Competition Rules (the “AIBA Rules”) to the extent that these rules are relevant for the Olympic Boxing Qualifying Events and the boxing tournament at the Olympic Games Tokyo 2020, and to complement the AIBA Rules with specific amendments only as and where necessary and/or adequate in this context. In the interest of sporting fairness, the IOC Boxing Task Force has endeavoured to restrict the amendments to those that increase transparency and credibility while limiting their impact on the actual sport practice for the Boxers.

Accordingly, the AIBA Rules, effective as of 9 February 2019 and as amended by the IOC Boxing Task Force Amendments (together the “BTF Event Regulations”), shall constitute the IOC Boxing Task Force Event Regulations, applicable at the Olympic Boxing Qualifying Events and the boxing tournament at the Olympic Games Tokyo 2020.

• Seedings will be in place for the Official Draw, conducted in accordance with the IOC Boxing Task Force rankings and taking past competition performances into consideration. • The Official Draw will be conducted by Swiss Timing through an electronic random draw for all non-seeded Boxers. • Two rings will be used throughout the competition. • Medals will not be awarded during this event. Once a boxer has qualified for the Olympic Games Tokyo 2020, his or her tournament will be over.

b. Competition Officials All officials will be reviewed to ensure they meet the selection criteria in areas including but not limited to experience levels, certifications and historical performances. In addition, all Technical Delegates, International Technical Officials and Referees & Judges must be AIBA-certified individuals according to their roles.

5. Registration All registration applications and entries submitted for the World Boxing Road to Tokyo – Paris must be completed electronically via the Event-Works Registration System (EW) in accordance with the process outlined in the Team Delegations’ Handbook for each continental qualifying event.

All NOCs/NFs will receive an invitation, which will allow you to access your EW registration page from one (1) day prior to start of the registration period. The email will include technical instructions. If the NOC/NF did not participate in a continental qualifying event and has therefore not previously completed and submitted an Organisation Consent and User Account Form, the NOC/ NF must first complete and submit this form before they are given access to the EW registration page.

Submitted entries must be agreed, verified and approved by the relevant NOC and NF. Each NOC/NF may bring a Team Delegation of no more than 29 accredited individuals.

Data to be submitted and verified NOC/NF designated users are responsible for submitting the personal data on behalf of each member of their Team Delegation, and for ensuring that the personal information provided during the registration application and entries submission is accurate. The following data fields in EW must be completed – or verified, if already entered before – for all Team Delegation members:

In addition to the fields above, the following data fields must be completed for all registered boxers:

Athletes’ Preferred Family and Given Names, Date of Birth and Gender provided by NOCs/NFs will be validated by the IOC Boxing Task Force.

Other documents required for participation may be submitted through EW. Please refer to section 21 for more information.

a. Participating Boxers & Sport Entries Submission NOCs/NFs may register a maximum of one (1) competing boxer and one (1) reserve boxer for each of the 13 weight categories listed below, provided that they have not already qualified an athlete in that specific weight category at one of the continental qualifying events. The maximum number of athletes that each NOC/NF may enter to participate is 13. As outlined in the Qualification System (Section C: Athlete Eligibility), athletes must have been born between 1 January 1980 and 31 December 2001.

Please note that reserve athletes will not be accredited as competing boxers unless they replace the primary entered athlete no later than at the Sport Entries Check.

It is important to select the competing boxer in EW using the Sport Entries module. Please refer to the EW Technical Instructions for more information.

b. Team Officials The total number of Team Officials that may be accredited per NOC/NF depends on the number of competing boxers. Each Team Delegation may include the following accredited Team Officials: • 1 Team Manager • 1 Team Doctor (must be registered within their NF) • 1 Physiotherapist • AIBA-certified Coaches with ringside access: o 1–3 Boxers: Up to 3 Coaches o 4–8 Boxers: Up to 6 Coaches o 8–13 Boxers: Up to 8 Coaches

Each Boxer may be accompanied to the ring by up to three (3) Seconds. However, only two (2) Seconds may mount the apron of the ring and only one (1) may enter the ring. • All boxers must be accompanied by at least one (1) AIBA-certified Coach (1, 2 or 3-Star) at ringside during the bouts. • One of the three (3) Seconds may be an AIBA-certified Team Cut Technician. • Registered national-level coaches who are not AIBA-certified must be registered as Extra Team Officials in accordance with section 5c (below). Coaches who are registered as Extra Team Officials may access the warm-up areas and the field of play only when accompanied by an AIBA-certified Coach.

c. Extra Team Officials If a Team would like to register any additional Team Delegation members who are not covered by the categories outlined in sections 5a and 5b (above), they must register them as Extra Team Officials.

Each Team Delegation may register a maximum of five (5) Extra Team Officials, who must either be linked to the NF (e.g. President, Secretary General, board member, administrative staff, nutritionist, national coach of a participating Boxer, additional doctor, cut technician, etc.) or be a member of the NOC.

No Team Delegation will be allowed to register more than five (5) Extra Team Officials. Team Delegations should book spectator tickets for any additional individuals through the Local Organising Committee (LOC).

6. Sport Entries Check The Sport Entries check will take place on 9 and 10 May 2020.

The IOC Boxing Task Force will inform Team Delegations of their exact appointment time prior to the event. Each Team Delegation will have a 10-minute appointment with International Technical Officials (ITOs), selected by the IOC Boxing Task Force, in order to confirm their Sport Entries, uniforms, medical documents, national flag and anthem, and other relevant elements. The Sport Entries check is mandatory for all Team Delegations, and teams should make all necessary arrangements to arrive in good time to meet their appointment. A Team Delegation will not receive its accreditations until it has completed its Sport Entries check.

Each Team Delegation may appoint a maximum of two (2) people to attend its Sport Entries check. The IOC Boxing Task Force recommends appointing the Team Manager and the Team Doctor.

Team Delegations must provide the following documents for each boxer, signed and completed as required: • Copy of passport • Boxer’s Record Book • Medical certificate issued within the previous three (3) months • Uniform and robe (if applicable)

Important: Please note that the presence of your representative(s) is mandatory at the Sport Entries check. If your Team Delegation’s representative(s) do(es) not attend the scheduled appointment, the Team Delegation’s registration will not be valid, the Team Delegation will not receive any accreditations and your boxer(s) will not be able to take part in the competition.

In order to complete the Sport Entries process and receive their accreditations, all Team Delegations must have fully paid the LOC for their accommodation. If a Team Delegation has not paid for its accommodation in full by 17 April in line with the schedule detailed in Section 11, its rooms will be cancelled.

7. Qualification System for the Olympic Games Tokyo 2020 a. Quota Places A total of between 47 and 56 quota places will be allocated at the World Boxing Road to Tokyo – Paris, as follows:

8. Confirmation of Quota Places for the Olympic Games Tokyo 2020 The IOC Boxing Task Force will inform the respective NOCs of their allocated quota places within three (3) working days of the conclusion of the event. The NOCs will then have one (1) week to confirm to the IOC Boxing Task Force if they wish to use the quota places.

If an allocated quota place is not confirmed by the NOC by the confirmation of quota place deadline or is declined by the NOC, the quota place will be reallocated to the next highest ranked athlete in accordance with Rule Amendment 16.5, as detailed in the BTF Event Regulations, in the respective weight category where the quota place was obtained, respecting the criteria outlined in Section C of the Olympic Games Tokyo 2020 Boxing Qualification System.

For the avoidance of doubt, the definition of “next highest ranked athlete” refers to the athlete who has lost to the boxer in question (boxer who did not accept the quota place or had it denied) in the specific bout that determined the qualification.

9. Visa & Entry Requirements All members of international Team Delegations must present appropriate valid passports and visas when entering France unless they are visa-exempt according to current agreements and regulations.

a. Citizens of Selected European Countries If you are a citizen of the European countries listed below, you can move and stay freely for a period of three (3) months in France if you have a valid passport or identity document in case you are subject to identity checks while in the territory: • Austria • Estonia • Italy • • Latvia • • Switzerland • • Liechtenstein • Portugal • • Greece • Lithuania • • Cyprus • Hungary • Luxembourg • Slovakia • Czech Republic • Iceland • Malta • Slovenia • • Ireland •

b. Citizens of Other Countries To be able to enter France and stay in the country for up to three (3) months in France, citizens of countries other than those mentioned above must normally be in possession of a =type-C “short stay” visa, which is common to all Schengen states. A type C visa allows the bearer to enter and stay in France and the other Schengen countries (with some exceptions).

The LOC will provide visa support letters to athletes, Team Officials and Extra Team Officials, as well as instructions on how to complete the necessary visa application forms. All participants should apply at the nearest French Embassy or representation in order to receive their visas. Applicants are responsible for all costs related to visa fees and taxes. All passports must be valid for at least six (6) months from the date of arrival and must contain blank page(s) for visa(s).

10. Transportation a. Arrivals & Departures The official airports for arrivals and departures are Paris Charles de Gaulle (CDG) and Paris Orly (OLY). Paris Gare du Nord rail station is also a port of arrival.

All registered persons must submit the following details through EW no later than 17 April 2020: • Arrival date & time • Arrival flight or train number • Number of bags per passenger • Departure date & time • Departure flight or train number

Please refer to the EW Technical Instructions for further guidance.

After arriving in the country and clearing customs, all registered individuals will be welcomed by our volunteers, who will guide you to your shuttle for your hotel.

b. Ground Transportation The LOC will provide transportation for journeys to/from the official airports and Paris Gare du Nord rail station, and journeys between the official team hotels and the competition/training venue. Timetables will be displayed on information boards in the lobby of each official hotel, where volunteers will be available to provide guidance and information. Please note that non-accredited persons will be responsible for their own ground transportation.

11. Accommodation All Team Delegations are responsible for covering the costs of their accommodation for the entire period of the World Boxing Road to Tokyo – Paris (12 nights, 9–21 May, or 11 nights, 10–21 May). The LOC has secured rooms in some hotels for special nightly rates that include three meals per day.

Team Delegations must submit room requests and rooming lists via EW no later than 23:59 (GMT+1) on the following deadlines: • Africa: 14 March 2020 • Asia/Oceania: 25 March 2020 • Europe: 6 April 2020 • Americas: 17 April 2020

Team Delegations must pay for their accommodation via bank transfer directly to the LOC: • 50% of the total on their booking request • The balance no later than 17 April 2020

The nine Team Delegation hotels are all close to the competition venue. All hotels will offer free Wi-Fi and full-board accommodation with buffet meals for breakfast, lunch and dinner. Accommodation is in a variety of bedrooms, including single rooms (one large bed) and twin rooms (two beds), all of which have en-suite bathrooms.

A regular shuttle service will operate from all hotels to and from the competition and training venue. Delegations will be allocated their hotel(s) of choice on a first-come, first-served basis upon confirmation payment.

Accreditations will not be issued until the Team Delegation has paid the LOC in full for its accommodation. If a Team Delegation has not paid for in full by 17 April in line with the schedule above, its rooms will be cancelled.

The hotels are listed below in order of their distance in minutes from the competition venue. All room rates below are per person, per night. Twin room rates are based on two people sharing.

The LOC will publish the training schedule after the registration deadline.

13. Equipment & Uniforms Professional hand wraps, boxing gloves, headgear, training gear and rings will be provided by the IOC Boxing Task Force.

As per the BTF Event Regulations, professional hand wraps are mandatory for both men and women.

For all bouts, boxers must wear uniforms and/or robes that comply with the BTF Event Regulations.

14. Ticketing Tickets will be sold online and at the competition venue. More information on ticketing will be released closer to the event.

15. Image Rights & Video Recording A Host Broadcaster will film promotional video and official photographers will take still images of boxers before and during the World Boxing Road to Tokyo – Paris. All training sessions will be open to the media unless a Team Delegation specifically asks for the venue to be closed. By participating in the event, each boxer and Team Delegation member agrees to release his/her image rights to the IOC.

Video recording for broadcasting purposes of any kind will not be allowed.

16. Athlete365 Athlete365 is the key digital location where boxers and officials can find information about each event and about the Games.

Athlete365 will make the road to Tokyo 2020 as smooth as possible by keeping you updated with the latest developments and providing access to Team Delegations’ Handbooks, Registration Forms, BTF Event Regulations and Competition Schedules. You can access all this information and more at https://boxing.athlete365.org.

17. Mandatory E-Learning Course All athletes must take an e-learning course on the topic of competition manipulation before the event in order to help ensure it is conducted as fairly as possible. Athletes will be able to access information on the topic online at https://boxing.athlete365.org, and must create an account on the site in order to access the course.

The course is available in 10 languages. It will take approximately 15 minutes to complete. After the athlete has completed the course, they must take a quiz to test their knowledge.

Individuals scoring 80% or higher on the quiz will receive an electronic certificate. Athletes that fail the quiz will be given the opportunity to retake the course and the quiz.

All athletes participating in the Olympic Games Tokyo 2020 must have passed the e-learning course.

18. Anti-Doping The IOC Executive Board has decided to extend the application of the existing IOC Anti-Doping Rules for the Olympic Games Tokyo 2020 to the Olympic Boxing Qualifying Events and the athletes participating in them.

Doping controls will be conducted in accordance with the World Anti-Doping Code.

In accordance with World Anti-Doping Agency (WADA) regulations, blood testing may be conducted during the World Boxing Road to Tokyo – Paris.

Previously existing Therapeutic Use Exemptions (TUEs) will be reviewed and recognised if they have been granted in accordance with the International Standard for Therapeutic Use Exemptions (ISTUE; https://tinyurl.com/ISTUE).

New TUE applications made before the event should follow the normal applications process, and should be submitted to the respective National Anti-Doping Organisation (NADO; https://tinyurl.com/NADOSLIST).

19. Medical Services The LOC will provide first aid during the entire event period to any participant who suffers from a sports injury contracted during the event.
