The Host City 16 First published February 2020 TEAM DELEGATIONS’ HANDBOOK FOR THE WORLD BOXING ROAD TO TOKYO – PARIS 2 World Boxing Road to Tokyo – Paris Welcome Dear Team Delegation, On behalf of the IOC Boxing Task Force, it is my pleasure to share with you the Team Delegations’ Handbook for the World Boxing Road to Tokyo – Paris event. This is the last of five Olympic Boxing Qualifying Events, and it is with high expectations that we prepare ourselves to see the boxing world come together in one of the most iconic cities on the planet. The excitement will surely be intense throughout the eight days of competition – and, at the end, we will meet the winners of the last tickets to the boxing tournament at the Olympic Games Tokyo 2020. The dream is still alive for many boxers worldwide, and the IOC Boxing Task Force (BTF) has worked hard to guarantee a fair playing field to all participants – always with the athletes and teams as our utmost priorities. The BTF would like to thank the French National Olympic and Sports Committee and the French Boxing Federation for opening their doors to the sport of boxing and the world. Paris is a city filled with Olympic traditions and is well into preparations for hosting the Olympic Games for its third time, in 2024. We are happy that the French capital is the proud host of the final Boxing Road to Tokyo event. The tension will be high in Paris, and tears of both joy and heartbreak will certainly fall, but what I am really looking forward to is the competitive and still harmonious atmosphere that makes boxing a special sport. We are honoured to have the confidence of the IOC Boxing Task Force to organise the final qualifying event for the Olympic Games Tokyo 2020. We are committed to providing athletes from all countries with ideal hosting and organising conditions, because they must remain at the heart of our concerns. As such, Paris is an ideal and central place to welcome delegations from around the world. As the host city for the Olympic Games 2024, the “City of Light” will organise this event with an international dimension. By hosting this ultimate Olympic qualification event, France is determined to offer a unique and exceptional environment, a unique scene, to promote our discipline in the best conditions to the Olympic Movement, the media, partners and the general public. Paris is the leading tourist destination in the world and we must rely on this force to highlight our sport. The Ministry of Sports, the National Sports Agency, the French National Olympic and Sports Committee, the Île-de-France Region, the Departmental Committee of Essonne and the Organising Committee for the Olympic Games Paris 2024 will work together to support FFBoxe and deliver an event that meets our ambitions. Organiser The French Boxing Federation (FFBoxe) has been entrusted with the organisation of the World Olympic Boxing Qualifying Event. FFBoxe was established in February 1903 to manage the development of French boxing and steer the boxing sports performance policy in French territory and internationally. Competition Format a. Event Regulations In line with the mandate of primarily delivering the Olympic Boxing Qualifying Events and the boxing tournament at the Olympic Games Tokyo 2020, and considering the proximity to the Olympic Games Tokyo 2020, the IOC Boxing Task Force has considered it appropriate to refer to the existing AIBA Technical & Competition Rules (the “AIBA Rules”) to the extent that these rules are relevant for the Olympic Boxing Qualifying Events and the boxing tournament at the Olympic Games Tokyo 2020, and to complement the AIBA Rules with specific amendments only as and where necessary and/or adequate in this context. In the interest of sporting fairness, the IOC Boxing Task Force has endeavoured to restrict the amendments to those that increase transparency and credibility while limiting their impact on the actual sport practice for the Boxers. Accordingly, the AIBA Rules, effective as of 9 February 2019 and as amended by the IOC Boxing Task Force Amendments (together the “BTF Event Regulations”), shall constitute the IOC Boxing Task Force Event Regulations, applicable at the Olympic Boxing Qualifying Events and the boxing tournament at the Olympic Games Tokyo 2020. • Seedings will be in place for the Official Draw, conducted in accordance with the IOC Boxing Task Force rankings and taking past competition performances into consideration. • The Official Draw will be conducted by Swiss Timing through an electronic random draw for all non-seeded Boxers. • Two rings will be used throughout the competition. • Medals will not be awarded during this event. Once a boxer has qualified for the Olympic Games Tokyo 2020, his or her tournament will be over. b. Competition Officials All officials will be reviewed to ensure they meet the selection criteria in areas including but not limited to experience levels, certifications and historical performances. In addition, all Technical Delegates, International Technical Officials and Referees & Judges must be AIBA-certified individuals according to their roles.
