Grayson Introduction During a five-day visit to the United States in February 2008, Mexican President Felipe Calderón lectured Washington on immigration reforms that should be accomplished. No doubt he will reprise this performance when he meets with President George W. Bush and Canadian Prime Minister Stephen Harper in New Orleans for the annual North American Leaders Summit on April 20-21, 2008. At a speech before the California State Legislature in Sacramento, the visiting head-of-state vowed that he was working to create jobs in Mexico and tighten border security. He conceded that illegal immigration costs Mexico “a great deal,” describing the immigrants leaving the country as “our bravest, our youngest, and our strongest people.” He insisted that Mexico was doing the United States a favor by sending its people abroad. “Americans benefit from immigration. The immigrants complement this economy; they do not displace workers; they have a strong work ethic; and they contribute in taxes more money than they receive in social benefits.”1 While wrong on the tax issue, he failed to address the immigrants’ low educational attainment. This constitutes not only a major barrier to assimilation should they seek to become American citizens, but also means that they have the wrong skills, at the wrong place, at the wrong time. Ours is not the economy of the nineteenth century, when we needed strong backs to slash through forests, plough fields, lay rails, and excavate mines. -

Olson SUMMARY: • Mexicans go to the polls on July 1st to elect a president for a single six-year term, 128 Senators, 500 Deputies, 6 governors and the Mayor of Mexico City.1 Polls suggest that the long-ruling PRI is poised to return to power after a 12-year hiatus.2 • Polls have consistently shown former PRI governor Enrique Peña Nieto with a commanding lead, lending a sense of inevitability to the campaign. Efforts by opponents to cast the return of the PRI as a step back to an “authoritarian” and “undemocratic” past have reduced the frontrunner’s lead slightly, but it appears that a plurality of Mexicans see Peña Nieto and the PRI as capable of delivering a better future. -

SPRING 1984 3 Cinematic Image and National Identity in Fuentes9 Orquídeas a la luz de la luna Lanin A. Gyurko Orquídeas a la luz de la luna, the third and most recent drama by the Mexican author Carlos Fuentes, provides a fascinating evocation of two of Mexico's greatest cinematic actresses, Dolores Del Rio and María Félix. This complex drama constitutes a play-within-a-play. It presents two aging chicanas, Dolores and Maria, living in seclusion in an apartment in Venice, California, who identify so strongly with the screen personalities of Dolores Del Rio and Maria Félix that they—paralleling the self-deluded Don Quijote, who, intoxicated by his readings of the novelas de caballerías, sallies forth as a caballero andante— believe, in their self-delusions, that they actually have become these two cinematic stars. Thus they seek desperately to convince one another, the very audience watching Orquídeas a la luz de la luna, and the mysterious and sinister Fan who one day arrives at their apartment, that they are these two legendary actresses. Having failed at their cinematic careers in their native land, Mexico, the two central characters of Fuentes' drama emigrate to the United States, where they attempt to pursue the glamorous illusion of a Hollywood film career. Denied entrance to their El Dorado, they are forced instead to dwell in a limbo realm, a shoddy apartment that is more like a penitentiary cell, symbolizing how much they remain entrapped in their fantasies. Here the two chicanas engage in a bizarre cult of their cinematic idols, even constructing altars to them, thus from the very start transforming María Félix and Dolores Del Rio into household gods. -

History of Mexico Written by Sarah Collinge Mexico is a country rich in history, tradition, and culture. It is home to more than 100 million peo- ple and is the largest Spanish-speaking nation in the world. The people of Mexico represent a rich blend of Indian and Spanish cultures. Mexico’s history can be divided into two major time periods: the period before the arrival of the Eu- ropeans, and the period that followed it. Reminders of Mexico’s past are found in the ruins that still exist throughout Mexico. Early Mexico The Olmecs The Olmec people made up Mexico’s first known society. These early people flourished from 1200 to 900 BC. Giant head sculptures carved by these ancient people still remain. The Mayan People From 250 AD to around 900 AD the Mayan civilization flourished in Mexico. It is estimated that during this time period the Mayan population averaged about 8 million. The ancient Mayan city of Chichen Itza, located in southeastern Mexico, reveals clues to the Mayans’ marvelous past. Mayan people are noted for their early un- derstanding of astronomy and for creating a sophisticated language. At Chichen Itza you can view monuments, temples, and ball courts built in this early time period. While their ancient civilization lies in A temple at the Mayan city, ruins, the Mayans are still living and surviving. More than 6 million Chichen Itza. Mayans live throughout Mexico, Belize, and Guatemala. The Toltec People In 900 AD, the Toltec people began to transform the small farming community of Tula into a thriv- ing capital city, which would become a home to an estimated 30,000 people. -

Conservative Felipe Calderón of the National Action Party (PAN) narrowly defeated Andrés Manuel López Obrador of the leftist Party of the Democratic Revolution (PRD) in a highly contested election. Final results of the presidential election were only announced after all legal challenges had been settled. On September 5, 2006, the Elections Tribunal found that although business groups illegally interfered in the election, the effect of the interference was insufficient to warrant an annulment of the vote, and the tribunal declared PAN-candidate Felipe Calderón president-elect. PRD candidate López Obrador, who rejected the Tribunal’s decision, was named the “legitimate president” of Mexico by a National Democratic Convention on September 16. The electoral campaign touched on issues of interest to the United States including migration, border security, drug trafficking, energy policy, and the future of Mexican relations with Venezuela and Cuba. LADB Article Id: 52662 ISSN: 1054-8890 Ex-President Carlos Salinas de Gortari Rumored to Return to Mexican Politics by LADB Staff Category/Department: Mexico Published: 2003-07-23 Former President Carlos Salinas de Gortari (1988-1994) has reappeared as an influential figure in the Mexican political scene. Reports surfaced after the 2003 mid-term elections that the former president had played a major behind-the-scenes role in the campaigns of several of his fellow members of the Partido Revolucionario Institucional (PRI), although no one could offer any concrete proof that the president actually participated in electoral activities. With or without Salinas' help, the PRI won four gubernatorial races and a plurality of seats in the congressional election, leaving the party in a strong position to dictate the agenda in the Chamber of Deputies during the 2003-2006 session (see SourceMex, 2003-07-09). Still, Salinas' return to prominence marks a major turnaround from the mid-1990s, when the president went into self-imposed exile to Ireland and Cuba after taking the blame for the 1994 peso devaluation and the ensuing economic crisis. -

The First 150 Days of Vicente Fox Rocío Ramos de Villarreal Abstract At the beginning of the twenty-first century, Mexico, the twelfth-largest economy in the world and the second-largest trading partner of the US, finds itself undergoing profound transformations. After more than seven decades with a hegemonic party exercising presidential power, the country is now immersed in a full-fledged democratic process, after a ‘silk transition’. Politically, there has been a fundamental transformation in the scope of presidential rule and the relationship between the president and Congress. Whereas the legislative branch was subordinate to the executive for over half a century, Mexico’s new democracy has ushered in a Congress that is more powerful and independent, and the president now needs to lobby and negotiate with it. In this context, the ability to pass reform measures requires not only expertise in technical design or instrumental consistency but, foremost, skillfultactical management in the political arena. The purpose of this paper is to present an overview of Mexico’s evolution toward electoral democracy and to analyze President Fox’s leadership and the decision-making process he employed in his efforts to attain two major policy reforms in his first 150 days as president: the tax reform and the Indigenous bill.
