Disposal and Recycling Companies, Described Among Annex 2 of the Ship-Waste Management Plan Information for Shipmasters, Agents and Owners on Ship-Waste Disposal The JadeWeserPort deep-water container port in Wilhelmshaven is a public con- tainer terminal respectively a common-user-terminal. Within the port, regulations of articles 31 ff. NAbfG apply. 1. Unloading of ship-waste according to articles § 31 ff. NAbfG The unloading of ship-waste complies with article 35 NAbfG. According to that the ship’s command is bound to unload any ship-waste, which is on board, to a port reception facility before leaving the JadeWeserPort. The exception is that the ship’s command is exempted from the disposal and payment obligation by the port authority. 2. Ship-waste according to MARPOL I, IV and V The identification of ship-waste complies with article 32 para 6 NAbfG. According to that anything is to be considered as waste (incl. sewage and arrears except cargo residues), which accrues in connection with ship’s operation and falls with- in the scope of the appendix I; IV and V of the International Convention for the Prevention of Marine Pollution from Ships (MARPOL, 1973). 3. Port reception facilities at the JadeWeserPort The port reception facility at the JadeWeserPort complies with the scales of arti- cle 33 NAbfG. According to that the port operator has to make sure that there are enough port reception facilities for calling ships, which can handle ship-waste and cargo residues. The port reception facilities at the JadeWeserPort will be allocated by external service providers. A register of service providers is available on the internet at http://www.jadeweserport.de/en/hafen-en/downloads/ or at the JadeWeserPort Port Office. Furthermore you can find the register among Annex 2 in this docu- ment. 4. Ship-waste management plan The ship-waste management plan complies with article 34 NAbfG and serves the organization of unloading ship-waste and cargo residues in port reception facili- ties. The plan covers a description of the type and capacity of facilities, the pay system, a description of the recording process, a detailed description of the pro- JadeWeserPort | Information for Shipmasters, Agents and Owners on Ship Waste Disposal 1 cedures for receiving and collecting ship-generated waste and cargo residues, etc. It is available at http://www.jadeweserport.de/en/hafen-en/downloads/. 5. Procedures for disposal The procedure for receiving and collecting, treating and disposing waste as well as describing and assigning is based on the usual procedure of the disposal and recycling companies, described among Annex 2 of the ship-waste management plan. 1. The shipping company or his representative hands in a statement of the ship and the type and quantity of ship-waste, along with the ship's general declara- tion at least 24 hours before calling the port. The declaration has to be made via the National Single Window (NSW). 2. The shipping company or his representative determines an appropriate waste disposal company with the waste disposal (for appropriate waste disposal companies see Annex 2 of the ship-waste management plan). 3. The waste disposal company charges the shipping company or his repre- sentative and settles the account with this. 4. The port operator pays 70% to the person who is chargeable, according to the invoice of the waste disposal company and up to the usual, connected to the size of the vessel (gross tonnage), quantities (defined by the port opera- tor). The invoice of the waste disposal company has to be submitted to the port operator at latest four weeks after the invoice date. Otherwise any refund claim is invalid. The application for partial reimbursement of actual waste costs has to be used and submitted to the Port Office Wilhelmshaven. Waste disposal fee The costs recovery of the discharge and disposal of ship-wastes according to MARPOL Appendix I and V is determined by the system shown in the JadeWeserPort general terms and conditions (available at http://www.jadeweserport.de/en/hafen-en/downloads/). Liberation of disposal and payment obligation The Port Authority may grant an exception from the discharge duty. In according to article 35 para 3 NAbfG this exception is valid only for ships that are used in regular service or ships that are assigned to a permanent berth on more than 60 days per calendar year in a German North Sea port. It has to be proven that the waste is properly discharged and a disposal fee is paid, which is comparable to that under article 38 NAbfG. According to article 38 NAbfG in that case the ship is also exempted from the payment of duty. The necessary form for the application to the port authority corresponds to Annex 1. 8. Reporting alleged inadequacies of port reception facilities In case of inadequateness of a port reception facility the ship’s command (or agent, owner or charterer, etc.) has to post a notification, describing the deficien- cies, to the port operator (Port Office Wilhelmshaven) or to the port authority. De- ficiencies received at the port operator are immediately forwarded to the port au- thority. Another possibility is to post the notification “Amended form for reporting about alleged inadequacies of reception facilities in ports” to the Federal Maritime and Hydrographic Agency (available at http://www.jadeweserport.de/en/hafen- en/downloads/ or Port Office Wilhelmshaven). 9.     From Unification to Integration: The German North Sea Ports' absorption into Imperial Germany, 1866–1914 Henning Kuhlmann Submitted for the award of Master of Philosophy in History Cardiff University 2016 Summary This thesis concentrates on the economic integration of three principal German North Sea ports – Emden, Bremen and Hamburg – into the Bismarckian nation- state. Prior to the outbreak of the First World War, Emden, Hamburg and Bremen handled a major share of the German Empire’s total overseas trade. However, at the time of the foundation of the Kaiserreich, the cities’ roles within the Empire and the new German nation-state were not yet fully defined. Initially, Hamburg and Bremen insisted upon their traditional role as independent city-states and remained outside the Empire’s customs union. Emden, meanwhile, had welcomed outright annexation by Prussia in 1866. After centuries of economic stagnation, the city had great difficulties competing with Hamburg and Bremen and was hoping for Prussian support. This thesis examines how it was possible to integrate these port cities on an economic and on an underlying level of civic mentalities and local identities. Existing studies have often overlooked the importance that Bismarck attributed to the cultural or indeed the ideological re-alignment of Hamburg and Bremen. Therefore, this study will look at the way the people of Hamburg and Bremen traditionally defined their (liberal) identity and the way this changed during the 1870s and 1880s. It will also investigate the role of the acquisition of colonies during the process of Hamburg and Bremen’s accession. In Hamburg in particular, the agreement to join the customs union had a significant impact on the merchants’ stance on colonialism.

It is apparent from the map (Fig. 1) that the number of counting sites has increased since 1979. There will be a further increase in 1981, especially in France and the Netherlands. The information about the locations and numbers of the British sites have not yet reached the BiologischeStation in M•nster. The organisational work for the Inland Wader Counts has been improved for 1981 by finding two additional national coordinators: in France all data forms, questions etc. should be directed to Alain Sauvage, 14 Porte de Bourgogne, 08000Charleville-Mezi•res, France; in the Netherlandsto Arendv. Dijk, Ootmandijk1, 7975 PRUffelte, The Netherlands. 1980 was the first year in which counts were made throughout most of the period when wader migration occurred inland. However, the data can not yet yield any representative results, the period of counting being still much too short. The purpose of this paper is to give an impression of the differences which might exist between the migration patterns of waders at different sites. As examples several frequency patterns of Ruff Philc•achus pugnax, Wood Sandpiper Tringa glareola and Black-tailed Godwit Limosa limosa at different sites are given, and the species cc•munities at a number of sites with different habitats are s•hown. Frequency patterns The sites chosen for analysis usually held enough waders to produce "reasonable" frequency patterns for the given species for one year.

The Statistical Office of Lower Saxony has, since 1998, been calculating, on an annual basis, poverty and wealth rates in the Bundesland of Lower Saxony on the basis of the microcensus, whereby net equivalent incomes are calculated using graded income data for various types of household. The threshold values for poverty and wealth have, since 1998, been 50% and 200% respectively of the net equivalent income. However, there has always been a need for more detailed regional data, as Lower Saxony (a NUTS I region) covers a very varied territory, ranging from dynamically growing areas in the west to areas with shrinking economies in the south and east. There are very wealthy areas, mainly around the big cities, and – at least by German standards – rather poor ones. For this reason, the last calculation, for 2004, was also carried out for the 11 regional conversion strata in the Land microcensus – these are larger regions or combinations of several smaller NUTS III regions. The question arose as to which average to use for calculating the poverty threshold. The average income in Germany, in Lower Saxony or in the region in question? This is important, since there are considerable regional income disparities, as the following table shows. In the table, the poverty rate is calculated on the basis of the relevant regional ("regional concept") or national ("national concept") average income. A journey from the past to the present In April 1928 the “Städtische Krankenanstalten”, the communal hospital of Delmenhorst, was opened. The facility included not only a farm to provide self-grown food, but also the first “Infektionshaus” of the area, a clinic for the treatment of infectious diseases. Mainly patients suffering from tuberculosis, a widespread disease also called the “white plague”, were looked after in generous buildings, called pavilions, with wide balconies providing excellent conditions for the treatment. Both trends resulted in a growing need for medical therapy of pulmonary diseases in Delmenhorst. At the end of the second world war the population of Delmenhorst multiplied and the hospital had to be extended. The introduction of antitubercular medication led to a decrease in patient numbers, but at the same time more and more patients suffered from lung cancer or malignant diseases of the pleura. This was due to growing cigarette consumption after the war and an occupational exposition to asbestos in the wharves and the ports of the area, the danger of which was not known at that time.
