turu u ovoj regiji, prisilila je radne ljude da se usredsrijede na trgo- vinu i zanate� Nakon pada komunističkog režima i unatoč političkoj nestabilnosti i ratu, privatna privreda je dosegla vrhunac tokom de- vedesetih godina dvadesetog stoljeća� Ali loše privatizacije i sprega politike i kriminala doveli su do toga da je Novi Pazar danas jedan od najsiromašnijih gradova u Srbiji, što pokazuje i odnos između zapo- slenih i nezaposlenih lica u Novome Pazaru� Prikaz 1: Poređenje zaposlenih i nezaposlenih lica u Novome Pazaru Izvor: Republički Zavod za Statistiku: Općine i regioni u Srbiji 2019, str. 166. Ovakva ekonomska stagnacija Novog Pazara dešava se uprkos či- njenici da se broj stanovnika povećao sa 44�000 stanovnika u 1948� godini na današnjih oko 120�000� Posebnost Novog Pazara leži i u činjenici da se radi o mladoj populaciji, gdje je oko pola stanovništva ispod 30 godina� Prikaz 2: Stanovništvo Novog Pazara prema starosnim grupama Izvor: Profil zajednice Novi Pazar, 2017. Ubijeđeni smo da Novi Pazar posjeduje veliki ekonomski razvojni potencijal sa svojim mladim i dinamičnim stanovništvom, bogatim prirodnim resursima, pojedince sa preduzetničkim duhom, historij- ske i prirodne ljepote kao i geostrateški položaj� Da bi se na najbolji način iskoristio potencijal Novog Pazara, Stranka Pravde i Pomirenja je apsolutno usmjerena u prevazilaženje svih razvojnih problema i nastojat će da pravi najbolji mogući ambi- jent kako bi se ekonomska slika Novog Pazara u narednom periodu značajno poboljšala� Mišljenja smo da država načelno treba ostati izvan svih vrsta eko- nomskih aktivnosti i da nosilac ekonomije treba biti privatni sektor� Funkcija države u ekonomiji treba biti regulatorna i kontrolna� Stoga, smatramo da je stvaranje pozitivnog i pravednog ambijenata putem 8 GRAD NOVI PAZAR – RAZVOJNA STRATEGIJA državne uprave jedan od glavnih stubova za ekonomski razvoj No- vog Pazara i cijelog Sandžaka� Smatramo da sve javne službe treba kvalitetno organizirati pre- ma potrebama građana� Neophodno je razvijati koncept javno-pri- vatnog partnerstva kod ponude javnih dobara, poput obrazovanja, zdravstva i komunalnih usluga� Žato Stranka Pravde i Pomirenja želi ponuditi građanima Novog Pazara ovaj program, koji ima jedan glavni cilj: Uz pomoć konkurentnih ljudskih resursa i kvali- tetne infrastrukture treba razvijati ekonomiju bazi- ranu na znanju uz podršku postojećih sektora: poljo- privreda, mala i srednja preduzeća i turizam – sve u cilju postizanja boljeg i održivog životnog standarda u gradu i na selima. 9 Ovaj cilj će se postignuti preuzimanjem sljedećih mjera: Prioritet 1: Obezbjeđivanje uvjeta za kvalitetniji život građa- na Novog Pazara • Izgradnja i rekonstrukcija saobraćajnih mreža • Urbanističko unapređenje Novog Pazara • Izgradnja i rekonstrukcija energetskog sistema • Izgradnja i rekonstrukcija vodovodne mreže • Unapređenje obrazovnog sistema • Unapređenje zdravstvene zaštite • C�uvanje životne sredine Prioritet 2: Ekonomski razvoj • Formiranje naučno-industrijskog tehnološkog parka • Razvoj Novog Pazara kao logističkog i trgovačkog centra • Razvoj mikro, malih i srednjih preduzeća • Razvoj poljoprivrede • Razvoj turizma 10 GRAD NOVI PAZAR – RAZVOJNA STRATEGIJA Prioritet 3: Zaštita životne sredine • Zaštita biodiverziteta, zemljišta, vazduha, vode, šume i pro- stora • Pošumljavanje sječene šume • Recikliranje otpadnih materijala • Uvođenje mjera za čuvanje kvaliteta vazduha • Podizanje nivoa ekološke svijesti građana Prioritet 4: Jačanje administrativnih kapaciteta • Aktivnosti usmjerene na povećanje efikasnosti organa lokal- ne samouprave i organizacija mjesnih zajednica • Razvoj međuopćinske saradnje u cilju realizacije regionalnih projekata • Razvoj saradnje lokalne samouprave sa republičkom vlasti i međunarodnim organizacijama u cilju realizacije kapitalnih investi- cija 11 OBEZBJEĐIVANJE UVJETA ZA KVALITETNIJI ŽIVOT GRAĐANA NOVOG PAZARA Kvalitetan život lokalnog stanovništva obezbijedit će se prven- stveno ekonomskim razvojem� Ekonomski razvoj omogućit će veću zaposlenost i značajnije javne prihode, koje će omogućiti bolju in- frastrukturu kao i bolju zdravstvenu zaštitu� Sve ovo se može samo postignuti sa obrazovnim, moralnim stanovništvom� Žato će posebni aspekt razvojne politike biti usmjeren na obrazovanje i privlačenja kvalificiranih kadrova� Građani Novog Pazara zaslužili su bolje uvjete života u svom gra- du� Radi obezbjeđivanja

In our region, the typical Balkan cities of oriental origin, structure and outlook were almost totally transformed in the second half of the 20th century. Modern movement brought new models of urban organization, different communication concepts and a variety of concepts of modern buildings. Among others, the idea of complex urbarchitectonic structures in urban tissue spread under specific influences and models. After a short review of modern urban development and the idea of complex urban structures, this paper explores urban transformation of less researched cities such as Priština and Novi Pazar. The focus is on the phenomenon of complex urbarchitectonic structures built in related cities in a short period from 1969-1989. Four complex urbarchitectonic structures will be presented: Kičma and complex in JNA Street in Priština and Lučne buildings and Jezero buildings in Novi Pazar.     STATUT OPŠTINE TUTIN I. OSNOVNE ODREDBE Predmet ure đivanja Član 1. Ovim statutom, (u daljem tekstu: statutom) u skladu sa zakonom, ure đuju se prava i dužnosti opštine Tutin (u daljem tekstu: opština), način, uslovi i oblici njihovog ostvarivanja, oblici i instrumenti ostvarivanja ljudskih i manjinskih prava u opštini, broj odbornika Skupštine opštine, organizacija i rad organa i službi, na čin učeš ća gra đana u upravljanju i odlu čivanju o poslovima iz nadlježnosti opštine, osnivanje i rad mjesne zajednice i drugih oblika mjesne samouprave i druga pitanja od zna čaja za opštinu. Položaj opštine Član 2. Opština Tutin je osnovna teritorijalna jedinica u kojoj gra đani ostvaruju pravo na lokalnu samoupravu u skladu sa Ustavom, zakonom i ovim statutom. In addition to the unfolding humanitarian crisis there was growing concern about the environmental and human settlement consequences of the conflict. Conflict The Kosovo Conflict Ð Consequences for the Environment & Human Settlements Force UNEP/UNCHS (Habitat) Balkans Task To address these issues, the Balkans Task Force mobilised an international and independent scientific team to work within Kosovo and at targeted industrial sites in Serbia. Similar teams visited pollution sources along the Danube River, as well as Consequences targets within National Parks and other protected areas. This report presents the findings of the Balkans Task Force. Immediate action is recommended at the Ôhot spotsÕ of environmental concern found in four cities. Conscious of the need for urgent action, the United Nations Environment Programme and the United Nations Centre for Human Settlements have acted to make the facts available as rapidly as possible. The result is a major contribution to for the Environment environmental assessment of modern warfare.
