ARGENTINA’S DELEGATIVE DEMOCRACY: A CASE STUDY A dissertation presented by Florencia Inés Gabriele to The Department of Political Science In partial fulfillment of the requirements for the degree of Doctor of Philosophy in the field of Political Science Northeastern University Boston, Massachusetts December 2013 1 ARGENTINA’S DELEGATIVE DEMOCRACY: A CASE STUDY by Florencia Ines Gabriele ABSTRACT OF DISSERTATION Submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy in Political Science in the College of Social Sciences and Humanities of Northeastern University December, 2013 2 ABSTRACT This study analyses why Argentina remained an immature and underdeveloped delegative democracy rather than a fully-liberal democratic polity. Following the work of Guillermo O’Donnell this work explores the quality of, and serious deficiencies in, Argentina’s democracy. This work pays special attention to presidential use and misuse of Decrees of Necessity and Urgency by as a means to govern alone, thus bypassing Congress and how there is no existing check and balances in the government in this regard. Observing delegative democracies, this work also examines the following: the use of economic restrictions, use of policies such as nationalizations, privatizations, management of the federal budget, international relations of the country, restriction on the media, behavior of the judiciary branch, changes in the national constitution, and decreasing role of the Vice President. This work analyzes the relationship between democracy, decrees of necessity and urgency, laws sanctioned by Congress and inflation using transfer function models. Democracy is measured using the Polity IV dataset. There is a causal relationship among the explanatory variables (inputs) —the numbers of laws passed by Congress, inflation, and number of DNU — and Democracy (output). -

Performance, Kinship and Archives: Queering Acts of Mourning in the Aftermath of Argentina’s 1976-1983 Dictatorship Cecilia Sosa PhD in Drama Queen Mary, University of London January 2012 Abstract In the aftermath of Argentina’s last dictatorship (1976-1983), the organisations created by the relatives of the disappeared deployed the trope of a ‘wounded family’. The unspoken rule was that only those related by blood to the missing were entitled to ask for justice. This thesis queers this biological tradition. Drawing from performance studies and queer theory, it develops an alternative framework for understanding the transmission of trauma beyond bloodline inscriptions. It shows how grief brought into light an idea of community that exceeds traditional family ties. In order to demonstrate this, the thesis builds an archive of non-normative acts of mourning. This archive crosses different generations. The introduction utilises the Mothers of Plaza de Mayo’s statement ‘Our Children gave birth to us’ as the departure for a non-biological linage. Chapter 1 shows how the black humour that informs H.I.J.O.S., the association created by the children of the disappeared, works as a form of affective reparation in the face of loss. Chapter 2 proposes a dialogue between Los Rubios (Albertina Carri, 2003), M (Nicolás Prividera, 2007) and La mujer sin cabeza (Lucrecia Martel, 2008) to show how these films manage to displace the normative cult of the victim. Chapter 3 conceives the cooking sessions that take place at ESMA former detention camp as a form of conversion of this site of death. -

Ángeles CRUZADO RODRÍGUEZ Universidad de Sevilla Female flamenco artists: brave, transgressive, creative women, masters... essential to understand flamenco history Summary From its birth, in the last third of nineteenth century, and during the first decades of the twentieth, flamenco has counted on great female leading figures -singers, dancers and guitar players-, who have made important contributions to that art and who, in many cases, have ended their lives completely forgotten and ruined. On the other hand, in Francoist times, when it was sought to impose the model of the woman as mother and housewife, it is worth emphasizing another range of female figures who have not developed a professional career but have assumed the important role of transmitting their rich artistic family legacy to their descendants. Besides rescuing many of these leading figures, this article highlights the main barriers and difficulties that those artists have had to face because they were women. Keywords: flamenco history, women, flamenco singers, flamenco dancers, guitar players 1. Introduction Flamenco is an art in which, from the beginning, there has been an important gender segregation. Traditionally women have been identified with dancing, which favours body exhibition, while men have been related to guitar playing and to those flamenco styles which are considered more solemn, such as seguiriya. Nevertheless, this type of attitudes are based in prejudices without a scientific base. Re-reading flamenco history from gender perspective will allow us to discover the presence of a significant number of women, many of whom have been forgotten, whose contribution has been essential to mold flamenco art as we know it now. -

Gender Policies and Armed Forces in Latin America's Southern Cone
Gender Policies and Armed Forces in Latin America’s Southern Cone By Sabina Frederic & Sabrina Calandrón The present article first examines the contribution of international organizations to the formulation and implementation of gender integration policies in the armed forces of the Latin American Southern Cone’s three main countries : Argentina, Brazil and Chile. It focuses on and accounts for the various policy contents and levels of implementation in those nations during the 2000-2014 time-bracket as a result of the dissemination of United Nations (UN) Resolution 1325. The said resolution, adopted in 2000, reaffirmed the crucial role of women in the prevention and resolution of conflicts, peace negotiations, peace-building, peacekeeping, humanitarian response and post-conflict reconstruction, and stresses the importance of their equal participation and full involvement in all efforts for the maintenance and promotion of peace and security.1 The study analyzes the responses, influenced by their respective national contexts, of each of the three countries to that UN Resolution. It will additionally highlight the long- standing local initiatives of the three countries on this subject, and also the various points of contact at the transnational level : the latter clearly shows the distinct regional dimension of gender integration policies in the armed forces of Argentina, Chile, and – to a lesser extent – Brazil. It focuses on the factors that have contributed to such regional policy coherence, as well as those differentiating their gender agendas and policies. The particular concerns of each country, its government procedures, and the situation of its national defence institutions in the context of the democratization of the State and its armed forces are examined along the way. -

Government responses must promote a broad and robust civic space on the Internet. This duty implies ensuring users’ freedom of expression, guaranteeing favorable conditions for the creation of online groups (freedom of association) and allowing the exercise of the right to protest on platforms (freedom of assembly). Similarly, private companies must also commit to this purpose. Large platforms have extensive power to determine the conditions under which speech can circulate over the web. The influence of these companies is even greater than that of many countries and therefore, their action can seriously hinder the dissemination of ideas and opinions. Thus, the private sector is also accountable for the protection of human rights. -

Revista de la Facultad 12, 2006 87- 98 Comunicación y golpes de Estado: la autocracia al poder Juan Carlos Bergonzi* [email protected] Las rupturas al orden institucional, por conducto autocracia - medios - golpismo del golpe de Estado en la Argentina fueron prologadas por visibles intervenciones de los medios de comunicación social. La secuencia de las interrupciones constitucionales se inicia, en el siglo XX, con la destitución de Hipólito Yrigoyen. La modalidad golpista se constituyó en un fatal remedio para resolver crisis y emergencias en la Nación. Uno de los golpes de Estado, que revela una mar- cada intervención comunicativa, fue el que concluyó con el derrocamiento del presidente radical Arturo U. Illia en 1966. El análisis político-comunicativo de esa destitución revela aspectos que fueron, en la década de 1960, nove- dosos en materia de operaciones mediáticas destinadas a alterar el estado de derecho, e instalar dictaduras. Se inició entonces una nueva era dentro del perio- dismo argentino.
