As I write we are still governed by COVID lockdown restrictions with more stringent restrictions due to be introduced before this issue reaches you. A number of our contributors refer to the impact of the restrictions on their businesses or events. Due to the time needed to get from drafts to magazine production and delivery, please check with the various organisers before travelling to any event advertised. It’s like being at a Barn dance and waiting for the caller to give the next instructions. We want to dance on but at the same time we’re getting tired and dizzy. The thing is, it’s no different for us at The Hub than it must be for all the shopkeepers and those trying to run their businesses during this difficult time. We will get up and dance again at some point and, when we do, we hope you will value the library service we residents fought hard to keep available in this town. It’s not the most beautiful building from the outside but step in and you will find a warm welcome, helpful staff, an interesting local history section, and a delightful children’s section. Talking of helpful staff, if you’re looking forward to getting out and about again and mixing with the community, when that time comes why not think about becoming a Hub volunteer?     South East Lincolnshire Local Plan 2011 – 2036 Site Allocations Flood Risk Sequential Test (February 2017) 1.0 Introduction 1.1 This document provides the sequential test for proposed allocations identified in the pre-submission draft South East Lincolnshire Local Plan (SELLP). The approach taken considers all the potential sites considered in the consultations undertaken in the: • Preferred Options consultation (January/ February 2016); and • Further Preferred Sites consultation (July/ August 2016). • Sites considered to be developable which have not been selected as allocations1. 1.2 The report initially provides an overview of the flood risk issues for the SELLP area, alongside a summary of both national and local policy requirements in relation to flood risk. Following this, the document describes the methodology applied to undertake the Sequential Test for the housing sites identified in the SELLP to establish whether it would be possible for development to be directed to locations with a lower risk of flooding and, where relevant, also identifies when the Exception Test will need to be applied to proposed allocations. The tables included in Appendix 1 provide commentary on each settlement and divides the sites considered into those proposed to be allocated in the pre-submission SELLP; and those, which are considered developable, but are not proposed for allocation. 2.0 Overview and Policy Context National Policy 2.1 The National Planning Policy Framework (NPPF) sets out the Government’s planning policy for England including the consideration of flood risk. The NPPF states in paragraph 99 that, ‘Local Plans should take account of climate change over the longer term, including factors such as flood risk, coastal change, water supply and changes to biodiversity and landscape’.

Page, B.A. (Paper read to the members of the Northamptonshire Natural History Society on the occasion of their visit to Crowland, July 18th, 1929.) Perhaps no place that has watched the passing of twelve centuries can show to modern generations so little contemporary history as Crowland. All its original charters were destroyed by fire in 1091, and of the chronicles, only two survive—one of the eighth and the other of the twelfth century. Several histories have been compiled by its monks and abbots who worked from legend and tradition, but the most detailed, that of Ingulf, the famous first Norman Abbot, has been recently exposed as a forgery of much later date. But in the carvings upon its West front, Crowland carries for ever an invaluable record of its past, which posterity may read and interpret. The coming of Guthlac, the patron saint, to Crowland in the eighth century, is one of the most picturesque incidents of early history, for there is an austerity and mystery in this first hermit of the fen country, seeking a place for meditation and self-discipline in the swamps which were shunned with terror by ordinary men. “Then,” says a chronicler, “he came to a great marsh, situated upon the eastern shore of the Mercians; and diligently enquired the nature of the place. Recommendation(s): That the Members of the Committee overrule the objections received and that the Order be confirmed as proposed. Background 1.1 A request was received from a resident of Shepeau Stow for the speed limit on the B1166 Drove Road between the villages of Shepeau Stow and Holbeach Drove to be reduced from the 60mph national speed limit. To identify if this could be justified conditions were investigated against the County Council's Speed Limit policy. Existing Conditions / Investigations 1.2 The B1166 through both Shepeau Stow and Holbeach Drove is subject to a 40mph speed limit and Drove Road connects the two villages in a generally east / west direction. There is sporadic residential development along this section with some agricultural usage and two crossroads junctions. The road is an unlit, mainly straight causeway style road with drainage ditches either side. The average daily traffic flow is approximately 4000 vehicles. The lack of frontage development means that the policy would not be met in terms of the development density requirements. The road has therefore been assessed as a rural limit where it will be the accident rate which confirms if a limit can be pursued.
