It is supported through the Creative People and Places initiative What is Community Events? In 2014, the very successful Community Events strand worked with dozens of community organisers to bring arts activities to over twenty different local events, enabling thousands of people from all over Boston Borough and South Holland to experience quality, innovative and accessible art. In 2015, the Transported programme is focusing on developing long- term partnerships to promote sustainability. For this reason, this year, we are working with a smaller number of community event organisers from around Boston Borough and South Holland to collaboratively deliver a more streamlined programme of activity. Who is Zoomorphia? Zoomorphia provides participatory arts workshops run by artist Julie Willoughby. Julie specialises in family drop-in workshops at events and festivals. In 2015, Zoomorphia will be bringing a series of events with the theme “Paper Parade” to community events across Boston Borough and South Holland. Participants will learn simple techniques to turn colourful paper and card into large displays or individual souvenirs.     South East Lincolnshire Local Plan 2011 – 2036 Site Allocations Flood Risk Sequential Test (February 2017) 1.0 Introduction 1.1 This document provides the sequential test for proposed allocations identified in the pre-submission draft South East Lincolnshire Local Plan (SELLP). The approach taken considers all the potential sites considered in the consultations undertaken in the: • Preferred Options consultation (January/ February 2016); and • Further Preferred Sites consultation (July/ August 2016). • Sites considered to be developable which have not been selected as allocations1. 1.2 The report initially provides an overview of the flood risk issues for the SELLP area, alongside a summary of both national and local policy requirements in relation to flood risk. Following this, the document describes the methodology applied to undertake the Sequential Test for the housing sites identified in the SELLP to establish whether it would be possible for development to be directed to locations with a lower risk of flooding and, where relevant, also identifies when the Exception Test will need to be applied to proposed allocations. The tables included in Appendix 1 provide commentary on each settlement and divides the sites considered into those proposed to be allocated in the pre-submission SELLP; and those, which are considered developable, but are not proposed for allocation. 2.0 Overview and Policy Context National Policy 2.1 The National Planning Policy Framework (NPPF) sets out the Government’s planning policy for England including the consideration of flood risk. The NPPF states in paragraph 99 that, ‘Local Plans should take account of climate change over the longer term, including factors such as flood risk, coastal change, water supply and changes to biodiversity and landscape’.

Every community and controlled school must apply the County Council’s oversubscription criteria shown below if they receive more applications than available places. Arrangements for applications for places in the normal year of intake (Reception in Primary and Infant schools and year 3 in Junior schools) will be made in accordance with Lincolnshire County Council's co‐ordinated admission arrangements. Lincolnshire residents can apply online www.lincolnshire.gov.uk/schooladmissions, by telephone or by requesting a paper application. Residents in other areas must apply through their home local authority. Community and Voluntary Controlled Schools will use the Lincolnshire County Council's timetable published online for these applications and the relevant Local Authority will make the offers of places on their behalf as required by the School Admissions Code. In accordance with legislation the allocation of places for children with the following will take place first; Statement of Special Educational Needs (Education Act 1996) or Education, Health and Care Plan (Children and Families Act 2014) where the school is named. We will then allocate remaining places in accordance with this policy. For entry into reception and year 3 in September we will allocate places to parents who make an application before we consider any parent who has not made one. Attending a nursery or a pre-school does not give any priority within the oversubscription criteria for a place in a school.

The author has made every effort to provide an accurate assessment of the flood risk but accepts no liability should the information be found to be incorrect or incomplete, or if it is used for any other purposes other than for which it was originally commissioned. 1 Introduction A residential development is proposed north Stonegate in Cowbit, Spalding, PE12 6AH. The proposed development is in two separate areas on each side of Mill Drove South, which will be realigned so the junction with Stonegate is approximately twenty metres east of the existing junction. The western part of the site is known as the Old Station Yard and the eastern part is a farmyard with old agricultural buildings and a glasshouse. The site towards the eastern side of the village of Cowbit and is approximately 5 km from Spalding. The site of the proposed development is within Flood Zones 1, 2 and 3 as shown on the Environment Agency’s Flood Zone map below. The Planning Application requires a flood risk assessment to be carried out as specified in the Practice Guidance to the National Planning Policy Framework Development and Flood Risk. The site is within a defended area as specified on the South Holland District Council’s Strategic Flood Risk Assessment (SHDC SFRA) map and is located in the South Holland Internal Drainage Board District.

    South Holland IDB History A brief history of South Holland Internal Drainage Board The history of land drainage in the Fens and Marsh of South Holland in Lincolnshire is an ancient one: there was an intensive Roman British occupation in the Fens South of Whaplode and Holbeach where the land level, today ranging between + 2.15 metres and 3.05 metres O.D.N., must then have been much higher relative to the Spring tide level. Towards the end of the 4th. Century A.D. there was a period of subsidence with consequent flooding, and it is not until the 11th.Century that the Doomsday Book reveals that a narrow strip perhaps two miles wide on either side of the main road from Long Sutton to Spalding had been re-occupied and cultivated. It was bounded on the North by the so-called Roman Bank, beyond which lay the salt marshes and the sea, and on the South by a line of banks which protected it against the fresh water floods from the Rivers Welland and Nene. The settlers in this narrow strip soon began to follow their time honoured practice of inning or embarking land: banks were built to recover land both from the salt marshes, where there had been a thriving salt making industry - dating back to pre-Roman times and from the Fen. The basic pattern was founded on the individual parish: no village trusted its neighbour to keep their banks safe, so that the inhabitants of each, built lateral banks known as headings to join their Fen bank to the Roman Bank and then constructed a River or drain running from the southern end of the parish to the Roman Bank and thence into the sea.
