    Management Report for Bumphead Parrotfish (Bolbometopon muricatum) Status Review under the Endangered Species Act: Existing Regulatory Mechanisms (per Endangered Species Act § 4(a)(1)(D), 16 U.S.C. § 1533(a)(1)(D)) and Conservation Efforts (per Endangered Species Act § 4(b)(1)(A), 16 U.S.C. § 1533(b)(1)(A)) September 2012 Bumphead parrotfish for sale in market, Aceh, Indonesia (photo provided by Crispen Wilson) Pacific Islands Regional Office National Marine Fisheries Service National Oceanic and Atmospheric Administration Department of Commerce Executive Summary Introduction On January 4, 2010, the National Marine Fisheries Service (NMFS) received a petition from WildEarth Guardians to list bumphead parrotfish (Bolbometopon muricatum) as either threatened or endangered under the Endangered Species Act (ESA). In response, NMFS issued a 90-day finding (75 Fed. Reg.16713 (Apr. 2, 2010)), wherein the petition was determined to contain substantial information indicating that listing the species may be warranted. Thus, NMFS initiated a comprehensive status review of bumphead parrotfish, which was completed jointly by our Pacific Islands Fisheries Science Center (PIFSC) and Pacific Islands Regional Office (PIRO). PIFSC established a Bumphead Parrotfish Biological Review Team (BRT) to complete a biological report on the status of the species and threats to the species (hereafter “BRT Report”, cited as Kobayashi et al. 2011). PIRO staff completed this report on management activities affecting the species across its range, including existing regulatory mechanisms and non- regulatory conservation efforts (hereafter “Management Report”). The BRT Report and Management Report together constitute the comprehensive bumphead parrotfish status review. The process for determining whether a species should be listed as threatened or endangered is based upon the best scientific and commercial data available and is described in sections 4(a)(1) and 4(b)(1)(A) of the ESA (16 U.S.C.

    Martinsson-Wallin: Studies in Global Archaeology no. 20 ARCHAEOLOGICAL INVESTIGATIONS IN INDEPENDENT SAMOA – TALA ELI OF LAUPULE MOUND AND BEYOND Helene Martinsson-Wallin Department of Archaeology and Ancient History, Uppsala University, Campus Gotland, Sweden [email protected] Abstract: In the Independent State of Samoa (Malo Sa'oloto Tuto'atasi o Samoa), there are a few examples of large prehistoric mounds. The oral traditions have indicated that these functioned mainly as pigeon mounds (tia seu lupe). However, surveys and archaeological investigations have shown that there are various types of mounds and that at least the two largest mounds, Pulemelei and Laupule probably served as house platforms connected to chiefly power and ritual activities. This paper discusses Laupele mound and recent excavations there and touches on inter- and intra-site relationships of large mounds in Samoa and beyond and their prehistoric as well as present contexts. INTRODUCTION – AN “INVISIBLE” GIANT PREHISTORIC MOUND IN THE CAPITAL OF APIA This paper centres on the presentation and analysis of the Laupule mound excavation and the mound building tradition in the Independent State of Samoa (Malo Sa'oloto Tuto'atasi o Samoa) (hereafter referred to as Samoa which includes the two large islands Upolu and Savai’i with adjacent islets Manono, Apolima and Nu’ulopa. Tutuila and the Manu’a islands are referred to as American Samoa (Figure 1). However, it has to be remembered that this division is a modern one. The intention is to analyse the relationship between prehistoric mounds and their cognitive and natural environment to understand something about past Samoan society.

    Samoa’s Sixth National Report 2018 Samoa’s Sixth National Report to the Convention on Biological Diversity was funded under the Global Environment Facility grant to the Government of Samoa through the United Nations Development Programme, Samoa Office.     FA'AVAE I LE ATUA SA MOA GOVERNMENT OF SAMOA Ministry of Education, Sports and Culture SCHOOL STAFFING MANUAL SECTION 6 SCHOOL STAFFING 2 6.1 INTRODUCTION The Ministry of Education, Sports and Culture (MESC) has recently implemented a series of new policy initiatives designed to improve the equity and efficiency of school staffing and enhance the quality of educational delivery in Samoan government schools. The introduction of common and consistent staffing formulae will: ensure that all schools receive a fair share of available teachers, provide a basis for allocating teachers that is easily understood by principals and school communities, and allow the future staffing needs of schools to be accurately determined and acted upon. The School Staffing Manual provides advice to MESC staff and principals on the school staffing process. The School Staffing Manual brings together key aspects of staffing policy, school organization, curriculum provision and teacher duties, to assist principals in the management of schools. 3 6.2 SCHOOL STAFFING POLICIES 6.2.1 School Enrolment Primary Schools: The maximum student enrolment of a Primary School should not exceed 750 students. The maximum student enrolment capacity (SEC) of a Primary School is to be determined by the following formulae: Student Enrolment Capacity = Number of Classrooms x 40 A Primary School whose enrolment is in excess of their SEC must limit the enrolment of students to Year 1 in the subsequent years to students from its nominated contributing villages until its SEC has been complied with. A Primary School whose enrolment is less than its SEC may enrol students at all year levels until it reaches its SEC.

MISSION STATEMENT The Fisheries Division is again dedicated to the Vision, Goal and Objectives as stipulated in the Statement of Development Strategy (SDS) and the Ministry's Corporate Plan (2002-2005) goal of “Growing a Healthy and Wealthy Samoa. Below is the mission statement of the Division that promotes the overarching goal: Promotes the optimum and ecologically sustainable use of the country’s fishery resources and the development of suitable alternatives to harvesting of depleted resources in order to maximize benefits to Samoa. 2. OVERVIEW The following highlights represent the major achievements the Fisheries Division attained during the fiscal year 2002/2003. 2.1 INSHORE FISHERIES Fisheries annual landings: Overall, a total of about 134.4 metric tonnes (mt) of inshore fishery products which valued at around $ 1.51 million tala was landed during the year. Of the overall total, 72.5% of the products were traded locally with 27.5% were exported. The majority of the items were sold fresh and wholly at the Apia Fish market, Faleolo- Apia roadsides and Salelologa market. Processed fishery items were sold mainly at Fugalei market accounted for about 22.2% of the total. Fishery products that harvested via subsistence is estimated as 7,000 mt annually. Resources monitoring: Altogether, 22 community-owned fish reserves and permanent sites have been initially and annually assessed to determine the present status, adverse impacts and health of coral reefs, other benthic substrates and associated biological diversity. There were 4 new community-based fish reserves have been established at Luua Faga, Apolima-uta Tafatafa and Matautu Falelatai during the period in which biological baseline data were collected and referenced.

    FISHERIES DIVISION ANNUAL REPORT 2012-2013 September 2013 Fisheries Division Ministry of Agriculture and Fisheries HIGHLIGHTS 1. Coastal Fisheries 1.1. Management x Coastal Fisheries Management and Development Plan 2013 - 2016: The specific management and development of coastal Fisheries for Samoa is now laid out with the endorsement of the Coastal Fisheries Management and Development Plan 2013-2016. The four year plan streamlines priorities from the Ministry’s Sector Plan and the priorities from the main stakeholders to strengthen the management and sustain development of coastal fisheries and its resources. x Village Fisheries Management Plans (Plans): Seven (7) Plans were produced in this fiscal year. New plans were for Sapulu i Salelologa, Vaimaga i Fusi and Salamumu and 4 re-activated Plans. This brought the number of villages within the Community Base Fisheries Management Program (CBFMP) to ninety six (96) with 53 villages in Upolu and 43 in Savaii. x Village Fisheries Bylaws: Eleven (11) new bylaws were officially approved in this year and disseminated to all stakeholders. Enforcement of these rules is the pioneer responsibilities of the village management committees. 1.2. Development x Coral Reef Rehabilitation: Artificial coral structures and cemented fish houses were replanted with coral substrate at Sapulu Salelologa, Fasitootai and Salamumu fish reserves as recovery actions to rehabilitate coral reef growth. x Inshore Fishery Landings: The overall landings for inshore fish and seafood products domestically sold for this year was 129.55 metric tons generating a value of 1,617,979.29 tala which is a 5% decreased from last fiscal year’s value of 1,772.320.46 tala.
