INTRODUCTION

The National Authority for Emergency and Civil Protection (ANEPC) is the Portuguese national authority responsible for the implementation and development of the civil protection policy, having an overall coordination role and also a command and control capacity in responding to major emergencies.

Portugal, through ANEPC, actively participates in the work related to the implementation and development of the Union Civil Protection Mechanism (UCPM), since its adoption.

This participation stems from an obvious awareness of the importance of this tool for international cooperation, as well as the benefits it brings to the country in terms of prevention, preparedness and operational response, which have been clearly visible through the various assistance missions which have been mobilized to national territory over the last few years.

On the other hand, Portugal has also been at the forefront of European solidarity, joining those that have been the most expressive missions of assistance, inside and outside the European area, having associated its capacities and resources with the various initiatives that have been triggered in recent years: the mission to Haiti following the earthquake in January 2010, the mission to support the Chilean authorities in January 2017, in the context of the devastating forest fires that affected the central region of the country and, more recently, the support sent to Sweden in the summer of 2018 on the occasion of an unusual wave of forest fires and to Mozambique, in the aftermath of cyclone IDAI.

Alongside with this international participation, ANEPC has been working exhaustively and in cooperation with other national Civil Protection Agents and Cooperating Entities in order to improve and develop the Portuguese civil protection system.

Phenomena such as climate change, social development and the generation of new risks, contributing to increase the possibility of occurrence of exceptional events, require the development of systems that are more capable, more resilient and more adapted to the new realities, risks and challenges.

Since training is one of the most important tools in the preparation for operational response, exercises are absolutely critical in the overall framework of civil protection and it was on the basis of this rational that in June 2017, ANEPC submitted to the competent services of the European Commission (EC) an application for a European civil protection exercise under the Mechanism. The Directorate-General of the Maritime Authority (DGAM) and the civil protection services of Spain, France, Belgium, Germany and Croatia joined Portugal and the proposal was approved in the end of 2017.

It is therefore up to ANEPC to organize, plan and implement CASCADE'19 Exercise, which will take place in Portugal from May 28 to 31, 2019, with more than 30 different scenarios that will allow testing different capacities at the operational response level, contributing to the ongoing national and European efforts to improve joint and integrated response capacity in complex emergencies.

1. PURPOSE

This document is intended to provide participating countries the necessary planning instructions for CASCADE’19, and it should be considered and taken into account by all organizations involved when preparing their participation in the exercise.

2. OBJECTIVES

Considering the European dimension of the exercise, and also the ongoing efforts in order to improve the European capacity to respond together to major disasters, supporting affected countries by overwhelming events, the following objectives were identified:

a. Contribute to the ongoing efforts to improve the response capacity within the UCPM;

b. Test the procedures for the mobilization of national teams through the ERCC (European Response Coordination Center);

c. Test interoperability between different European teams and modules in complex scenarios;

d. Test the intervention and operational integration of an EUCPT (European Union Civil Protection Team) in a European scenario and

e. Test the Portuguese host nation support procedures.

3. SCENARIO

a. The scenario chosen for the exercise is based on a multi-risk approach from which different occurrences are developed, allowing the intervention of different teams and capacities in 4 different districts in Portugal mainland: AVEIRO, LISBOA, SETÚBAL and ÉVORA.

b. In this sense, and with the support of the Portuguese Meteorological Institute (IPMA), the following sequence of macro scenarios was developed:

i. Occurrence of an adverse weather event that mainly impacts the district of Aveiro, with serious consequences in terms of buildings, public and industrial infrastructures and also in a dam.

ii. Occurrence of a seismic event in the south of the country, with impact in the districts of Lisbon, Setúbal and Évora, with consequences in different critical infrastructures.

iii. In both regions, marine pollution scenarios will also be developed.

c. Scenarios will be developed in the following 22 municipalities: Águeda, Albergaria, Aveiro, Ílhavo, Sever do Vouga, Alenquer, Amadora, Cascais, Lisboa, Odivelas, Sintra, Almada, Barreiro, Seixal, Sesimbra, Setúbal, Arraiolos, , Évora, Montemor-o-Novo, e .

d. Both situations, identified on 3. b) i and ii, will be gradually detailed for the participating teams in the days prior to the exercise, in order to create the necessary realism. e. The macro-scenarios will give floor to distinct occurrences at national, district and local levels, which will be the object of a detailed and RESTRICTED planning document (Main Injection List), which will be used as guidance for the Injection Teams (EQINJ) and for the Evaluation Teams (EQAV). f. Different scenarios for operational intervention will be classified into 3 different levels, depending on their complexity and the typology of teams that will be engaged:

i. LEVEL I – Scenario of REDUCED complexity, where local and district teams will be engaged;

ii. LEVEL II – Scenario of MODERATE complexity, where local and district teams will be engaged, as well as teams coming from neighboring districts;

iii. LEVEL III – Scenario of HIGH complexity, where local, district, national and European teams will be engaged.

g. CASCADE'19 exercise has a significant marine pollution component, especially in the districts of Aveiro and Setúbal. Being managed directly by DGAM, these specific scenarios will be developed according to the respective serials and initiating events:

i. Scenario 1 (Setúbal): Industrial accident that results in the water spill of 400 M3 HC Type II;

ii. Scenario 2 (Aveiro): Collision on dock 26 of the Port of Aveiro, from a tanker that results in the spillage into the water of 60 M3 of fuel oil.

h. The different scenarios for operational intervention in the area of marine pollution can be classified in 2 of the 4 degrees provided in the National Contingency Plan, due to its complexity and the typology of teams that will be involved:

i. DEGREE 3/4 - Response to accidents of reduced complexity. Performance using resources from the Port Authority and local media;

ii. DEGREE 2 - Response to medium complexity accidents. Performance with resource to Grade 3/4 media, from the Maritime Department and to local media and regional capacities;

iii. DEGREE 1 - Response to highly complex accidents. Acting with resource to national and international means and capacities;

4. GENERAL INSTRUCTIONS

a. General Information

i. Portugal, during CASACDE19, will implement all national procedures which have been developed over the years regarding international assistance.

ii. Thus, according to the Host Nation Support procedures (HNS) developed by ANEPC, EU assistance will be, at all times, managed and coordinated by the national level, specifically by the International Coordinator, who liaises directly with the National Commander for Emergency and Relief Operations.

b. Exercise Time-Line

CASCADE’19 develops into three (3) main phases:

i. Planning Phase – From October 2018 to 27MAY19 – During which Portugal and the other EU countries involved, together with the European Commission (EC), will develop the scenarios and the different engagement modalities;

ii. Operational Phase – From 28MAY19 to 31MAY19 – During which the exercise will be conducted. On the 28MAY19, a Table Top Exercise (TTX) will take place. This will work as an important step, mainly to test communications, to issue the first alerts, nationally and at European level, to setup the first command posts at field level and also to simulate the mobilization of the EU Modules participating in the exercise;

iii. Evaluation Phase – From the 01JUN19 to September 2019 – Starting with the Lessons Learned Seminar, which will take place in Lisbon on the 1st of June and developed over the following 4 months, this phase will allow the identification of weak and strong points, lessons learned and best practices which could be shared at EU level, aiming at, through a permanent learning process, promote a better response in emergency situations. A Final Report will be delivered until the end of the Project.

c. Portuguese Agencies Involved

i. Portugal will involve approximately 20 national entities in this exercise.

ii. These entities are: National Authority for Emergency and Civil Protection (coordinator), Fire Brigades, Maritime Authority, Armed Forces, National Police, Republican Guard, National Institute for Forensic Sciences, Meteorological Institute, Environment Agency, Criminal Police, Red Cross, Energy Department, Public Prosecutor Office, Social Service Institute, National Institute for Medical Emergency, 5 different embassies, Health Authority, Blood and Transplantation Institute, Frontiers Control Service, Meteorological Institute and Regional Civil Protection Services of Azores and Madeira.

d. EU Teams

i. The following EU Modules will join Portugal for CASCADE’19:

1. SPAIN – With a Joint-Module with CBRN, Search and Rescue and Assessment Capacities, with 34 staff.

2. FRANCE – With a CBRN Module, with 30 staff.

3. BELGIUM – With a Module for Flood Rescue, using boats and a CBRN detection capacity, with 26 staff.

4. GERMANY – With a Water Purification Module, with 17 staff.

5. CROATIA – With a Medium Urban Search and Rescue Module, with 30 staff.

ii. ANNEX I contains the registration forms with relevant information on each identified module.

5. OPERATIONAL PROCEDURES

a. Arrival and Setup

i. The different EU Modules participating in this exercise, after entering national territory, either by air or land, will be located in two bases of operations (BoO), from which they will be operationally engaged: BoO1 - Ovar and BoO2 - Vendas Novas.

ii. The entrance in Portugal of these EU modules will be done through two types of points of entry (PoE): terrestrial and aerial. In this sense, the following possibilities are identified: borders of Elvas and Vilar Formoso, Lisbon Airport and Porto Airport.

iii. In each PoE a Reception and Departure Center (RDC) will be setup with the mission of guaranteeing the following tasks:

1. EU Modules registration; 2. Arrival briefing; 3. Assignment of a Liaison Officer (PT-LO), who will stay with the EU Modules 24h/24h during the exercise; 4. Assess whether there are visa and / or customs constraints as well as veterinary issues; 5. Assignment of transport to BoO, if necessary; 6. Identify any possible major constraints; 7. Inform the International Coordinator on the routes the teams will use to travel to the BoO.

iv. In each BoO, a Managing Center will be setup by ANEPC staff in order to assure a permanent support to the incoming EU Modules, facilitating their stay, providing all the necessary logistic support and liaising with national authorities, whenever necessary.

b. Activation

i. EU Modules will be activated to intervene in specific scenarios, always upon request by the National Commander, to the International Coordinator, who liaises with each module.

ii. Simultaneously, this information is passed to the European Union Civil Protection Team (EUCPT).

iii. Upon activation, the EU Module receives indication on the destiny and Incident Command Post (ICP) location, where they should present themselves. c. Previous procedures are explained in the following scheme:

d. Operational Intervention

i. Upon arrival at the ICP, the EU Module receives, through the PT Escort, precise indications on the mission.

ii. The EU Module assesses the capacity to intervene, and if everything is according to procedures, they will carry out the intervention.

iii. When mission is completed, the EU Module receives a disengagement order through the ICP and returns to BoO.

iv. The procedures presented above are explained in the following scheme:

e. European Union Civil Protection Team (EUCPT)

i. As foreseen in the Project, a EUCPT will be mobilized for CASCADE’19 Exercise. ii. This team shall be composed of 4 EU experts and an ERCC Liaison Officer. iii. The Terms of Reference (ToR) for this team can be found in ANNEX II. iv. The EUCPT will be based at the National Command Post but with the possibility of visiting the BoO and also the scenarios, in order to accomplish the tasks given by the International Coordinator.

6. ROLEPLAYERS

a. Given the size of the exercise, as well as the level of complexity and demand of the scenarios envisaged, the role of the role-players has a particular relevance, mainly as a way of giving the scenarios maximum realism.

b. ANEPC will be responsible for coordinating the recruitment and participation of the role-players, in liaison with the districts and municipalities involved.

c. At the national level, a national coordinator of role-players will be identified, who will coordinate all relevant aspects with the district contact points, and these with the municipalities.

d. The objective of this organization is to ensure the maximum possible coordination of this component, enhancing the participation of the role-players in the different scenarios, always respecting safety rules of procedures.

e. Role-players will be permanently identified with hand-bracelets, each carrying personal information.

7. PORTUGUESE OPERATIONAL ORGANIZATION

a. Civil Protection, in Portugal, is a cross-sector activity coordinated by ANEPC. ANEPC is a national organization reporting to Ministry of Internal Affairs (MAI), with 18 district commands – one in each of the 18 portuguese districts.

b. Portugal has two autonomous regions on the Atlantic Ocean – Açores and Madeira – where 2 regional services for civil protection are implemented. They report directly to the regional governments without a hierarchical connection to ANEPC.

c. Civil protection’s operational dimension and institutional coordination is regulated by a law decree which implements the Integrated System for Relief Operations (SIOPS) and according to this system, different structures and procedures are foreseen, namely:

i. Institutional coordination structures – National, district and local levels

ii. Operational Command Structures – National, district and local levels

iii. Special Alert Procedures

d. SIOPS is thus a set of structures, standards and procedures that ensures that all civil protection agents act, at the operational level, in a coordinated way and under a unique command, without prejudice to their hierarchical and functional dependence.

e. Additionally, response operations are regulated by a second document, named Incident Management System (SGO), where all relevant procedures are detailed, especially in what concerns: command chain, on-scene organization, command post organization and response phases.

f. Upon arrival at the BoO, each EU Module will receive a specific briefing on national procedures in terms of emergency management and response operations.

8. COMMUNICATIONS

a. During the exercise, Portuguese authorities involved will make use of the different communication systems available, namely land-lines, GSM services, Satellite and Radio (Tetra and VHF).

b. Regarding EU Modules, it is important to acknowledge:

i. Each module will be able to make use of their own communications channels.

ii. General landlines and GSM operators work with no major constraints in the majority of the country. There are no restrictions regarding the use of normal communications.

iii. For Radio Communication, during the planning phase of the exercise, modules will coordinate with ANEPC on the use of the desired frequencies.

9. EVALUATION

a. Evaluation is a key component of every exercise.

b. During CASCADE’19 an evaluation system will be setup, allowing the integration of Portuguese and European experts.

c. For this purpose, 5 evaluation teams will be organized, each integrating 3 different experts: 1 Portuguese expert from the evaluation department of ANEPC, 1 Portuguese expert from the operational branch and 1 EU expert.

d. A national evaluator from ANEPC will be appointed, who will work with a national evaluators team, located at EXCON level. This team will also be responsible for the development of an evaluation matrix, covering all aspects concerning the exercise.

10. SAFETY AND SECURITY

a. Safety and security are two key elements to be covered during the operational phase of the exercise.

b. In Portugal there are no security constraints. However, and in order to guarantee the permanent security of the EU Modules, the following safety procedures rules will be implemented by the Portuguese authorities:

i. Police escorts during all movements, upon arrival;

ii. Police presence in all scenarios;

iii. Considering both BoO are located in military bases, they are automatically guarded.

c. Regarding safety, especially in the more complex scenarios, a Safety and Security Officer will be assigned. He/she will make sure all procedures are implemented, liaising, whenever necessary with the EU Modules.

d. In each scenario, all relevant elements will be identified with vests with different colors, namely:

i. Exercise Control (EXCON) – RED ii. Security Officers – ORANGE iii. Scenario Managers – DARK GREEN

e. In different scenarios where operations are in progress, drone flights may not be carried out unless previously authorized by the incident commander onsite, and in such cases, in accordance with national regulations, which will be communicated by the Command Post in each scenario.

11. EXERCISE ORGANIZATION

a. The exercise general organization follows the national procedures regarding emergency response operations.

b. In ANNEX III, a general scheme of the exercise organization is provided.

c. A general Exercise Control (EXCON) will be working through the entire exercise at national level and covering all relevant aspects, such as: role-players, injection and evaluation.

d. CASCADE’19 Steering Committee members will be located at EXCON level in order to guarantee a permanent follow-up of the exercise development.

12. LOGISTICS

a. Exercise CASCADE’19 is co-financed by the EC.

b. With this co-financing, ANEPC covers all the costs related to the participation of the EU Modules engaged in the exercise and provides, in place, all the necessary logistic support.

c. EU Modules will be lodged in specific BoO located in military bases, where beds, showers, toilets and 2 hot meals a day are guaranteed.

d. During operational interventions, food will also be provided.

e. EU Modules staff shall provide for their personal use: sleeping bags, hygienic products, and repellent.

f. EU Modules should guarantee adequate insurance regarding their personnel and equipment.

13. PUBLIC INFORMATION AND MEDIA

a. ANEPC will be responsible for the Exercise public information policy, having defined a national strategy to cope with this responsibility.

b. Injects on this issue are foreseen, as well as the presence of real media.

c. In each scenario and in each ICP there will be Media Officers to handle media and public information policy.

d. The exercise, during the planning phase, has been largely announced in the media, social networks and a specific site was developed for that purpose: www.cascade2019.pt

e. Each EU Module should develop their own procedures to deal with possible real media contacts, coordinating all relevant events with their respective PT-LO.

ANNEX II EUCPT Terms of Reference

1. The EUCPT mobilized to CASCADE´19 shall be composed by 4 experts and a Liaison Officer from the ERCC.

2. Nominated Experts shall have the following requisites:

a. Team Leader: i. Experience in large scale EU Civil Protection and multi-agencies exercises; ii. Experience in real disasters; iii. Leading position in a public rescue agency as director or deputy director; iv. Specific abilities and experience in high level public relations; v. Comprehensive training under the Mechanism - HLC or HOT1.

b. Deputy Team Leader: i. Experience in large scale EU Civil Protection and multi-agencies exercises or real disasters; ii. Executive officer in a public rescue agency or association as chief of Operation Division or chief of Training Division; iii. Training under the Mechanism – OPM or HLC2.

c. Coordination expert and Assessment Expert: i. Previous experience in EU exercises (at least 1 of the experts); ii. Experience and/or good knowledge about earthquake response operations, dams, water rescue and adverse weather conditions; iii. Minimum OPM trained; iv. AMC3 training would be an added value.

3. The team shall be able to accomplish the following possible tasks:

a. Support national authorities managing EU assistance and teams; b. Provide the necessary information to the ERCC on the general operational situation and on the main developments; c. If requested, preform assessment missions in affected areas, in benefit of the national authorities; d. If requested, provide technical advice/expertise to the national authorities
