This principle is largely disparaged among funding agencies as ‘anecdotal evidence’. -

ECON 771: Political Economy of Race and Gender Spring 2018 Dr. Elissa Braunstein Department of Economics, Colorado State University [email protected] Office: C327 Clark Office hours: T 1:00 – 2:00 (or by appointment) Overview I define political economy as “the study of the impact of group identity and collective conflict on the organization of economic activity and its consequences.” Political economy traditions tend to focus on class as a source of identity and group conflict. In this course, we will expand that focus to incorporate other sources of group membership, giving you a broad background in economic approaches to inequality and identity based on race/ethnicity and gender. We will focus primarily on the neoclassical, Marxian political economy and feminist literatures. In addition to learning more about the relationship between group membership and economic structures, we will use the prisms of race and gender to better understand and critique various approaches to economic analysis. And while much of the literature focuses on the U.S. context, I will try to broaden the discussion as often as possible, and encourage students to do the same. I welcome students from other social science disciplines. Although we will cover some advanced material that may be difficult for those who have not completed graduate economics courses, the emphasis will be on the main points, rather than the technical detail. The syllabus includes both required readings (*starred) and supplemental readings/sections as I wanted to give you a more complete sense of the literature if you are interested in looking further into a particular topic. -

Simon Klein Humans repeatedly commit the so called “conjunction fallacy”, erroneously judging the probability of two events occurring together as higher than the probability of one of the events. Certain hints have been shown to mitigate this tendency. The present thesis investigated the relations between three psychological factors and performance on conjunction tasks after reading such a hint. The factors represent the understanding of probability and statistics (statistical numeracy), the ability to resist intuitive but incorrect conclusions (cognitive reflection), and the willingness to engage in, and enjoyment of, analytical thinking (need-for-cognition). Participants (n = 50) answered 30 short conjunction tasks and three psychological scales. A bimodal response distribution motivated dichotomization of performance scores. Need-for-cognition was significantly, positively correlated with performance, while numeracy and cognitive reflection were not. The results suggest that the willingness to engage in, and enjoyment of, analytical thinking plays an important role for the capacity to avoid the conjunction fallacy after taking a hint. The hint further seems to neutralize differences in performance otherwise predicted by statistical numeracy and cognitive reflection. -

Cognitive Bias Mitigation: How to make decision-making more rational? Abstract Cognitive biases distort judgement and adversely impact decision-making, which results in economic inefficiencies. Initial attempts to mitigate these biases met with little success. However, recent studies which used computer games and educational videos to train people to avoid biases (Clegg et al., 2014; Morewedge et al., 2015) showed that this form of training reduced selected cognitive biases by 30 %. In this work I report results of an experiment which investigated the debiasing effects of training on confirmation bias. The debiasing training took the form of a short video which contained information about confirmation bias, its impact on judgement, and mitigation strategies. The results show that participants exhibited confirmation bias both in the selection and processing of information, and that debiasing training effectively decreased the level of confirmation bias by 33 % at the 5% significance level. Key words: Behavioural economics, cognitive bias, confirmation bias, cognitive bias mitigation, confirmation bias mitigation, debiasing JEL classification: D03, D81, Y80 1 Introduction Empirical research has documented a panoply of cognitive biases which impair human judgement and make people depart systematically from models of rational behaviour (Gilovich et al., 2002; Kahneman, 2011; Kahneman & Tversky, 1979; Pohl, 2004). Besides distorted decision-making and judgement in the areas of medicine, law, and military (Nickerson, 1998), cognitive biases can also lead to economic inefficiencies. Slovic et al. (1977) point out how they distort insurance purchases, Hyman Minsky (1982) partly blames psychological factors for economic cycles. Shefrin (2010) argues that confirmation bias and some other cognitive biases were among the significant factors leading to the global financial crisis which broke out in 2008. -

We develop simple graphical techniques and test their eflcacy in correcting for these biases. Preliminary results suggest that graphical techniques help to overcome these biases and improve decision making. We examine the implications of incorporating these simple techniques in Executive Information Systems. Introduction Today, senior executives operate in highly uncertain environments. They have to collect, process and analyze a deluge of information - most of it ambiguous. But, their limited information acquiring and processing capabilities constrain them in this task [25]. Increasingly, executives rely on executive information/support systems for various purposes like strategic scanning of their business environments, internal monitoring of their businesses, analysis of data available from various internal and external sources, and communications [5,19,32]. However, executive information systems are, at best, support tools. Executives still rely on their mental or cognitive models of their businesses and environments and develop heuristics to simplify decision problems [10,16,25]. -

Indeed, all economists should buy a copy and read it. The book is a stunning, critical discussion of the interplay between economic incentives and preferences. It challenges basic premises of economic theory and questions policy recommendations based on these theories. The book proposes the path forward: designing policy that combines incentives and moral appeals. And, therefore, like such as book should, The Moral Economy leaves us with much work to do. The Moral Economy concerns individual choices and economic policy, particularly microeconomic policies with goals to enhance the collective good. The book takes aim at laws, policies, and business practices that are based on the classic Homo economicus model of individual choice. The book first argues in great detail that policies that follow from the Homo economicus paradigm can backfire. While most economists would now recognize that people are not purely selfish and self-interested, The Moral Economy goes one step further. Incentives can amplify the selfishness of individuals. People might act in more self-interested ways in a system based on incentives and rewards than they would in the absence of such inducements. The Moral Economy warns economists to be especially wary of incentives because social norms, like norms of trust and honesty, are critical to economic activity. The danger is not only of incentives backfiring in a single instance; monetary incentives can generally erode ethical and moral codes and social motivations people can have towards each other. -

Topics discussed include the impact of imitative and satisficing behavior by firms, outcomes when managers care about their position relative to peers, the benefits of employing managers whose objective diverges from profit-maximization (including managers who are overconfident or base pricing decisions on sunk costs), the impact of social preferences on the ability to collude, and the incentive for profit-maximizing firms to mimic irrational behavior. 1. Introduction In recent years there has been a good deal of research investigating how poor or non-standard decision making by consumers might affect market outcomes. In much of this work, the assumption is that firms are fully rational and aim to maximize their profits (and sometimes they do this by exploiting the behavioral biases of consumers). Some of this work points to situations where there is a role for policy which protects consumers from their own failings and from exploitative firms.2 In this article we focus instead on non-standard approaches to firm behavior. Consumers are kept in the background, and are present merely to generate in some fashion a demand curve for the firms' products. -

City Council Meeting, August 24, 2021 Public Comments August 23, 2021 Mayor Suzanne Hadley Members of City Council City Manager Bruce Moe Dear Mayor Hadley, City Council, and City Manager Moe, The DBPA Board of Directors expresses their gratitude to Director Tai and City Staff for recommending to Council outdoor dining be continued through January 3, 2022. This provides our restaurants the certainty they will be able to operate through the Delta variant even if we should experience future indoor dining restrictions. To minimize the parking constraints created by outdoor dining, our DBPA Board of Directors recommends if no indoor dining restrictions or distancing guidelines are in place as of November 1, 2021, all restaurants reduce their outdoor dining decks to a footprint no larger than the front of their own businesses. There will likely be practical considerations causing some decks to not be located directly in front of their business, such as handicapped ramps, but as much as possible, we encourage City Staff to begin the logistical exercise of reducing the overall size and impact of the dining decks. In addition, we ask that any dining decks not in use by September 1, 2021, be removed to open all available parking. This is an important step forward to acknowledge and amend the sacrifices our retailers and service businesses have made over the last 18 months. Decreasing deck sizes will begin addressing our organization’s concerns about blocking the visual sight line to a business from the street or sidewalk, and also provide some of the much needed parking to return in time for our busy holiday season. -
