I also agreed to request information from Natural Resources Wales (NRW) on how it may use authorised persons to monitor compliance on its behalf and on NRW’s position regarding what would be considered reasonable prior notice, with detail of the average time used previously. A definitive list of the installations which will be captured by the Order is attached, based on the current database of Welsh installations participating in the EU Emissions Trading System. The list details whether it is a participant in the main scheme (indicated by GHG) or one of the opt-outs and the activity or activities undertaken at the installation which requires a permit under this scheme. With regards to the use of authorised persons, NRW have responded as follows: “This power provides regulators with flexibility in terms of access to and use of specialist resources. The regulator has a statutory duty to determine emissions where an operator has failed to do so and these powers enable a regulator to appoint an agent (e.g. a verifier), perhaps with specialist process knowledge, to visit premises to gather information to calculate emissions. We envisage use of this power would occur rarely and most likely in circumstances where an operator refuses to submit emissions information”. -

The two monthly figures shown are the actual number of ROC's issued and this figure expressed as a percentage of the the ROC's which could be issued if the output was continually at the at the maximum DNC value, without interruption, for the complete month. The cumulative annual figures are included, where the figures given against each location are the actual number of ROC's issued during the year, the possible number of ROC's which could be issued if the output was continually at the maximum DNC value and actual output expressed as a percentage of this figure. This is the annual load (capacity) factor of each location. Modified UK National Implementation Measures for Phase III of the EU Emissions Trading System As submitted to the European Commission in April 2012 following the first stage of their scrutiny process This document has been issued by the Department of Energy and Climate Change, together with the Devolved Administrations for Northern Ireland, Scotland and Wales. April 2012 UK’s National Implementation Measures submission – April 2012 Modified UK National Implementation Measures for Phase III of the EU Emissions Trading System As submitted to the European Commission in April 2012 following the first stage of their scrutiny process On 12 December 2011, the UK submitted to the European Commission the UK’s National Implementation Measures (NIMs), containing the preliminary levels of free allocation of allowances to installations under Phase III of the EU Emissions Trading System (2013-2020), in accordance with Article 11 of the revised ETS Directive (2009/29/EC). In response to queries raised by the European Commission during the first stage of their assessment of the UK’s NIMs, the UK has made a small number of modifications to its NIMs. This includes the introduction of preliminary levels of free allocation for four additional installations and amendments to the preliminary free allocation levels of seven installations that were included in the original NIMs submission. The operators of the installations affected have been informed directly of these changes. The allocations are not final at this stage as the Commission’s NIMs scrutiny process is ongoing. Only when all installation-level allocations for an EU Member State have been approved will that Member State’s NIMs and the preliminary levels of allocation be accepted. -

PRESS RELEASE Contracts for the sale of electricity produced by three United Kingdom wind farms signed with Vattenfall Milan, 20 June 2016 - Falck Renewables, through its UK subsidiaries, has signed some Power Purchase Agreements “PPA”, with Sweden's Vattenfall Group – one of Europe’s largest energy players - for the sale, in the medium to long term, of electricity produced by three of its wind farms in operation in the United Kingdom. The wind farms have a total installed capacity of approximately 105 MW. Toni Volpe, Chief Executive Officer of the Group, commented: “ These contracts call for a good mix of market energy price and incentive based revenues. They also include for the first time a floor pricing mechanism which will protect Falck Renewables in case of further reductions to the energy price in the United Kingdom energy price market .” The PPAs : • The West Browncastle wind farm, at Strathaven, in South Lanarkshire, Scotland, has been in activity since 2014 with 12 turbines and a combined capacity of 30 MW - equivalent to the electrical needs of 18,000 families and with a CO2 “greenhouse” reduction of 32,000 tons annually; • The Cefn Croes wind farm at Aberystwyth in Wales (two contracts), has been active since 2005 and comprises of 39 turbines with a combined production capacity of 58.5 MW - sufficient to meet the electrical energy needs of approximately 37,000 families and with a reduction in CO2 of 66,000 tons annually. In March 2014 Cll Holdco Ltd, a part of Copenhagen Infrastructure I K/S, purchased indirectly a 49% interest in this plant from Falck Renewables; • The Boyndie wind farm, active since 2006 is sited along Scotland’s northern coast, between Portsoy and Banff.
