Lewis Yongduan Song Xinping Guan Welcome Message from General Chairs It is a great pleasure to welcome you to ISAS 2019, the 3rd International Symposium on Autonomous Systems. This year, ISAS is held in the city of Shanghai, whose charm lies in the integration of Eastern and Western cultures in the past hundred years and the surge of international fashion culture. The age of autonomous systems is upon us. These emerging technologies have the potential to increase the efficiency, productivity and safety of humans through manufacturing, transportation, aerospace, defense, health care and many other critical fields. Within the last five years, these fields have seen tremendous growth. Despite the growth, industry and academia are in pressing need of qualified personnel to continue pursuing advancements in autonomous systems for positive impacts on people, the planet and future generations. Following the tradition of previous editions, ISAS 2019 will bring together scientists, engineers and students from China and around the world presenting their most current work relating to autonomous systems and their applications. All together, we will create an event where members from academia and industry meet to discuss the latest achievements and to initiate new contacts and collaborations. There are nearly 115 speakers, coming from well-known universities and research institutions of China, United States, Canada and Singapore. The participants will share their knowledge including theories and methods of artificial intelligence, autonomous behaviors, unmanned systems, environmental perception and navigation, collaborative multi-agent systems, robotic systems and control, etc. We have invited four world-renowned scientists to deliver keynote talks: Prof. Jie Chen from Tong Ji University, Prof. Jie Huang from the Chinese University of Hong Kong, Prof. Marios Polycarpou from University of Cyprus, and Prof. Jose Principe from University of Florida. We would like to thank all who contributed to this symposium: all members of the International Advisory Committee, Technical Program Committee, and all the organizers who have been working very hard towards the success of ISAS 2019. Finally, we thank you all conference participants for making ISAS a success, and wish you a memorable stay in Shanghai! 1 Welcome Address Changyun Wen Cailian Chen Message from Technical Program Chairs Welcome to Shanghai and the 3rd International Symposium on Autonomous Systems (ISAS 2019). ISAS began in 2017, and in the past 3 years, ISAS rapidly has been growing into an important international conference in the field of autonomous systems. This year we received 143 papers including 65 invited papers. Among the 78 regular papers, 33 papers are accepted. The acceptance rate for regular paper this year is 42%. The papers were selected by a rigorous review process that involved 90 TPC members, with the support of additional reviewers from a wide variety of academic, industrial, and research organizations. Each paper has received at least 2 reviews’ reports by TPC members with the advice of additional reviewers, and the reviewed papers were discussed among Technical Track Chairs, resulting in the current technical program. The technical program for this year is organized into 20 sessions, including 4 keynote talks and 17 invited talks. This year we made a particular effort to ensure that papers were evaluated in the context of diverse venue, and we and the TPC are confident that the review process was fair and deliberate. It is worth noting, however, that with such work to select from, many qualified papers could not be included, and we sincerely hope that the feedback provided by the set of reviews will be useful in their finding a home in another venue. We would like to begin by thanking the authors for bringing us such a distinguished set of papers, which made the selection process ever more challenging. We thank all the TPC members for participating so diligently and professionally in the review process, and for their supporting reviewers as well. The papers were managed via Conference Paper Management System of TCCT Chinese Association of Automation, with ongoing assistance from the TPC Chairs, and we would also like to thank the members of ISAS advisory Committee, notably our Honorable General Chair Prof. Frank L. Lewis, the General Chairs Prof. Yongduan Song and Prof. Xinping Guan, the General Co-Chair Prof. Ning Li, and the other chairs who are responsible for organizing this conference.
