The E20 Tallinn – Narva road is running 209 km east-west from Tallinn to the Russian border at Narva representing the connecting link between the Pan-European Transport Corridor I and Corridor IX linking Helsinki to St Petersburg, Moscow, Kiev, Odessa, Bucharest and Dimitrovgrad. The section to be reconstructed under this ISPA measure is located between Maardu and Valgjõe on km 17.4 and 62.4.

It is planned to rehabilitate this section as a class I road with 4 lanes à 3.75 m, paved shoulders on each side à 2.5 m and a separation strip of 1 m between the two carriageways. The measure includes sidewalks in the urban areas, road lightning at the junctions and in the proximity of urban areas. Drainage works, relocation of cables, safety equipment and mitigation measures are included in the project.

Objectives: The project aims to bring this road section on the connecting link between Corridor I and IX into compliance with European road standards and norms and, more particularly, the axle load requirement of 11.5 tons.

The primary purpose of this rehabilitation project is the general construction of the road pavement with ancillary measures to improve safety standards and service levels.

Environmental impact analysis: The project is covered by Annex II of Directive 85/337/EEC amended by Directive 97/11/EC.

Mitigation measures of € 1 100 000 (4.3 % of total costs) are included in the project. They comprise construction of noise barriers and several measures to protect animals and to avoid accidents between vehicles and animals.
