The Foreign Policy Triad of Jokowi
INDONESIAN DIPLOMACY GURJIT SINGH Ambassador The Foreign Policy Triad of Jokowi President Jokowi appears to be focusing his foreign policy on a troika of engagements—with the Association of Southeast Asian Nations, archipelagic geopolitics including the Indo-Pacific, and China. hen President Joko Widodo was elected President in 2014, his W simplicity, humility and ability to run cities was manifest. The freshness that he brought to politics was welcomed all around with immense hope. The one area that he was found to be lacking experience was in foreign policy. Here too he chose to run a new path. He started by removing the professional team of Marty Natalegawa and Dinopati Djalal. Both were career diplomats who were perceived close to the former president, Susilo Bambang Yudhoyono, best known as SBY, but both had years to retirement. He brought in new career diplomats who were surprises to the establishment but have served him well. Ibu Retno Marsudi and Pak Abdurrahman Mohammad Fachir led the ministry in the Jokowi I term. Fachir was replaced by SBYs G20 Sherpa Mahendra Siregar in the Jokowi II Cabinet. These choices meant that Joko Widodo, also known as Jokowi, wanted a firm grip on the foreign policy establishment. SAPA is an open platform of national and regional civil society organizations that come together for joint strategizing towards engaging inter-governmental organizations such as the ASEAN. The Working Group on ASEAN is a collaboration among various NGOs, peoples' movements, coalitions and campaign organizations that seek to engage ASEAN issues and processes. It has played an active role in the ASEAN Civil Society Conference, and works on specific advocacies on human rights, migrants’ rights, economic development and social justice, and democratization, among others. One of its Task Forces is the TF on ASEAN FOI, an initiative to push for the recognition of the public’s right to know and access to information in ASEAN. SAPA takes its cue from the ASEAN Charter, which enshrines the aspiration of building a “People-Oriented ASEAN”. Article 1.13 of the Charter stipulates that one of the purposes of ASEAN is to “promote a people-oriented ASEAN in which all sectors of society are encouraged to participate in, and benefit from, the process of ASEAN integration and community building.” Article 12 (d) gives the ASEAN National Secretariats and Directorates General the task of “contributing to ASEAN community building” with various sectors and entities.

ASEAN’s Struggle with Human Rights: Universalism versus Cultural Relativism Ilona van der Linden 4110773 Vrijheidslaan 840, 2321 DX Leiden [email protected] Master thesis January 14, 2019 Word count: 16.496 Thesis Supervisor: Peter Malcontent Utrecht University, Faculty of Humanities, Department of History and Art History Abstract When the ASEAN Human Rights Declaration (AHRD) was adopted in 2012, it led to international criticism that it fell below international human rights standards. Even nuanced scholarly works referred to cultural relativism and Asian values, while no research had been done on public opinion regarding the AHRD in the region. The AHRD therefore provides an interesting and concrete starting point to re-examine universalism versus cultural relativism in the region where Asian values were once so fiercely proclaimed. This thesis answers the question to what extent South East Asian newspapers lean towards universalism or cultural relativism in their articles on this declaration. It follows the definitions of David Duquette on several forms of universalism and cultural relativism and uses discourse analysis on the 86 articles from the Jakarta Post from Indonesia, the Bangkok Post from Thailand and the Phnom Penh Post from Cambodia between the first of January 2012 to the last of December 2013. It then concludes that these newspapers and their readers, the educated upper and middle classes, lean most towards strong universalism.
