Pakistan is no exception to this where natural hazards (earthquake and floods, etc.) are recurrent phenomena due to climate change and cause heavy loss to human lives, standing crops and property. In recent years, where factors contributing towards vulnerability are wide spread, the challenges posed by disasters, whether natural or manmade, to humanity are larger than ever and the principal element in this challenge is the human resource dimension. It has been consecutively observed in the disaster history that still the focus has not been given on human resource perspective in disaster management. This paper aims to study the role of human resource (people affected, specialists, experts, etc.) for effective disaster management in Hyderabad Division of Sindh. For this purpose, effectiveness indicators were first identified and determined through extensive literature review. A total of 219 individuals (various categories) were selected through the simple random sampling technique for questionnaire survey. Primary data was processed and statistically analyzed using factor analysis and inferential (multiple regression etc.) statistics in order to study the relationship between human resource and disaster management.

    PROMINENT ECONOMISTS’ THOUGHT No. 1 March 2021 A NEW PAKISTAN: MAYBE!1 Mahmood Hasan Khan Prof. Mahmood Hasan Khan is currently Professor Emeritus of Economics at the Simon Fraser University, Canada. Prof. Khan has several books to his credit including Public Policy and the Rural Economy in Pakistan, Underdevelopment and Agrarian Structure in Pakistan, Participatory Rural Development in Pakistan: Experience of Rural Support Programmes, and The Economics of Green Revolution in Pakistan. He has numerous journal publications, including many in the Pakistan Development Review (The PDR), flagship publication of the PIDE. I want to share a thought experiment. Let’s change Pakistan from a federation of four provinces to a union (state) of 20 regions. Why abolish the provinces? Well, for at least three good reasons: they are a colonial legacy; they are culturally and ethnically heterogeneous; and they promote “provincialism” because one of them dominates the political and administrative structure of the country. The present system does not reflect the regional and ethnic aspirations of the people; it disempowers them; and it is inefficient and inequitable in delivering the services that people need and deserve. The proposed regions comprise contiguous districts with ethnically similar communities of common interests (Appendix I). The regional system, as it empowers the ordinary people, will make politicians and civil servants far more accountable to their constituents. Greater accountability also means cleaner governance. The system will also make the delivery of services more efficient and equitable. I. Structure of State Institutions A. Elected Offices 1. SITUATION HIGHLIGHTS According to the National Disaster Management Authority (NDMA) Situation Report, No.75 as of 8th September 2020, heavy monsoon rainfall has caused flooding and damages in all Pakistan over the last few days. The report indicates that as of the date 249 people have lost their lives and 175 are injured. With a fresh spell of rains, Northern province i.e. Khyber Pakhtunkhwa including Gilgit-Baltistan and Azad Jammu & Kashmir are also getting affected badly with landslides and road blockages. UN OCHA is planning to carry out a rapid need assessment in 11 most affected districts of Sindh. Muslim Aid Pakistan with support from HQ launched a rapid response in collaboration with the Provincial Disaster Management Authority (PDMA, SINDH) to carryout need assessments and providing essential life-saving supplies to people in need. Muslim Aid Pakistan is based close to the affected areas and has pre-existing FLOODS 2020 PAKISTAN relationships and connections with local authorities and the affected communities.
