It does not replace the Member’s Code of Conduct, the full description can be found in the GMCA’s constitution Part 7A. Your personal interests must be registered on the GMCA’s Annual Register within 28 days of your appointment onto a GMCA committee and any changes to these interests must notified within 28 days. Personal interests that should be on the register include: Bodies to which you have been appointed by the GMCA Your membership of bodies exercising functions of a public nature, including charities, societies, political parties or trade unions. You are also legally bound to disclose the following information called DISCLOSABLE PERSONAL INTERESTS which includes: You, and your partner’s business interests (eg employment, trade, profession, contracts, or any company with which you are associated) You and your partner’s wider financial interests (eg trust funds, investments, and assets including land and property). Any sponsorship you receive. Page 2 FAILURE TO DISCLOSE THIS INFORMATION IS A CRIMINAL OFFENCE STEP ONE: ESTABLISH WHETHER YOU HAVE AN INTEREST IN THE BUSINESS OF THE AGENDA If the answer to that question is ‘No’ – then that is the end of the matter. If the answer is ‘Yes’ or Very Likely’ then you must go on to consider if that personal interest can be construed as being a prejudicial interest. STEP TWO: DETERMINING IF YOUR INTEREST PREJUDICIAL? GMCA 49/21 CHAIRS ANNOUNCEMENTS AND URGENT BUSINESS RESOLVED /- 1. That after detailed consideration by the GMCA on the 23 March, the GM Mayor had chosen to accept their recommendations and proceed with plans for a bus franchising scheme for Greater Manchester. 2. That following an interview process, Stephen Watson would be recommended to the GM Police and Crime Panel at their meeting today for appointment to the role of Chief Constable for Greater Manchester Police. 3. That it be noted that the GM Mayor and Salford City Mayor would be writing to express their disappointment that Government’s recently published proposals to reform the asylum seeker system did not reflect previous commitments made to ensure an even distribution across the UK to ensure there was sufficient housing stock capacity. GMCA 50/21 DECLARATIONS OF INTEREST RESOLVED /- 1.     Combined Authorities and Metro Mayors What is a combined authority (CA)? A combined authority (CA) is a legal body set up using national legislation that enables a group of two or more councils to collaborate and take collective decisions across council boundaries. It is far more robust than an informal partnership or even a joint committee. The creation of a CA means that member councils can be more ambitious in their joint working and can take advantage of powers and resources devolved to them from national government.     Democracy Matters Lessons from the 2015 Citizens’ Assemblies on English Devolution Matthew Flinders | Katie Ghose | Will Jennings | Edward Molloy | Brenton Prosser | Alan Renwick | Graham Smith | Paolo Spada John Penrose MP Minister for Constitutional Reform Cabinet Office Whitehall London SW1 100 Dear John Over the past twelve months the Democracy Matters research team has been conducting a pilot project on the use of citizens’ assemblies to explore complex elements of constitutional policy- making in the United Kingdom. The focus has been on English regional decentralisation, as covered in the Cities and Local Government Devolution Act, and two citizens’ assemblies were convened in the North and South of England. It is with great pleasure that I now submit the final report on this valuable research and engagement project. I hope you and your officials will find its content and recommendations valuable in a number of different ways. Two main conclusions come from the research. First and foremost, there is an appetite amongst the public to engage in informed and constructive discussions about the future of British democracy and about specific policy proposals. The citizens’ assemblies in Southampton and Sheffield have demonstrated that individuals from a range of backgrounds can and are willing to work together to plan a common future and to understand future challenges. Second, the research suggests that the public are generally supportive of the principle of devolution within England. The pinch-point is the nature of the model of devolution on offer from the Government and the lack of public engagement in the decision-making process as it has so far been conducted.

    Health and Wellbeing Board Members Salford's Health and Wellbeing Board has the following members: Ian Stewart (City Mayor) - Chair Elected Mayor of Salford on 3rd May 2012, Ian served for 13 years as a local MP. He is a visiting Fellow of Salford University Business School and visiting Professor at the University of Bolton. Ian has a fervent belief in the Health and Wellbeing Board's role in making a difference to the health and wellbeing of the people of Salford. In his foreword to Salford's Joint Health and Wellbeing Strategy, Ian states: ‘From April 2013 the Health and Wellbeing Board, which brings together the NHS, social care, the voluntary sector and interested members of the public, will strategically influence commissioning decisions in health, public health, adult social care and children's services and other areas that affect health and well being such as housing, education and the environment. The aim is to tackle the causes of ill health and help people lead longer, happier and healthier lives.' Cllr Margaret Morris (Asst Mayor for Health and Wellbeing) - Deputy Chair Councillor Morris is an Assistant Mayor with the Health and Wellbeing portfolio. She was elected to Salford City Council in May 1991, representing the Winton Ward and prior to becoming a Councillor worked in the health service as a nurse from 1961 to 1991. "I have a real strong personal commitment to the NHS and believe that treatment should be free at the point of need. Having worked in the NHS for a number of years at both operational and executive level, I fully appreciate the personal commitment of the people who work in it at all levels and value the services which are personal to my family and network of friends - I want the best.
