    NCPF Annuals Competition 2020 Results We are pleased to announce that the results of the 2020 NCPF Annuals Competition are now available for publication. General All Print sections of this year’s competition were sadly cancelled due to the Covid 19 Pandemic. The PDI sections went ahead & were judGed remotely. (many thanks for the co- operation of all the judges / selectors involved) For the purposes of transparency an outline of how this process was conducted is outlined below. Members from 32 NCPF clubs entered work into this year’s Myles Audas PDI competition, there were a total of 885 imaGes submitted into the open section & 103 into the Jane Black Trophy for beGinners. 27 clubs competed for the Myles Audas Memorial Trophy. Alliance Entry Whilst judGinG of the competition was underway the PAGB gave notification that all PAGB inter-federation competitions for 2020 were to be cancelled, again due to Covid 19. It was decided however that selection of the Alliance entry would still proceed to enable the production of the Alliance & Portfolio presentations the NCPF make available each year. It was also felt that authors who had produced work deemed suitable for selection as an Alliance entry should receive recoGnition for the hiGh standard achieved. Awards & Alliance / Portfolio Presentations Due to the cancellation of the print sections far fewer images are available to incorporate into the presentations this year, it was therefore decided that all imaGes from Awards / Alliance & Portfolio should be used to produce one inclusive presentation instead of the usual 2 presentations which normally consist of 1 Awards & Alliance presentation and 1 Selectors Choice Portfolio presentation.

The earliest reference that I have found to a lightship per se, is the resolution passed by the Liverpool Council in 1759, to fix a vessel with two lights at the N.E. spit of the Hoyle Bank, " which will tend greatly to the preservation of lives and property, and hope it may induce our captains and masters to inform themselves how to bring a vessel into the Hoyle Lake, without, as was formerly the case, trusting to the chance of meeting a pilot." Twenty years earlier (1738), there is a resolution of the Cor­ poration " that an addition be made to the present dock, or basin, for light ships to lie in, whilst refitting . ." but this I take to mean ships which had discharged their cargo, and were " light." By 1811, the Mersey was beginning to be used by ships, in preference to the Hoyle Lake, and the mariners bringing ships into the port after dark had to rely on five lighthouses, viz. Pt. Lynas, Upper and Lower Hoylake, Leasowe, and Bidston. Some of the leading shipowners of Liverpool petitioned the Dock Committee to replace the North West Buoy by a lightship, as there were as yet no lighted buoys.     Democracy Matters Lessons from the 2015 Citizens’ Assemblies on English Devolution Matthew Flinders | Katie Ghose | Will Jennings | Edward Molloy | Brenton Prosser | Alan Renwick | Graham Smith | Paolo Spada John Penrose MP Minister for Constitutional Reform Cabinet Office Whitehall London SW1 100 Dear John Over the past twelve months the Democracy Matters research team has been conducting a pilot project on the use of citizens’ assemblies to explore complex elements of constitutional policy- making in the United Kingdom. The focus has been on English regional decentralisation, as covered in the Cities and Local Government Devolution Act, and two citizens’ assemblies were convened in the North and South of England. It is with great pleasure that I now submit the final report on this valuable research and engagement project. I hope you and your officials will find its content and recommendations valuable in a number of different ways. Two main conclusions come from the research. First and foremost, there is an appetite amongst the public to engage in informed and constructive discussions about the future of British democracy and about specific policy proposals. The citizens’ assemblies in Southampton and Sheffield have demonstrated that individuals from a range of backgrounds can and are willing to work together to plan a common future and to understand future challenges. Second, the research suggests that the public are generally supportive of the principle of devolution within England. The pinch-point is the nature of the model of devolution on offer from the Government and the lack of public engagement in the decision-making process as it has so far been conducted.
