FUTURE LIVELIHOODS IN KARAMOJA A Scenario Analysis Looking Forward to 2022 EAST AFRICA APRIL 2017 1 EAST AFRICA / MARCH 2017 KEY OBSERVATIONS 1. Farming and pastoralism will continue to play a predominant role in Karamoja’s livelihoods portfolio for the foreseeable future. Agriculture is not a livelihoods sector that will change quickly or dramatically. 2. Though mining and tourism may improve state revenues and personal income, the two sectors are not robust enough to generate many new jobs or livelihood opportunities in and of themselves. 3. A transition from pastoralism to settled agro-pastoral livelihoods has been taking place in the last decade and will continue. However, the transition is painful in terms of cultural and traditional resistance to changing ways of life and, in particular, gender roles. 4. A strategic focus on behaviour change is therefore integral to easing livelihood transitions as market linkages grow and the influence of the state increases. NOTE ON METHODOLOGY AND OBJECTIVES This report utilizes strategic foresight techniques to build three scenarios for the future of livelihoods in Karamoja. Through desk research and key informant interviews with government officials and representatives from civil society, a number of key drivers were identified that impacted the quality and quantity of livelihood growth in Karamoja. These drivers were ranked on a matrix charting their potential impact versus the amount of uncertainty they may face over the next five years. Hypotheses were constructed for each key driver and used to build narratively cohesive scenarios. The objective for this report is to inform strategic responses to each scenario in an attempt to identify one response that can flexibly adapt to an indeterminate future. -

Financial Inclusion for Refugees (FI4R) Results of baseline survey March 2020 Project Overview The Financial Inclusion for Refugees Project (FI4R) was launched by FSD Uganda and FSD Africa to support financial service providers (FSPs) to oer financial services to refugees and host communities. In addition, the project in collaboration with BFA Global will conduct refugee financial diaries in Uganda and provide insights into the financial strategies employed by refugees over time to build their livelihoods and manage their finances. The FSP partners in the project are Equity Bank Uganda Limited (EBUL), VisionFund Uganda (VFU) and Rural Finance Initiative (RUFI). They will oer bank accounts services for savings, remittances, transactions etc, loans to entrepreneurs, farmers and businesses as well as create jobs by recruiting agents and field sta. This is expected to build resilience, drive access to and use of basic financial services for refugees and host communities. Baseline Objectives • Provide the financial service providers in the FI4R project details of the relevant customer base they are targeting. • Provide other stakeholders one of the few in-depth surveys that covers financial tools, as well as income, expenditures and physical assets of a diverse set of refugees. We need to know where we are, determine where we want to reach and also know whether we have reached there. The monitoring of socio-economic progress is not possible without measuring how we progress and establishing whether human, financial and other resources are being used efficiently. However, these statistics have in many occasions been national in outlook and less district specific. The development of a district-based Statistical Abstract shall go a long way to solve this gap and provide district tailored statistics and will reflect the peculiar nature of the district by looking at specific statistics which would not be possible to provide at a higher level. Data and statistics are required for designing, planning, implementing, monitoring and evaluating development programmes. For instance, statistics on school enrolment, completion rates and dropout rates e.t.c are vital in the monitoring of Universal Primary Education and Universal Secondary Education programmes. Statistics are also needed for establishing grant aid to community schools, staff levels and other investments in the education programmes. The collection and use of statistics and performance indicators is critical for both the successful management and operation of the sectors, including Lower Local Governments. For data to inform planning and service delivery it should be effectively disseminated to the various users and stakeholders. -
