City of Vincent Town Planning Scheme No.2 CITY OF VINCENT TOWN PLANNNING SCHEME NO.2 CITY OF VINCENT TOWN PLANNING SCHEME NO.2 GAZETTE DATE: 1 - CITY OF VINCENT TOWN PLANNNING SCHEME NO.2 PREAMBLE This Town Planning Scheme of the City of Vincent consists of this Scheme Text and the Scheme Maps. The Scheme Text should be read in conjunction with the Local Planning Strategy for the City. Part 2 of the Scheme Text sets out the Local Planning Framework. At the core of this Framework is the Local Planning Strategy which sets out the long-term planning directions for the local government, applies State and regional planning policies and provides the rationale for the zones and other provisions of the Scheme. In addition to the Local Planning Strategy, the Framework provides for Local Planning Policies which set out the general policies of the local government on matters within the Scheme. The Scheme divides the local government district into zones to identify areas for particular uses and identifies land reserved for public purposes. Most importantly, the Scheme controls the types of uses and development allowed in different zones. There are particular controls included for heritage and special control areas. The Scheme Text also sets out the requirements for planning approval, enforcement of the Scheme provisions and non-conforming uses.     Arteries of Life: The Complete Process for Building and Upgrading Roads in Western Australia and; Roads in the Southern River Electorate By Gary Payne Prepared for Peter Abetz Executive Summary The purpose of this report was to examine the process for building and upgrading roads in Metropolitan Western Australia, and to review previous road projects in the Southern River Electorate on certain roads. Research for this report included a review of current literature from a number of sources, as well as two interviews of key persons in the road building industry and a number of email inquiries to road building authorities. In Part A, all of these findings have been organised into a road building process. The initial idea for a road project can come from a great many sources, but these are often confined to government and intergovernmental bodies. A road is legally planned by an amendment of the Metropolitan Regional Planning scheme, and Local Planning Schemes. The process for amending the schemes differ with the size of a road project. But a project needs to be funded if it is to become reality. There are processes in place to ensure that money is redistributed from those people who use the system, to those that maintain it. There are a number of strategies to deliver a project, but most use the private sector in some way. To fairly include and harness these contractors, a tendering process has been set up by Main Roads and Local Government. The design of a project is massively important to eventually assess its success.

    Executive Summary This discussion paper is presented by the City of Vincent to stimulate discussion and feedback within local government on a range of measures designed to improve transparency and accountability within the Western Australian sector. At the heart of this paper is the critical contention that making information freely and easily accessible to residents, ratepayers and customers gives them greater power to contribute to decision making and to hold local government accountable for the good governance of its district. It is a core foundation of the democratic process. Currently, there is a lack of consistency in the quality and completeness of public reporting across local government, and ratepayers can experience difficulty in obtaining basic information without committing significant time and resources. This paper recommends a number of reforms to legislation, policy and practice affecting local government, many of which would greatly enhance public reporting and accountability. One such reform is the recommendation that the Auditor General be given oversight of Local Government financial reporting and audits. In doing so, ratepayers across Western Australia can be provided with a clear snapshot of the financial health of their local government councils – a process currently undertaken in other States. This has twice been recommended by the Public Accounts Committee over a ten year period, and yet to date no legislation has been introduced to deliver this improvement. The State Government has now indicated that a framework is being prepared, which the City of Vincent welcomes. The local government sector does not need to wait for legislative reform. A number of measures recommended in this discussion paper can be implemented by local governments immediately.

    City of Subiaco Local Government Structural Reform Online community survey Results summary report January 2014 Page 1 Background On 30 July 2013 the Western Australian state government announced its intention to merge the City of Subiaco and six other local governments into one western suburbs council. At its meeting on 26 November 2013 the council of the City of Subiaco resolved to conduct an independent survey among residents to evaluate community views on proposed local government structural reform. This independent telephone survey was carried out by the organisation Catalyse throughout December 2013. The results of the telephone survey will be provided to council to inform decision making. For those community members who did not receive a phone call about the survey but still wanted to have a say, an online survey was developed by the City of Subiaco. This was a modified version of the telephone survey, and was carried out on the city’s online community engagement hub, Have your say Subiaco, from 6 – 16 December 2013. This summary report deals with the results of the online community survey carried out by the City of Subiaco. Methodology The online community survey carried out by the city was a slightly modified version of the telephone survey carried out by Catalyse. Modifications were made to allow the survey to be carried out online. The survey was open to all and all responses were anonymous. The online community survey was advertised on the city’s website and on Have your say Subiaco, the city’s online community engagement website. A hard copy version of the online survey, with an attached reply paid envelope, was available from the City of Subiaco Administration Centre, for those who preferred not to participate online.
